Job Description

• Manage the financial system, ensuing efficient resource utilization
• Oversee the continuous improvement of accounting and financial processes and the development of the team with the goal to achieve best practices and optimal output.
• Coordinate the budget preparation for the Ministryin cooperation with concerned departments;
• Monitor the annual operating budgets, and controls its execution in compliance with the public finance rules and procedures;



• Coordinate the timely payments of goods and services; to check conformity and accuracy of payment requests and ensure proper disbursement of funds is supported by appropriate vouchers;
• Prepare annual and periodic cash follow plans
• Ensure effective cashflow plans and financial management analysis and reports;
• Coordinate and manage all logistical activities relating to the Ministry and provide a report to P/S on a monthly basis.
• Allocate roles and responsibilities and set clear objectives for the staff in that Unit;
• Ensure MINILAF is in compliance with all internal administrative policies and relevant regulations
• Ensure documents are filed and/or archived in a timely and orderly manner
• Set up a system to ensure safe custody of payments vouchers
• Oversee the management of material and financial resources of the Ministry
Assess performance of the staff of the unit
• Liaise with the Internal and External Audit and assist them in their respective functions
• Supervise the functioning of Central Secretariat of the ministry
• Implement all Audit recommendations for a clean audit Report;

Job Profile

Accounting Professional Qualification recognised by IFAC (ACCA, CPA); Or A0 Public Finance, Finance, Accounting or Management with specialization in Finance/Accounting with 3 years of working experience

Key Technical Skills & Knowledge required:

– Leadership and management skills;
– Planning and organisational skills;
– Communication skills;
– Strong IT skills, particularly in Financial software(SMART IFMIS);
– Knowledge of human resources concepts, practices, policies, and procedures;
– Knowledge of organizational structure, workflow, and operating procedures;
-Knowledge in Monitoring & System Evaluation;
– Time management Skills- Interviewing Skills;
– Judgment & Decision making skills;
– Complex Problem solving;
– fluent in Kinyarwanda, English and/ or French; knowledge of all is an advantage
