Rwanda Health, Safety and Welfare (HSW) Officer AT Bridge To Prosperity : ( Deadline : 16 October 2019 )

 

 

Bridges to Prosperity (B2P) is an international non-governmental organization that specializes in the design and construction of pedestrian footbridges. B2P partners with municipalities and rural communities where impassable rivers make it dangerous or impossible to reach schools, clinics, markets, and jobs and work with local communities to create access by building footbridges over impassable rivers.

 

At Bridges to Prosperity we believe that everyone involved with our organization has the right to go home healthy and safe at the end of every day. That is the reason why we are on the hunt for a responsible Health, Safety and Welfare (HSW) Officer who will be supporting the HSW Manager in effective and efficient implementation of B2P’s H&S policies and protocols at all sites.

 

 

Responsibilities

 

Understand and enforce Bridges to Prosperity’s Health and Safety Policy
Arrange and control necessary safety equipment
Plan and carry out internal HSE audits
Proactive guidance, assistance, coaching and mentoring, and monitoring of HSE at work sites
Advise and lead employees on various safety-related topics
Adhere to all the rules and regulations
Conduct risk assessments
Enforce preventative measures
Inspect the sites and the work of personnel to identify issues or non-conformity
Together with HSW Manager investigate incidents to determine causes and handle worker’s compensation claims
Liaise with relevant authorities
Manage and coordinate trainings related to Health and Safety for employees
Construction Responsibilities
Ensure construction teams follow Bridges to Prosperity’s construction safety protocols. This includes job hazard analysis, safe working methods and emergency incident response
Work with relevant managers and employees to create a safe working environment for staff and community members during the bridge construction process. This process includes site establishment, material delivery, construction, and site closing

Conduct trainings with staff members and non-skilled labor on construction sites

 

 

 

Qualifications

 

Relevant Bachelor degree
2+ years’ experience in Health, Safety, Environmental (HSE) management ideally in the construction industry
Professional HSE qualifications in addition to a degree are desired such as; working at heights, excavation safety, incident reporting and investigation, organizational HSE
Ability to identify, analyze and solve complex problems with minimal guidance
Creative, energetic and self-motivated
Presentation/public speaking skills
Strong understanding of Rwandan HSE legislation and international standards
Fluency in Kinyarwanda and good written and spoken English is required
Computer literacy with proficiency in Microsoft Office products and other software

 

Location

 

HSW Officer will mainly be working at sites in different rural areas of Rwanda. Whilst in the field, the Rwanda HSW Officer is expected to live modestly in local accommodation and use local transportation to get around.

Procurement and Logistics Coordinator AT Bridge To Prosperity : ( Deadline : 16 October 2019 )

 

 

Bridges to Prosperity (B2P) is an international non-governmental organization that specializes in the design and construction of pedestrian footbridges. We are seeking a motivated, dynamic and highly capable Procurement and Logistics Coordinator (PLC) to support our Rwanda Program.

 

As the Rwanda PLC, you will be responsible for leading the procurement of materials and tools and ensuring their timely delivery to site for projects in rural communities throughout the country. In close coordination with Bridges to Prosperity’s build teams, the PLC interfaces with local suppliers, transportation providers, and other stakeholders to ensure the success of each project.

 

The ideal candidate will have an undergraduate degree or diploma in procurement or a related field such as construction management. The candidate will also require professional experience in supply chain management, procurement and logistics in order to support construction teams in the completion of projects safely, on-time, on-budget and to specification. To achieve this, the successful candidate needs be a team-player but with the ability to work independently and in remote locations when required. The candidate must be fluent in Kinyarwanda and English

 

 

Procurement Coordination

 

Work with B2P staff to generate purchase orders for construction materials
Liaise with existing and identify new regional and national suppliers for construction materials
Secure best prices through developing relationships and utilizing bulk purchasing
Ensure that all materials procured meet B2P’s quality standards
Ensure that supply chains of suppliers are adequate to meet B2P construction schedules, and if necessary, secure additional suppliers to meet demands
Work with B2P construction teams to track materials delivered and used in each project
Assist B2P District and Community Coordinator in preparation of procurement documentation for submission to districts for reimbursements

 

 

 

Responsibilities

 

Logistics Coordination
Contract with local logistics and trucking companies
Ensure timely and safe delivery of materials and equipment to each project site
Oversee the transportation of B2P assets from site to site
Coordinate maintenance and upkeep of B2P vehicles
Utilize B2P inventory system and ensure B2P warehouse is well maintained

 

Qualifications

Minimum Requirements:

 

 

Undergraduate degree in procurement or related field (e.g. Construction Management)
3 years’ experience in procurement and logistics management
Experience in supply chain management
Experience managing relationships with suppliers or transportation providers
Fluency in Kinyarwanda and English
Proficiency in Microsoft Office products and other software
Driver’s License and experience driving on rural roads

 

Location

 

The Procurement and Logistics Coordinator works with the local people involved in bridge projects to mutually promote community harmony. The Procurement and Logistics Coordinator splits time between field management and Kigali-based logistical and administrative tasks. Whilst in the field, the Procurement and Logistics Coordinator is expected to live modestly in local accommodation and use local transportation to get around.
