Job Description
Main duties and Responsibilities: -Elaborate and implement the procurement plan for the District, and produce consolidated reports thereof; -Prepare and provide information for publication of tender-related documents such as procurement plan, bidding documents, invitation to bid, etc; -Receive and safeguard bids, obtain approval of the tender award from the Tender Committee, publish the results of the tendering process and accordingly notify bidders; -Prepare contracts for tender winners in collaboration with the Legal advisor; -Serve as Secretary to the Tender Committee; -Manage, in collaboration with concerned departments, the contract cycle in accordance with the applicable law and regulations and under the supervision of the Director of Procurement, avail information requested by competent authorities.

Job Description

Main duties and Responsibilities:

  • Work hand in hand with concerned staff at Sector level to identify and update the tax payers database;
  • Monitor tax recovery activities at the District and Sector levels;
  • Consolidate data and relevant reports from Districts on fiscal tax and non-fiscal tax recovery;
  • Coordinate sensitization and mobilization campaigns of all existing and potential tax payers on tax-related laws, regulations and policies;
  • Coordinate fiscal inspection of taxpayers across the District and produce consolidated periodical inspection reports as per the regulations and procedures in use.

Job at Gasabo District: Construction Permitting Team Leader (Deadline: 28 September 2017)

Main duties and Responsibilities:

  • Coordinate, at first degree, theplanning, budgeting, resource mobilization, implementation, monitoring and evaluation reporting related to construction permitting at the team level;
  • Coordinate, at first degree, the elaboration of a local strategy on construction permitting, monitor its implementation across the District and produce consolidated reports thereof;
  • Co-sign and issue out construction and house occupation permits and other related authorization stipulated by applicable laws and regulations and coordinate land-related dispute settlement process;
  • Supervise, at first degree, all staff members of the Land Management Team and their field deployment;
  • Assist technically and provide advice to the Director of One Stop Centre in matters pertaining to construction permitting;
  • Initiate, in collaboration with other relevant stakeholders, and supervise the implementation of campaigns meant to raise local population awareness on the benefits to secure construction permits for better settlement planning.

  • Conduct inspection of all District’s Roads, Sewage, Bridges and Drainages under construction, redevelopment, rehabilitation and maintenance;
  • Check compliance of Roads Sewages, Bridges and Drainages construction, redevelopment, rehabilitation or maintenancewith master plan, zoning guidelines and any other applicable laws, policies and regulations regarding in this regard;

Job Description

Main duties and Responsibilities:

  • Coordinate the identification of the District’s health needs and priorities to facilitate an integrated planning, budgeting, resources mobilization, implementation, monitoring and evaluation reporting related to health at the Unit, Sector and health facilities levels, and instill the practice of knowledge management
  • Coordinate a multi-stakeholders’ elaboration of actionable strategies or plans meant to localize national policies and the District Council’s decisions pertaining to health and oversee their implementation;
  • Coordinate the dissemination and monitor the implementation of national guidelines, protocols by health facilities and coordinate campaigns meant to raise local population’s awareness on community health including the benefits of community health insurance schemes;
  • Maintain an updated consolidated database of health initiatives/interventions implemented within the District and work hand in hand with the Human Resource Unit in the elaboration of capacity building initiatives meant to address capacity gaps in the health sector at the District level;
  • Serve as a member of the District Technical Coordination Committee and advise the institution on matters pertaining to health.

Job Profile

Bachelor’s Degree in Public Health, Community Health, Health Sciences, Clinical Psychology, Social Work with at least 3 years of working experience; Or Master’s Degree in the same fields with 1 year of working experience
