FINANCIAL MANAGEMENT SPECIALIST (FMS) (1)- Rwanda Digital Acceleration Project (RDAP)

1. Background Information

3.      Purpose of the Job

The Government of Rwanda (GoR) has received funding from the World Bank (WB) and the Asian Infrastructure Investment Bank (AIIB) under a 5-year Digital Acceleration Project – RDPA (henceforth referred to as ‘the project’) to accelerate country-wide digital transformation, as well as facilitate Rwanda’s integration in the emerging regional digital market.

 The project will expand digital adoption, bringing more Rwandans online by addressing the major barriers that dampen demand for digital services and spearheading a series of interventions that promote digital inclusion.

The Project is implemented by Rwanda Information Society Authority (RISA) and the Development Bank of Rwanda Plc (BRD). BRD is responsible for leading the implementation of a sub-set of project activities related to the establishment and administration of a smart device affordability and access program, as well as an early-stage financing scheme for digital start-ups.

In the framework of this project, BRD seeks to hire a high-performing and qualified Financial Management Specialist (FMS) to support the successful and effective delivery of key project activities.

The FMS is expected to possess strong technical expertise in financial management as well as excellent project management skills, communication, and stakeholder engagement skills, preferably with a track record of managing large and complex donor-funded projects and a knowledge of the digital sector.

The position holder needs to have passion, strong work ethic, demonstrate integrity and excellent working relationship with all the project stakeholders. The job also requires having sufficient understanding of each facet of business operations and information systems to be able to make meaningful analysis and recommendations, which add value to the project development objectives.

4.      Main Responsibilities of the Job

  • Facilitate the financial assessment to be carried out by the development partner, and support PIU coordinator and WB in the identification of related fiduciary risks
  • Prepare overarching and annual project budget according to the planned activities as well as the cash flow plans
  • Establish a sound financial and internal control system and procedures for the projects and ensure that they are adhered to, in line with the GoR Regulations and Donor Procedures
  • Ensure that payments are made and recorded in timely manner and in accordance with the approved budget/planned activities, and complies with Financial Management   Manuals, the   Financing   Agreements   and   other   established   accounting procedures and operational guidelines
  • Ensure that all payment vouchers are adequately supported with appropriate source documentation, duly authorized for payment and properly filed to facilitate easy retrieval and referencing
  • Maintain the WB financed project books of account
  • Prepare periodical financial statements (monthly, quarterly and annual), as well as any other financial status reports required by stakeholders, in accordance with the GoR public finance management policies and regulation, the project financial management procedures and the WB funded project financial regulations
  • Maintain accurate assets register for the project
  • Support FM-related missions conducted by the WB fiduciary colleagues
  • Ensure timely submission of the audit report and related tasks on reporting
  • Prepare disbursement project and withdrawal application via the WB’s Client Connection Portal.
  • Prepare any FM related inputs of project reports
  • Carry out any other assignment from the Line manager or the Management of the Bank.

7.      Professional, academic qualifications and experience

  • Bachelor’s degree in Finance, Accounting, Business Administration, or Management with specialization in Finance and Accounting, with at least 5 years of relevant work experience in finance, accounting; or
  • Master’s degree in Finance, Accounting or Business Administration, Management with specialization in Finance, Accounting, with at least 3 years relevant work experience.
  • Accounting Professional Qualification recognized by IFAC, ICPAR, ACCA, or CPA.

8.      Core competencies

  • Track record of supporting the financial management (FM) of projects of a similar scale and technical nature – familiarity with donor-funded project preferred and WB procurement processes and guidelines considered an asset
  • Demonstrated expertise in the management of finance in the public and/or private sector – financial management of ICT-related projects considered a distinct advantage
  • Extensive knowledge of different public financial management systems, covering all dimensions of public expenditure management, audit
  • Demonstrated knowledge of concepts, principles and practices with the financial management system of the GoR
  • Proficiency in use of government accounting packages and use of the Government’s Integrated Financial Management System (IFMIS)
  • Familiarity with financial internal control systems
  • Strong financial analytical and evaluative skills
  • Proven capacity to provide technical advice to senior government officials, development partners, and stakeholders in relation to FM matters.
  • Track record of working on investments funds management, involving financial intermediaries, is an added advantage.
  • Ability to determine and review priorities, plan and meet deadlines, with minimal supervision
  • Team player, with good interpersonal skills, and proven ability to function effectively with multiple counterparts and within a multi-disciplinary team
  • Computer literacy, including in Microsoft Office
  • Strong oral and written communication skills, including report writing
  • Strong problem-solving abilities
  • Fluency in English is essential
  • Should demonstrate a high degree of professionalism, integrity and work ethics

  • The Financial Management Specialist will be stationed at the Development Bank of Rwanda offices in Kigali.

3.      Purpose of the Job

The purpose of the grant officer position is to identify new financing opportunities for the Social and Economic Inclusion of Refugees and Host community Project (SEIRHCP)or Jya Mbere project, appraise candidate PFIs, review and recommend PFIs submitted pipeline for financing following a thorough due diligence and finally notify the PFIs/clients of the bank’s decision.

The grant officer will ensure that all due diligence/appraisal conducted is in line with Jya Mbere project documents including the matching grant manual, the project implementation manual (PIM), BRD`s investment policy as well as guidance provided by BRD management, the project steering committee, and the World bank.

The grant officer will build and maintain good working relationship and communication with the project beneficiaries and PFIs.

The position holder needs to have passion, strong work ethic, demonstrate integrity and excellent working relationship with all the project stakeholders. The job also requires having sufficient understanding of each facet of business operations and information systems to be able to make meaningful analysis and recommendations, which add value to the project development objectives.

4.      Main Responsibilities of the Job

  • Duties and responsibilities:
  • Identification and assessment of PFIs that are interested to work with the Bank.
  • Build and maintain relationship with PFIs interested to work with the Bank.
  • Collect the required PFIs’ data and information to enable the analysis of the PFI’s proposal submitted to the bank.
  • Prepare and present the appraisal reports to the project manager/coordinator for review and submission to the relevant approving organs as per the project implementation manual.
  • Prepare loans/grant notification letters to the approved PFIs, and rejection letters for rejected PFIs on timely basis.
  • Prepare periodic reports related to PFIs appraised as per the project implementation Manual.
  • Provide advice and guidance to the PFIs on their proposals.
  • Provide guidance, information and assistance to the PFIs on the grant mechanisms and project objectives.
  • Support in the outreach to relevant stakeholders, including private sector interests and the district authorities, including the Business Development and Employment Units in the target districts.
  • Ensure teamwork, enhance communication and timely exchange of information.
  • Carefully analyze data and produce clear and objective reports.
  • Participate on the elaboration of the project budget.
  • Adhere to project guidelines.
  • Regularly monitor grants for compliance.
  • Carry out any other assignment from the Line manager or the Management of the Bank.

7.      Professional, academic qualifications and experience

  • Education: A degree in finance, management, accounting, economics or related discipline is required. Part or full relevant qualification (CPA, ACCA, CIMA, etc) is an added advantage.
  • A minimum of three (3) years’ experience in similar position

8.      Core competencies

  • Minimum of 4 years of work experience in project finance, investment and grant or credit analysis
  • Up to date with legal, compliance and market risk related issues according to the PIM
  • Strong financial, grant, credit and monitoring skills
  • A thorough understanding of the entire lending process
  • Business development and client relationship skills
  • Interpersonal skills and ability to communicate clearly across all lines of business
  • Relevant computer skills.
  •  Proven personal integrity and work ethics

9. Duty Station
