Key Duties and Responsibilities

  1. Monitor cash in and out flows.
  2. Coordinate timely payment of all expenses in compliance with relevant laws, policies, and regulations.
  3. Coordinate the preparation and submit to the Manager Budget and Treasury periodic treasury reports.
  4. Make a follow up of daily situation of current accounts and fixed income securities in collaboration with Investment Coordinate petty cash management across the institution and ensure the accuracy of the account records.
  5. Prepare and organize surprise petty cash verification in branches.
  6. Ensure that all payment vouchers are properly filed.
  7. Assist Manager Budget and Treasury in verification of supporting documents and preparation of payments.
  8. Ensure that all payment/expenses are justified, and related supporting documents are well filed.
  9. Monitor all payments and expenses and ensure that they are recorded in the system on daily basis.
  10. Prepare and declare all taxes and other legal deductions in line with Rwandan tax law and other relevant laws.
  11. Perform any other duties related to the Treasury function as may be assigned from time to time.

  1. Prepare and review the institution’s business risk management policy documents and ensure their implementation.
  2. Conduct business risk assessment surveys, propose risk mitigation and follow-up plan mechanisms.
  3. Implement business risk appetite and different business tolerance levels.
  4. Monitor business risk exposures, concentrations and limits to ensure risk levels stay within business risk appetite.
  5. Prepare business risk controls and governance mechanisms.
  6. Maintain updated business risk register and ensure periodic reporting.
  7. Participate in preparation and implementation of RSSB projects to ensure related business risks are mitigated for the success of the projects.
  8. Provide independent oversight of risk-taking activities.

  13. Participate in public auction exercise of RSSB assets and properties and make regular reconciliation of Asset Register and Asset Ledger Accounts

  15. Carry annual revaluation with valuation committee of all RSSB assets (Investment and Administrative properties) as required by IAS 26
  16. Develop, prepare, coordinate, and monitor overall logistic support plans including logistics forecasting, priorities or requirements, and resolution of urgent operational needs.

Reporting to the Chief Human Capital Officer, the Manager Compensation and Benefits will be responsible for planning and managing RSSB staff benefits salaries and updating existing benefits and compensation related policies.

Key Duties and Responsibilities

  1. Lead staff benefits planning and management
  2. Coordinate the evaluation and review of RSSB compensation and benefits programs, policies, and procedures
  3. Design, implement, and manage salary classification, compensation packages and bonus programs that align with RSSB strategic plan
  4. Ensure salaries and benefits comply with the current legislation, RSSB salary structure and staff benefits package
  5. Support the human capital team with recruitment and talent management activities
  6. Develop profit-sharing, incentive, employee wellness, and performance management programs
  7. Manage subordinate human capital employees and daily operations related to compensation and benefits activities
  8. Review and approve research on employee satisfaction and renew RSSB compensation plans with monetary and non-monetary benefits based on employee needs
  9. Identify trends and implement new practises to engage and motivate employees
  10. Oversee analysis of compensation and benefits and track prevailing pay rates and make sure RSSB offers competitive compensation plans
  11. Structure compensation in ways that will yield the highest value for the organisation, evaluate and report on the effectiveness of employee benefit programs
  12. Prepare forecast budgets, reports, and presentations for salary increases
  13. Administer and manage employee insurance plans, oversee pension and savings plans and offer advice on salary increase requests
  14. Approve all benefits and compensation related to salaries, transport allowances, transfer fees, advances, airtime fees and mission fees
  15. Liaise with Performance, Talent and Development function to conduct staff exit interviews for departing employees to ensure that valid reasons for exit are considered in the change management process and staff welfare initiatives
  16. Oversee the preparation and organisation of staff related events including general assembly, international labour day, awards ceremonies, reception for retiring staff among others
  17. Manage staff under his/her direct supervision

 

Key Qualifications and Experience

The successful candidate must have at least:

  • Master’s Degree in Human Resource Management, Finance, Accounting or Business Administration, Public Administration, or any other relevant field with at least 4 years’ relevant experience, 2 of which should have been in supervisory role

OR

  • Bachelor’s Degree in Human Resource Management, Finance, Accounting or Business Administration, Public Administration, or any other relevant field with at least 6 years’ relevant experience, 2 of which should have been in supervisory role

  1. Review the contracts and their amendment and lead in formulating & developing policies, plans and strategies in the areas of supply chain, including risk management and contractor performance measurement plans.
  2. Develop and oversee the implementation of the Supply Chain and asset disposal processes and ensure they are carried out in compliance with the procurement and asset disposal Law.
  3. Coordinate the development and review of the annual Supply Chain and asset disposal plans in line with the Law and monitoring their implementation.
  4. Receive requests for tendering processes from different Departments, Divisions and Units, collaborate with other departments and stakeholders to identify and maintain resources needed to establish and provide an effective supply chain.
  5. Review of terms of reference and technical specifications from user departments
  6. Coordination of preparation of tender documents
  7. Review tender documents related to consultancy services, goods and works before its publication.
  8. Review the response to the bidders’ queries related to the published tenders.
  9. Make follow up of opening and evaluation of tenders.
  10. Ensure timely notification of evaluation results to the bidders.
  11. Review the weekly and monthly procurement report, communicate, and negotiate with suppliers and vendors.
  12. Oversee the management of inventory, stores, and assets in compliance with the guidelines issued by the organisation and the National Treasury.
  13. Monitor Contract management to ensure conformity with the contract terms and conditions and suggest improvements to increase efficiency of supply chain profitability for the organisation.
  14. Monitor the performance of suppliers, assessing their ability to meet quality and delivery requirements in collaboration with other departments.
  15. Ensure development and management supply chain, capability and culture that reflect the values which facilitates performance and professionalism.

 

Key Qualifications and Experience
