The GGGI Rwanda country office has worked in close collaboration with the Government of Rwanda to support the implementation of the NST1 in green urbanization and secondary city development. Rwanda has achieved impressive economic growth coupled with high rates of urbanization. Solid waste management has emerged as a key challenge in the area of sustainable development and green urbanization. As an essential service, waste management facilities are under increasing strain with limited capacity and unsustainable business models that rely on linear approaches to waste.

In striving to find various solutions for sustainable solid waste management especially in urban areas, the Government of Rwanda through Ministry of Environment has signed a memorandum of understanding with the Ministry of Environment, climate change and sustainable development of the Grand Dutch of Luxembourg to strengthen cooperation and technology transfer between the two countries and ultimately to embark on a project, waste to resource: improving municipal solid waste and hazardous waste management in Rwanda.

This is a three-year project led by the Ministry of Environment and implemented by Global Green Growth Institute (GGGI), and its focus is on municipal solid waste and electrical and electronic waste (e-waste) in both City of Kigali and Secondary Cities. The project aims to implement integrated solid waste management and circular economy approaches to create end products, create green jobs, and generate sustainable sources of revenues from waste streams. The situation assessment on e-waste management in both City of Kigali and Secondary Cities is part of the waste to resource project.

OBJECTIVES OF THE ASSIGNMENT

The E-Waste Consultant for the Waste to Resources: Improving Municipal Solid Waste (MSW) and Hazardous Waste Management in Rwanda (hereafter referred to as the “Project”) will provide technical support to the Rwanda Team. The consultant will be required to lead and submit key deliverables critical to the success of the project including an e-waste collection and recycling situational assessment and an e-waste capacity needs assessment.

The main objective of this assignment is to:

a) Undertake a situational assessment for e-waste collection and recycling in both City of Kigali and Secondary Cities

b) Carry out capacity need assessment for proper e-waste management in Rwanda

c) Propose innovative ways to improve the e-waste collection rate in Kigali and Secondary Cities

d) Provide detailed policy recommendations for e-waste valorization

DELIVERABLES AND PAYMENT SCHEDULE

The consultant will report to the Project Manager with guidance from the GGGI Rwanda Country Representative and the Senior Officer, Sustainable Waste Management. The consultant will work in close collaboration with the core project team of the project as well as national stakeholders including the Ministry of Environment, Ministry of ICT and Innovation (MINICTI), Ministry of Infrastructure (MININFRA), Ministry of Trade and Industry (MINICOM) Rwanda Utilities and Regulatory Authority (RURA), Rwanda Environment Management Authority (REMA), Rwanda Revenue Authority (RRA), Enviroserve Rwanda Green Park, and subnational actors, community leaders, youth groups, and others as required to achieve the project outcomes and deliverables. The consultant will be expected to perform:

1) Situational Assessment: Baseline Assessment of E-waste collection and recycling in the City of Kigali and Secondary Cities. This deliverable will provide This deliverable will provide an assessment on the current and future gaps along the e-waste collection and recycling value chain in Kigali and Secondary cities, required infrastructures for proper e-waste collection in Kigali and secondary cities, proposed best practices and innovative ways for an improved collection of e-waste in Kigali and secondary cities, gaps in the existing policy and regulatory framework for e-waste collection and recycling in Rwanda.an assessment of the quantities and type of e-waste, collection points/centers, major producers of e-waste, policy and regulatory environment assessment, current gaps in services, and investment opportunities in e-waste. Additionally, to this component, the consultant will be requested to do undertake the following activities:

    • Current practices for e-waste collection, recycling, and management in Rwanda.
    • Estimation of the environmental and health hazards and impacts associated with the types of disposed e-waste and adopted disposal methods.
    • Assess the current and future gaps along the e-waste collection and recycling value chain in Kigali and Secondary cities.
    • Propose required infrastructure (such as collection centers, points, bins) for proper e-waste collection in Kigali and secondary cities.
    • Propose models to operate the collections points/centres which are appropriate to the Rwandan context.
    • Recommend best practices and innovative ways for an improved collection of e-waste in Kigali and secondary cities.
    • Propose collaborative mechanisms, incentive models and the role of producers of manufactures of e-waste
    • Identify gaps in the existing policy and regulatory framework for an improved e-waste collection and recycling in Kigali and secondary cities.
    • This assessment will provide a baseline of information from which the core project team will be able to make evidence-based decisions and prioritize interventions in the e-waste sector.
    • 2) Capacity Needs Assessment: The Capacity Needs Assessment will form the basis for developing capacity building workshops and identify the current gaps in skills and knowledge among workers in the formal and informal sector along the entire e-waste value chain. The assessment will provide detailed recommendations for addressing skills gaps and for increase collection rates, opportunities for valorization, and priorities for mobilizing investment.3) Presentation of Findings and Validation: The consultant will be responsible for presenting the findings to stakeholders as well as presenting the results of the assessments to the GGGI Rwanda Country Team and through the Waste Community of Practice to other GGGI Country Offices as knowledge sharing exercise, to elicit feedback, and to incorporate into the finalized report.4) Final Submission: Deliver the final revised documents incorporating the feedback of key stakeholders. The table of contents shall include but not limited to (I) Executive Summary 1) introduction, 2) situational assessment (including baseline data and mapping of collection points/centers and mapping of stakeholders), 3) capacity needs assessment identifying gaps and opportunities, 4) a table of site visits, bilateral meetings, stakeholder consultations, etc., 5) key findings identifying opportunities for investment and skills building.
      • Anticipated length of the report: 25 pages
      • Language to be used: English

      • To whom the report(s) should be submitted: Senior Green Growth Officer/Project Manager
      • Presentation of the contents of the report – when and to whom: A minimum of three presentations are required: 1) stakeholders of the project including the Ministry of Environment, Ministry of Infrastructure, Ministry of ICT and Innovation, and others, and 2) knowledge sharing presented to the GGGI Rwanda Country Team, and 3) presentation to the Community of Practice for Waste
      • Responsibilities for report production and presentation: The consultant will be responsible for producing the finalized report incorporating feedback from stakeholders. GGGI will be responsible for finalizing the design and dissemination of the report.

          • The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant. The report should also give recommendations for further activities to be carried out in order to secure a long-term sustainable development of the measure.
          • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
          • The Consultant shall submit the report in both hard copies and electronic versions readable by a Microsoft Office application.
          • All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages.
          • Final report must be approved by the GGGI with the agreement of the Ministry of Environment. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.

        EXPERTISE REQUIRED

          • Minimum of seven years of relevant professional experience (local economic development, baseline assessments, capacity needs assessments, or closely related assignments).
          • Experience working with international or national NGOs and/or with government authorities at a national level desirable.
          • Fluency in English, verbal and written is required. Kinyarwanda language skills considered an advantage.
          • Excellent report writing skills.
          • University degree (Master’s Degree or PhD) in environmental science, industrial/chemical engineering, sustainability, business administration, materials science, economics, statistics, or closely related discipline from a recognized university.
          • Minimum 10 years of working experience in the area of Waste, Environment, Circular Economy, and/or Sustainable Development.
          • At least 3 years of experience in activities and/or projects that involved the implementation of public policies that promote the sustainability of the waste management services and circular economy approaches to waste)

The Finance and Administration Consultant will perform tasks across a range of administrative, financial, and procurement processes ensuring quality across specific project and/or output delivery.

OBJECTIVES OF THE ASSIGNMENT

The role of the consultant is to ensure process integrity in program operation and specific project/output in delivery in the Rwanda program, fully meeting established institutional policies, standards, and donor requirements across budget execution.

Engagement

      • Monitor and report on project and workstream activities related to finance to ensure efficiency and consistency with established work plans to support program management.
      • Support the monitoring of project budget and track expenditures to ensure that program resources are optimally allocated and utilized.

Delivery

      • Execute office budget disbursement and spending following budget execution plans and schedules in line with yearly work programs and budget lines
      • Manage office bookkeeping and cash control; manage financing documents according to GGGI standards and rules
      • Submission of VAT claims to Rwanda Revenue Authority and follow up on reimbursement
      • Preparation of monthly bank reconciliation and VAT reconciliation reports
      • Administer procurement plans and manage contract payments in line with yearly work programs, outsourcing plans and budget lines.
      • Administer country office HR requisitions and onboarding procedures based on approved headcounts
      • Place initial screening and controls on country office spending, procurement requests and contract issuance
      • Verify data and provide consistency check on data entry and document from spending and expenses of country office operation
      • Support Project Managers for the preparation of the financial reports for the donors
      • Support the Country Representative for the preparation of Work Program and Budget for 2023-2024
    • PERTISE REQUIRED
          • A bachelor’s degree in Business administration, Finance, accounting management or related fields
          • More than 4 years of experience in financial management and/or project budget management.
          • Experience of government and stakeholder systems (donor, multilateral, etc);
          • Fluency in English and excellent writing skills are required;
          • Knowledge of green growth and climate change issues would be an advantage;
          • Experience with the UN system or other international organization is required.
          • Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint,)
          • Experience in using Enterprise Resource Planning (ERP) is mandatory

The Global Green Growth Institute (GGGI) is, therefore, hiring a gender consultant to inform the project in the areas related to gender and social aspects of the project for a more gender-responsive and socially inclusive project outcomes. The consultant is expected to provide expert input and guidance into the project-related activities – particularly those pertaining to capacity building and community engagement – as well as to draft, validate, and submit key guiding documents that will be used to ensure equitable and inclusive outcomes of the project. The consultant is also expected to provide expert advice and analysis on gendered aspects of the project delivery and execution and advise on risks (and mitigation measures where applicable) to the project as they arise to achieve gender parity among project beneficiaries of capacity building and address barriers that may affect the outcomes of the project. The consultant will provide key deliverables in the form of a gender assessment and gender action plan that will guide the execution of the project activities using the Gender Equality and Social Inclusion (GESI) framework or comparable, well-established Gender Transformative Approach (GTA). The approach and methodology used should be clearly identified in the inception report.

    • Formulate recommendations to orient the implementation of a gender responsive project.
DELIVERABLES AND PAYMENT SCHEDULE

The consultant will report to the Project Manager with guidance from the GGGI Rwanda Country Representative and the Senior Officer, Sustainable Waste Management. The consultant will work in close collaboration with the Global Green Growth Rwanda Office, National stakeholders including the Ministry of Environment (MoE), Ministry of ICT and Innovation (MINICT), Ministry of Gender and Family Promotion (MIGEPROF), Ministry of Infrastructure (MININFRA), Gender Monitoring Office (GMO), and subnational actors including the City of Kigali, community leaders and representatives, youth groups, and others as required to achieve the project outcomes and deliverables. The Consultant will be expected to provide technical input on gender mainstreaming through the review of project documents, planning sessions, workshops, capacity building events, and other project activities in addition to the project deliverables outlined below.

1) Gender assessment: Conduct in depth gender assessment and analysis for waste service value chain in order to better incorporate gender-based vulnerabilities of climate risks associated with un proper waste management, especially at the waste disposal site as well as women’s needs and positive contributions to mitigation measures and management.

2) Costed Gender Action plan: Develop a costed action plan to guide the project highlighting at least 50% of beneficiaries are women and girls vulnerable to climate risks.

3) Presentation: Present a costed gender action plan to stakeholders, incorporate feedback and comments, and revise the assessment and action plan as needed for final submission.

4) Final submission: Deliver the final revised documents incorporating the feedback of key stakeholders.

    • Advanced degree (MSc or PhD) in thematic areas relevant to the assignment such as sustainable development, anthropology, sociology, political science, demography, project cycle management, gender studies or related field.
    • Experience:
        • At least 10 years of experience in the field of sustainable development and analysis of which at least 5 years in projects related to gender.
        • Experience working with international institutions (UN agencies or other) and government institutions is an asset.
        • Prior experience working with the Government of Rwanda is a plus.
        • Familiarity with gender analysis tools and methodologies in the waste management sector,
        • Excellent communication skills and ability to liaise with various stakeholders, presentation, report writing and analytical skills.
        • Capability to work effectively under deadline pressure and to take on a range of responsibilities.
        • Able to work independently and self-manage deadlines and deliverables.

      Language:

        • Fluency in written and spoken English is required;
        • Knowledge of Kinyarwanda considered an asset.
