Never Again Rwanda (NAR) is a peacebuilding and social justice Non-Governmental organization, which was founded in 2002, in response to the 1994 genocide against the Tutsi. The founders started with an idea of creating a safe space for the youth and university students to open up about their trauma and past pain, in order to promote healing of the then-fractured society, an idea that later grew into an organization. We are committed to Empowering opportunities with active to become  citizens

Peacebuilding is one of the core pillars at Never Again Rwanda. Under this program, NAR works with youth and adults under various programs and projects, in a bid to jointly work towards sustainable peace and prevention of future violence. This is done by providing platforms and safe spaces for citizens and especially youth to discuss root causes of conflict and how to overcome them in their respective communities.

Job purpose

The purpose of this job is to provide strategic leadership within the Peacebuilding team. The post holder will:

  •  Provide technical expertise, policy and program advise on peacebuilding projects/activities
  •   Ensure quality and coherent policy and program delivery, as well as in alignment with the organization’s Strategic Plan
  •   Ensure coordination between NAR and the wider peacebuilding actors in Rwanda

Duties and responsibilities

Provide technical expertise, policy and program advise on peacebuilding projects/activities

  •   Provide specialized and/or high-profile expertise on policy advisory and programming on peacebuilding
  •   Lead and supervise the implementation of projects/activities under the peacebuilding team
  •   Supervise the drafting of concept notes, work plans and proposals
  •      Develop and/or guide the development of policy papers and presentations on insights emerging from the work on peacebuilding

Ensure quality and coherent policy and program delivery, as well as in alignment with the organization’s Strategic Plan

  •  Support strategic evolution of specific project strands ensuring these remain focused to the objectives and NAR strategic plan
  •   Support the activities and analysis of Monitoring and Evaluation data
  •  Support the drafting of timely quality program reports in line with NAR and donor requirements
  •  Ensure all activities are informed by the principles of conflict sensitivity, conflict analysis, peacebuilding processes.
  •  Take a lead in identifying, mobilizing and managing external technical assistance in conflict sensitivity, conflict analysis, peacebuilding processes (including possible partnership)

Ensure coordination between NAR and the wider peacebuilding actors in Rwanda

  •  Support implementation of specific activities where dedicated additional peacebuilding expertise is identified as needed in coordination with program manager (additional to training, e.g. facilitation of events);
  •  Closely collaborate with the research team on studies whose agenda is linked to concept of peacebuilding
  •  Co-design and implement joint programming strategies with selected partner organizations
  •   Represent and ensure coordination of NAR to the wider peacebuilding actors in Rwanda.
  •   Support communication, events, M&E and knowledge management efforts
  •  Undertake any other tasks as requested by the Program’s Director.

Qualifications

Candidates with relevant experience and qualifications, including an advanced degree, and fluency in English, are invited to apply.

Education

  Master’s degree or PhD in peace and conflict studies, Peacebuilding, Psychology, Psychiatry, or other related fields

Experiences

  • Significant professional experience in peacebuilding or development programming through a ‘peacebuilding lens’
  •  Possess a minimum of 6 years of experience in program management (design, implementation and evaluation)
  •  Developed ability to conduct action-oriented research and related policy guidance

Competencies

  •   Deep knowledge of peacebuilding concepts and methods
  •   Proven understanding of Non-Governmental Organizations and civil society development.
  •   Knowledge of facilitation methods and experience in practicing facilitation in multi-stakeholder environments
  •  Must demonstrate track record in working independently and as part of the team.
  •  Have the ability to maintain positive relationship with organization partners and meet deadlines.
  •  Have the capacity to work under pressure and tight deadlines.
  •  Fluent in English and Kinyarwanda (oral and written)
  •   Knowledge of French is desired

Job Purpose

The post holder is responsible for the efficient management of Never Again Rwanda projects. The post holder will support at a strategic level the management of a portfolio of projects in the country program, supervise project managers and oversee the effective application of appropriate management systems to project implementation. S/he will ensure that NAR’s contribution to peacebuilding and governance  in Rwanda is maximised, on one hand taking responsibility for sound project management and on the other build strong partnership with local organisations, manage relationships with local authorities, communities or other groups of interest and contribute to fund raising. The post holder will also have a key role in external representation, legal compliance, grant management, program coordination and team leadership.

Duties and Responsibilities

This post focuses on three key elements:

  •  Support supervise the implementation, planning, monitoring and reporting of all current activities in Rwanda and support the consolidation of Never Again Rwanda program;
  •  Support the effective application of internal systems, staffing and procedures to projects implementation;
  •  Contribute to the wider organisational goals and objectives.

 

1.    Support and supervise the implementation, planning, monitoring and reporting of all current activities and support the consolidation of NAR’s program.

 

  •  Contribute proactively the timely implementation and strategic development of all aspects of NAR’s work and ensuring maximal impacts of NAR projects in Rwanda.
  • Support to provide clear and relevant communications on program activities and progress within NAR’s and with donors
  •  Develop and nurture excellent working relationships critical to ensuring the impact and success of these initiatives: with partners in key districts; with relevant government authorities and civil society.
  •  Closely monitor expenditure for relevant activities; ensuring compliance with NAR, donor and government regulations, and identifying periodic budget adjustments that may be required in close consultation with NAR’s Finance and Operations team and Executive Director.
  • upport Project Managers to draft and implement annual work plans for current and eventual new projects.
  • Support and supervise project managers to ensure effective financial management of projects, including budgeting, forecasting of expenditures, monitoring of expenditures, financial reporting and auditing;
  •  Support team leaders, project officers and the M&E to ensure effective monitoring and evaluation is implemented across the organization programs and oversee continual improvement in assessment and communication of impact;
  •  Support the documentation and dissemination of new methodologies and best practice emanating from NAR’s work;
  •   Maintain relations with strategic and implementing partners, ensuring partnerships are well-founded, well-managed and effective and that the partnership is mutually reinforcing, and is defined in a partnership agreement where appropriate;
  •  Coordinate the periodic reports ( including both quantitative and qualitative analysis) for partners;
  • Work with the management team to ensure a productive management of program staff and material resources for the organization.
  •   Participate in the review, editing, and development of program materials;

2.    Support the effective application of internal systems, staffing and procedures across all projects

  •  In coordination with the Finance & Operations team, oversee effective application of management systems to ensure that project implementation complies with admin and financial policies;
  • Ensure that current and emerging staffing needs are met, by mentoring and motivating staff, and through active performance management, promoting effective cohesion and team identity across its various projects;

3.    Contribute to  wider organisational goals and objectives

  •  Proactively participate in and contribute to NAR activities and events including regional and international Meetings;
  • Support research and advocacy initiatives of NAR;
  • Contribute to team-wide communications and knowledge management, and participate in organisation-wide events and discussions on related topics/projects

Travel requirements

The job is based in Kigali; however the post holder should expect to spend up to 20% of the time in the field where NAR’s activities are implemented; as well as travelling occasionally within the region and beyond.

Qualifications

  •  Possess a minimum of 6 years of Experience in program management with proven experience in design, implementation and evaluation.
  •  Proven understanding of Non-Governmental Organizations and civil society development.
  •  Must demonstrate track record in working independently and as part of the team.
  •   Have the ability to maintain positive relationship with organization partners and meet deadlines.
  •   Have the capacity to work under pressure and tight deadlines.
  •   Possess a Master’s degree or PhD in Project Management, Governance, Public Policy analysis, Peacebuilding or any other related domains in social science.
  •  Proven ability to clearly and concisely express ideas and concepts in written English and oral form.
