IntraHealth International, through the USAID-funded Ingobyi Activity, seeks to recruit a highly qualified team of clinical professionals to assess the ability and capacity of hospitals to manage critically ill patients in Rwanda. The USAID Ingobyi Activity seeks to improve the quality of reproductive, maternal, newborn, and child health (RMNCH) and malaria services, in a sustainable manner with the goal of reducing infant and maternal mortality in Rwanda. The USAID Ingobyi Activity builds upon the tremendous gains Rwanda has made as well as previous USAID investments in the health sector. USAID Ingobyi Activity aims to contribute to the reduction of infant and maternal mortality and the incidence of malaria in Rwanda. The Activity partners with the GOR to build on the country’s considerable achievements, guided by national health strategies, goals, objectives, and data. The Activity is not just building capacity and capability but aims to achieve a shared understanding of the patterns and systemic structures that underlie the health system and where and how to bring about measurable sustainable improvements.
USAID Ingobyi Activity seeks to recruit the following consultant:
Consultant Anesthesiologist (1) – Technical Lead
Summary role
The Consultant Anesthesiologist will act a technical lead for the assignment and support the design, implementation, and coordination of the critical care facility assessment while ensuring quality control and compliance with the assessment protocol. He/she will conduct close monitoring of the assessment to ensure it follows the appropriate methodology and established timelines. In consultation with the assessment team, the incumbent will be responsible for the development of the assessment report. He/she will report to the Implementation Scientist at Ingobyi Activity.
ESSENTIAL FUNCTIONS:
- Participate in the development of the overall assessment plan, review and adapt the assessment according to the protocol and contribute to statistical analysis plans;
- Assist in the identification of potential respondents in relation to the proposed assessment protocol;
- Help to establish standard procedures for data collection and management;
- Lead training of data collectors/research associates;
- Oversee data collection activity;
- Coordinate the assessment, including communication with the management of hospitals to be assessed, and daily checks with supervisors at provincial level,
- Address challenges faced by the data collectors and share daily updates with Ingobyi Activity;
- Monitor submission of data to the server – conduct daily follow up to ensure data collectors submit the data and report any quality issues on a daily basis;
- Develop a data analysis plan and support analysis based on assessment objectives;
- Write assessment report – including review of the country’s critical care guidelines, protocols, and standards per the national health structure; liaise with USAID Ingobyi team, MOH/RBC and other stakeholders to gather and incorporate inputs in the final report; and
- Perform miscellaneous assignment-related tasks as needed.
MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS
Essential
- Specialist anesthesiologist with at least 10 years of experience in the provision of critical care to patients in ICU and operating room;
- Familiarity with the health care system in Rwanda, especially the hospital settings;
- Experience in conducting and leading clinical assessments/studies in anesthesia;
- Familiarity with national guidelines for the management of critically ill patients;
- Experience in developing technical reports and manuscripts;
- Ability to develop and deliver both oral and written presentations in English;
- Ability to communicate and interact competently and professionally at all levels within a broad, complex assessment/ research environment;
- Ability to lead and provide technical advice, guidance, and support to professional staff in the area of anesthesia;
- Ability to train and supervise staff, including organizing work schedules and prioritization;
- Excellent written and oral communication skills in English and Kinyarwanda;
- Computer literacy and ability to use Word, Excel, and PowerPoint;
- Ability to work independently and to take initiative; and
- Excellent interpersonal skills and a highly professional attitude.
Desirable
- Good understanding of research methodologies;
- Effective communication skills and teamwork;
- Problem-solving abilities;
- Results-oriented and able to deliver on time; and
- Ability to work with flexibility and good time management.
Other Requirements
- Be prepared to travel, more than 50% of work time and on short notice;
- Ability to work on flexible schedule occasionally; and
- Ability to work effectively under pressure and meet competing deadlines.

Anesthetic assistants and/or ICU nurses (5) – Data collectors
Summary role
Data collectors will report to the supervising Anesthesiologist for their respective provinces. He/she will be responsible for administering a pre-designed electronic tool to collect and report data from targeted respondents. S/he will be responsible for entering questionnaires into the respective databases as per the assessment requirements and will be required to write brief reports for their respective assessment sites and sharing with the supervisor.
ESSENTIAL FUNCTIONS:
- Schedule visits and communicates dates of the assessment with the leadership of the hospital;
- Work with the leadership of the hospital to identify targeted respondents with knowledge of the facility’s intensive care unit and oxygen infrastructure;
- Provide information to, and take consent from, potential respondents;
- Schedule research participants for data collection;
- Collect data based on the designed assessment tools using tablets;
- Ensure data quality by probing as necessary and crosschecking responses provided;
- Ensure timely/daily submission of collected data to the server;
- Timely/daily communication with the Senior Anesthesiologist on the progress of the assessment for quick action as needed;
- Ensure the assessment is carried out ethically and according to applicable laws and regulations; and
- Perform other activities as needed and indicated by a provincial supervisor or other project investigators.
MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS

- A1 degree or higher in anesthesia or nurse with extensive experience in ICU;
- At least two years’ working experience in an intensive care unit;
- Familiarity with the health care system in Rwanda especially hospital settings;

- Computer literacy and ability to use Word, Excel, and PowerPoint;
- Ability to work independently and to take initiative; and

Anesthesiologists (5) – Provincial supervisors
The anesthesiologist will report to the Senior/consultant Anesthesiologist and will be responsible for coordinating data collection processes at the provincial level. He/she will participate in collecting data from targeted hospitals using an electronic assessment tool. S/he will lead data collection, entry of questionnaires into respective databases per the assessment requirements and will be required to write brief reports their assigned province on a daily basis.
ESSENTIAL FUNCTIONS:
- Coordinate logistics for fieldwork, including but not limited to, ensuring timely availability of transport, tablets with the assessment tool and credentials to access the tool;

- Work with the leadership of the hospital to identify targeted respondents with knowledge of the facility’s intensive care unit and oxygen infrastructure;
- Provide information to, and take consent from, potential respondents;
