 Job Description
1. Contribution to RDSP Strategy
– Advises Intervention Director and Co-Manager on progress of sector indicators as related to RDSP and on RDSP contribution to relevant Government policies, strategies and programmes;
– Contributes to Joint Sector Reviews.
– Keeps track of RDSP TAs contributions to sector dialogue (e.g. at TWG level); Contribution to RDSP Planning, Implementation, Management, Monitoring, Evaluation and Reporting 2.1 Planning, implementation, M&E and reporting
– Coordinates regular planning, implementation, monitoring, evaluation, and reporting of RDSP, ensuring alignment of these processes with those of MINALOC and the sector;
– Prepares annual submission of action plans and budgets to RDSP Steering Committee in line with RDSP modalities;
– Controls compliance of implemented activities with approved action
-plans and takes action when required;
– Ensures that RDSP takes into account other work undertaken in the sector to avoid duplication of effort and ensure maximum impact;
– Coordinates preparation and implementation of PCU action-plans;
– Coordinates preparation of RDSP reports based on guidelines and requirements of MINECOFIN and BTC; – Regularly assesses operational management capacities of Implementing Partners and Outcome Implementers, and recommends related capacity building measures to the Intervention Director and the Co-manager
– Assesses RDSP progress taking into account emerging needs; advises provides strategic Intervention Director and Co-Manager on how to continuously improve results effectiveness and value for money;



– Supervises data collection and reporting mechanisms at programme level to ensure effective contribution of the M&E function to programme steering and knowledge management;
– Organises and chairs Technical Committee meetings;
– Facilitates BTC appraisal/supervision/evaluation missions 2.2 Grant agreements
– Coordinates the PCU support/control function in preparation and submission by Implementing Partners of operational/results planning and reporting, in line with RDSP modalities and Implementing partners’ annual planning, and with a focus on results orientation and timely implementation; makes recommendations in view of improvements;
– Co-ordinates PCU communication to Implementing Partners on planning documents, reports, concept notes, ToR. Quality-assures these documents and ensures timeliness of the process; 2.3. Management
– Supports alignment of RDSP with Government procedures for financial management and procurement management as well as compliance with modalities agreed between Rwanda and Belgium; advises MINALOC and BTC on ways to enhance alignment and compliance;
– Coordinates PCU procurement plan preparation and monitoring (co-managed funds); – Facilitates coordination between RDSP PCU and the procurement and finance units of MINALOC;
– Follows-up management of contracts and grant agreements under RDSP and recommends appropriate measures when required;
– Manages the Government’s counterpart budget for RDSP with the Intervention Director and regularly informs RDSP Steering Committee on counterpart budget planning and use of funds. 3. Staff management – Manages and coaches SPIU PCU staff in charge of administrative, finance and procurement management in collaboration with their BTC functional supervisor; ensures effective collaboration between administrative, financial and procurement functions under RDSP PCU;
– Contributes to the well-functioning of programme coordination unit;
– On request of the Co-Manager, contributes to planning, coordination and regular evaluation of RDSP technical assistance staff.
4. Stakeholder engagement
– Builds and strengthens partnerships with stakeholders in government, development partners and service providers in view of achieving RDSP objectives;
– Participates in sector studies;
– Represents the Ministry in meetings with BTC as well as other meetings, conferences, seminars, workshops when delegated.
 Job Profile
Bachelor’s degree in Social Sciences with five (5) years of working in project management or Master’s degree in Social Sciences with three (3) years of working experience in project management Key Technical Skills & Knowledge required:

– Mobilization Skills;
– Team working Skills;
– Fluency in Kinyarwanda, English and/ or French; knowledge of all is an advantage
