JOBS ANNOUNCEMENT

 

Rwanda has committed itself to reaching very ambitious targets in water supply and sanitation with the vision to attain 100% service coverage by 2020.

 

The Water and Sanitation Corporation (WASAC LTD) is the entity setup to manage the water and sanitation services in Rwanda as a result of the Government of Rwanda (GoR) decision to unbundle the national utility former EWSA since 2014. Therefore, WASAC Ltd wishes to recruit qualified candidates to fill the following vacancies:

 

SPIU COORDINATOR

 

  1. Duties and responsibilities

 

The SPIU Coordinator will report to the CEO and will have following responsibilities:

 

  • Manage and oversee to the implementation of all projects components by providing strategic leadership to ensure the achievement of projects goals and the sustainability of expected outcomes

 

  • Manage and supervise consultants and contractors involved in delivery of all components of the projects to ensure all participants adhere to the highest quality standards and work towards meeting annual targets and outcomes

 

  • Supervision of staff attached to SPIU

 

  • Coordinate with the Director of Support services, the Director of Water & Sanitation

 

Development, and the Chief Finance officer for the implementation of administrative, technical and financial aspects of the project respectively

 

  • Ensure the preparation of annual projects implementationplans in accordance with the principles and implementation timetable outlined in the projects financing agreements and project agreements

 

  • Other duties and responsibilities as assigned by the CEO

 

  1. Qualification and experience required

 

  • Master’s degree or Bachelor degree in Project Management, Business administration,

 

Water Engineering, Civil Engineering, or any other relater field with experience of 5 years for a master‘holder and 8 years for a bachelor‘holder in project planning, supervision and construction works related to the development water supply and/or sanitation projects.

 

  • Experience of at least 2 years at a senior management level in a comparable organization

 

  • Experience working with or within both the public and private sector

 

  • Staff supervisory experience and demonstrated organizational skills

 

  • Proven managerial ability, leadership and strategic expertise

 

  1. MANAGEMENT ACCOUNTANT

 

  1. Duties and responsibilities

 

Reporting to the CFO, the Management Account will have the following specific duties.

 

  • Produce the monthly consolidated Management Information pack (MIP)

 

  • Review and analyze all inputs to the Pack

 

  • Provide variance analysis and commentary in support of the MI Pack, incorporating notes and updates as directed

 

  • Continually adapt and improve management reports as agreed with CFO

 

  • Work closely with the Financial Controller to ensure compliance with accounting standards, and comprehensive chart of accounts appropriate to provide required financial reports.

 

  • Any other relevant duties as may be directed by Management to assist in achieving objectives of WASAC Ltd

 

  1. Qualification and experience required

 

  • Qualified Accountant from a recognized Accounting body such as ACCA or CPA

 

  • Proven working experience as Management Account / Finance Manager for 5+ Years

 

  • Extensive experience of computerized accounting systems, including report writing

 

  • Highly proficient Microsoft office user

 

  • Ability to think outside the box and to assimilate data into meaningful financial reports

 

  • Strong spreadsheet manipulation skills and aptitude for Excel work

 

INTERNAL AUDIT SPECIALIST

 

  1. Duties and responsibilities

 

  • Ensures completion of audit assignments within the budgeted time through proper planning, coordination and monitoring of progress;

 

  • Identifies team competencies and assigns proper tasks to audit team members and supports them to carry out allocated work;

 

  • Provides clear instructions and guidelines to team members and reviews the work done to enhance quality and identify training needs;

 

  • Ensure compliance with the determine risk based audit strategy and effective fulfillment of the commitments in the annual audit plan for the unit;

 

  • Continually assess the adequacy the existing policies, procedures and workflow processes and report and observed lapses and propose corrective measures;

 

  1. Qualifications and Experience required

 

  • Bachelor’s Degree in Finance, Accounting, Economics and having competed foundational papers (part II) in Professional courses ACCA, CPA or CIA

 

  • At Least 5 years Audit experience in a reputable corporate, or public organization

 

  • Excellent Communication Skills (Oral and Written)

 

  • Good interpersonal Skills and high level of integrity

 

  • Developed analytical skills and highly numerate

 

  • Open minded to learn new things

 

IT INTERNAL AUDITOR

 

  1. Duties and responsibilities

 

  • Effectively complete engagement planning, fieldwork and reporting for information technology, information security, system and integrated audit engagements;

 

  • Performs regular information system audits outlined in the annual audit plan; identifies risks and determines if appropriate IT and/or user controls are in place and effective; documents audit work, report on findings and recommendations for resolving noted issues.

 

  • Evaluate IT environments in terms of risk to the organization; recommends controls to mitigate weakness.

 

  • Assess business / technology risks and the related controls and then provide practical, value-added remediation plans.

 

  1. Qualifications and Experience required

 

  • Bachelor’s degree in formation Systems or Computer Sciences;

 

  • Ideally qualified (or partly qualified) with certification such as a CISA;

 

  • At least 3 years’ experience in Information systems auditing

 

HEAD CARRIED DEVELOPMENT & PERFOMANCE MANAGEMENT

 

  1. Duties and responsibilities

 

  • Develop and implement integrated performance Management System within the utility, with the ultimate goal of establishing a performance related pay framework.

 

  • Develop and manage the utility’s recognition frameworks and recommend best practices i.e Employee of the year awards, CEO awards, functional and departmental awards.

 

  • Develop an effective performance Management system for the Utility

 

  • Coordinate the periodic performance management cycles and consolidate the performance Appraisal results.

 

  • Design and expanding training and development programs based on the needs of the organization and the individual.

 

  1. Qualifications and Experience required

 

  • Master’s Degree in Human Resource management, organizational Psychology, Sociology, public Administration, Management, other related fields plus two years of experience in Human Resources Operations

 

  • Bachelor’s degree in the above mentioned field with at least five (05) years of experience in Human Resource Operations;

 

  • Analytical skills, Team working Skills, Decision making skills, problem Solving and analysis;
