PURPOSE OF THE JOB
Early Childhood Development (ECD) is one of the four programs proposed in Plan Rwanda’s Five Year Country Strategic Plan. Plan international Rwanda has identified this theme among others to potentially make significant impact in the children at an early age in the country and on the community, reinforced by the fact that Plan international Rwanda has core competence from experience in implementing similar programs in and out of the region.
The post holder reports directly to the Project Manager with dotted line Program unit/area Manager follow up the implementation of the “Access to quality education and ECD services in Rwanda” Project. S/he ensures that the project is rights-based Child Centred Community Development.
Typical Responsibilities – Key End Results of Position:
Facilitation of projects trainings, workshop, community meeting and campaign with an emphasis on nutrition, peace building around ECD and scale them up to increase local and external program income as well as to reach more vulnerable children and their families
Implement local initiatives related to Child protection, Sexual reproductive health and Rights, ECD to influence policies implementation and strategies within the area of intervention and improve Plan visibility.
Ensure integration of action around ECD by linking the ECCD centres with the local health centres through referrals, awareness raising and trainings to community health workers on parenting and regular health screening to children that attend the ECD centres
Interaction of youth, children’s clubs at school level, around financial literacy, sexual reproductive health and rights, and child protection
Provide guidance to students attending girls safe rooms, distribution and data keeping of sanitary materials and counselling
Ensure VSLA groups are well organized and meet their target goals and objectives
Ensure child protection, water and sanitation are promoted in the ECD centres
Indicators for success:
Effective ECD monitoring tool in place as well as M&E for ECCD projects
Quality project reports that are in line with donor requirement
Plan is well represented in major ECD/Education networks/platforms at Community and regional Levels
ECD related interventions are well documented, shared and supported by research and/or evaluations/studies
Functional students clubs, VSLAs
Communications and Working Relationships:
Ø Internal to Plan Rwanda
Work closely with the Project Manager in terms of programming and coordination of interventions
Work with Project staff team and hired consultants
Work with other Program unit Staff as well as the program quality assurance
Ø External (sharing; learning; best practices; contribution to initiative/research…)
Liaise with external stakeholders and partners involved in Education and ECD Program and projects and the project team at PU Office, country Offices (CO)

Experience
Preferably bachelor’s degree in Early Childhood Care and Development, Education, development studies, Education or related fields
Excellent reporting skills and competencies in computer literacy (M-Excel, MS-Word, & Power Point, internet )
Experience working with communities- parents and families and more importantly working with children
Experience with ECCD preferably in emergency preferred
French and English speaking skills required
Knowledge /Competencies
– Knowledge in inclusive education as well as on human right based approach to development
– Demonstrate ability to assess best practices, document and disseminate lessons learned

Physical Environment and Demands:
Frequent travels within the country and especially in village setting areas
