The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).
The Special Initiative Training and Job Creation (SIAB) aims to improve the conditions for sustainable economic and employment growth in Rwanda and to promote investment. The Special Initiative together with the Rwandan partners facilitates interventions in the following fields of action: “The conditions for investments of European or international enterprises in Rwanda are improved; the capacities of Rwandan SMEs in selected sectors/clusters for sustainable, employment-generating growth are improved; the business ecosystem of selected sectors/clusters is improved”. The project provides advisory services and facilitates access to funding schemes and instruments for the development and implementation of business projects.
In order to provide professional services, the project Special Initiative Training and Employment (SIAB) is searching for one candidate for the position of Administrative and Finance Professional. The position will be based in Kigali.
A.Responsibilities
The Administrative and Finance Professional is responsible for:
Providing administrative and financial services to the project
Preparing contracts for the procurement of goods and services; ensure the quality of documentation
Meeting the administrative needs of the office independently, with a minimum of supervision
Making sure administrative processes in the project meet the requirements according to GIZ rules and regulations; Ensuring that financial and administrative regulations are complied with
Ensuring that project procedures comply with GIZ financial and administrative regulations and specific procedures of SIAB
Ensuring documentation of administrative and financial procedures
B.Tasks
The administrative Professional performs the following tasks:
Finance and Administration
Assisting in preparation of the project budget planning
Monitoring expenses in accordance with the budget
Managing and monitoring of the monthly accounting and financial plans
Responsible for financial management, such as cash withdrawals, keeping the cashbook, bank accounts, preparing and entering vouchers
Checking of all invoices
Collecting and preparing vouchers that eligible for reimbursement by the client
Prepares all contracts for goods and services; requests for contracts and country office and GIZ HQ;
Reporting all problems with financial administration and compliance without delay
In charge of inventory of the program
General administrative tasks in the project
C.Required qualifications, competences and experience
Qualifications and professional experience
Bachelor’s degree in accounting, management, finance or business administration
At least 4 years’ professional experience in a comparable position, ideally within the area of technical cooperation and/or with an international development partner
Other knowledge, additional competences
Finely tuned organizational skills and ability to work on one’s own initiative, in project management
Able to work under little supervision but at the same time being a real team player
Persistent and focused on the tasks, but at the same time creative and open-minded
Excellent communication skills
Very good working knowledge of ICT and computer applications (e.g. MS Office); good knowledge of excel and powerpoint will be an asset
Excellent knowledge of English, orally and written; fluency in French will be an asset
Willingness to upskill as required by the tasks to be performed

Vacancy for a Junior project management officer

GIZ International Services is part of the Hanga Ahazaza project funded by the Mastercard Foundation. GIZ Hanga Ahazaza is implementing several activities on capacity development to key institutions (Tourism Chamber, Rwanda Development Board and Workforce Development Agency), on global and regional recognition of occupations in Hospitality and Tourism (H&T) in Rwanda. The activities also include the update of curricula and related certificates to be delivered through Integrated Polytechnic Regional Centres (IPRC) in alignment with the three pillars of the project: youth skills and capacity development; industry and institutional capacity development, as well as to support the growth and development of industry SMEs.
A Responsibilities of the Junior project management officer for the GIZ Hanga Ahazaza project:
As Junior Project Management Officer you will be responsible for supporting the team in the planning and monitoring of activities under the supervision of the Team Leader.
You will moreover be responsible for the following technical activities:
- Manage and coordinate the operational plans of the different key activities, analyze the plans, identify risks and gaps between the forecasted activities and the progress evaluated.
- Support the team in updating the planning tools.
- Support the team to find a solution in case of gaps between the plan and the reality and evaluate the impact and the risks of the different solutions proposed.
- Monitoring and evaluation of the achievements of the project indicators; Collect all the information needed and update the information database of the project and calculate the indicators of the projects.
- Guide liaise and support consultants working on the follow-up studies activities, part of the monitoring and evaluation plan.
- Support the team in the reporting process to the Master card foundation.
- Support and execution of any other tasks assigned to by the management
B. Qualifications and Professional experience
- At least Bachelors’s degree level in economics, private sector development, Project management or related fields.
- Proven command of English. Good knowledge of French is preferred.
- At least 3 years’ professional experience in administration, project management implementation or project monitoring and evaluation.
- Strong communication and team-building skills.
- Experience in working with the private sector and government partners in African countries, experiences in Rwanda would be an asset.
C. Other knowledge, additional competences
