Innovations for Poverty Action (IPA), is an international non-profit research organization. Based in New Haven, CT, with offices in Washington, D.C. and worldwide, IPA works with development partners and academic researchers to create and evaluate approaches to solving development problems, to communicate “what works” in development and to scale up successful projects in a variety of fields, including health, education, microfinance, governance and agriculture.

Project Description:

The research project partners with a local distributor of LED lights, (based in Kigali, Rwanda) which uses small teams of locally selected entrepreneurs (microenterprises) to distribute and recharge lights, in each village that the company operates. One of the objectives of this study is to observe how gender dynamics within the household and community are influenced by either access to the lights and/or being an entrepreneur, and look at how specifically female-led microenterprises’ operations could differ from those of their male counterparts, as well as the lasting impact that these female-driven enterprises have in the community (in terms of perception).

The Enumerator will play a critical role in planning and carrying out data collection.  Whereas the recent phase of the project completed two districts (Ruhango and Rulindo), the next phase will cover 29 villages in Ruhango District.
