ROLE PURPOSE
Plan International Rwanda has secured an emergency funding from the START Network to support Kirehe District in strengthening its Disaster Preparedness while tackling the floods crisis in the District. The project is entitled “Reducing the impact of Flood in Kirehe district of Rwanda” and will be implemented within 45 days from 25th October 2019.
As per the recent updates and forecast, there are gaps within Shelter, NFI, WASH sectors, as well as DRR awareness responses that are being implemented by the Government of Rwanda. Plan International Rwanda has consulted the line departments and discussed the potential impact of potential flooding on various HHs in Kihene. This project will complement and contribute to on-going interventions led by the District Government. Plan International Rwanda will be responding to identified needs through shelter and NFI and WASH interventions, as well as DRR activities.
This project aims at supporting target communities to be able to prepare for the worst situation and to know how to react and mitigate similar loss as previous years when the rains where not predicted as heavy as this year (2019). The success of the project is to minimise the loss and damage based on the forecast released by the government. The community will also benefit through different coordinated efforts. Their houses and crops won’t be affected due to water channel deviation planned actions. In addition, the community will be more aware on how to prevent such disaster and what to do in case it strikes in future following planned awareness raising actions.
This project is line with Plan International Country Strategy 2020-2024 and interventions are under Disaster Risk Management component.
The project intends to reach an estimate of 84,000 most vulnerable disaster-prone beneficiaries especially women and children in Kihene district (Nasho, Kirehe, Mushikiri, Nyamugari, Kigarama, Kigina, Musaza sectors).
Dimensions of the Role
The post holder reports directly to the Project Manager. S/he is responsible of overall implementation of the project activities within workplace, collaborates with local authorities and Governance structures at field level and other Plan staff, and reports regularly the project progress to his/her supervisor. This position will be a fixed term contract of 45 days.
Accountabilities
Typical Responsibilities – Key End Results of Position:
Implement the overall project activities which include but not limited to:
Participation in project-related budget preparation;
Participation in project review workshops;
Ensures that project administrative processes are carried out in conformity with the agreed standards and policies, to ensure alignment to the project objective;
Facilitate information sharing and coordinate activities among project stakeholders at field level;
Prepare project reports in line with agreed budgets and activities;
Responsible for the field verification of project budget expenditures to ensure that project funds are spent as planned;
Act as the focal point person for the project within the assigned sector(s);
Support project implementation in the camp to be in conformity with WFP and Plan’s standards and policies;
Facilitate community dialogue sessions and manage community sensitization campaigns;
Work collaboratively with stakeholders, MINEMA, Police, district officials and other partners in the sector.
Supervise casual workers;
Assist in the implementation, monitoring and evaluation of the project;
Facilitate different trainings of beneficiaries;
Document lessons learnt, success stories and/or challenges about the project;
Ensure services are gender-sensitive and child/youth-friendly.
Key deliverables and indicators for success
• Progress reports (financial and technical) in accordance with donor/grants reporting requirements submitted in time;
• Regular participation in coordination meetings at District level;
• Regular field visits to support the teams;
Methodology/approach of work
• Induction to Plan International Rwanda’s programs, policies, and procedures, to different support departments, but specifically to the Emergency Response projects, the emergency response staff structure, emergency procedures etc.
• Desk review: a comprehensive desk review of existing resources provided by Plan International will be conducted as part of the induction process.
• Working in collaboration with District Official and local leaders.

Dealing with Problems
• The Project Manager manages complex relationships between different actors and stakeholders. Poor coordination between partners, District officials and staff, community members, and local authorities may lead to the failure of the project, impacting the quality of services delivered to vulnerable people, as well as Plan’s reputation. Therefore, the Project Manager must demonstrate the ability to solve problems, think strategically and communicate with key actors in a dynamic and unpredictable operating environment

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. Experience
• Bachelor’s degree or equivalent in Social Work, Agriculture, Psychology, Project Management or related fields.
• Minimum of 1 year of relevant working experience in similar projects/domains.
• Experience working directly with people at risk.
• Working experience in a similar role in bilateral organizations or INGOs.
• Proven experience in managing a large group and team building.
Skills
• Good facilitation, communication, interpersonal, analytical, and negotiation;
• Good capacity of strategic thinking, networking and making sound judgment and recommendations;

S/he manages a budget of approximately 100,000 EUR for a period of 45 days. S/he may manage partners and other incentive workers as necessary.
Accountabilities

In collaboration with the Disaster Risk Management and Resilience Program Manager, s/he will:
Directly line manage and supervise two staff, namely 2 Project Officers;
Oversee the proper and timely completion of the “Reducing the impact of Flood in Kirehe district of Rwanda” project activities before the end of the grant in line with the budget and work plan;
Contribute to the project planning and design for activities, including contributing to the budget, project description and work plan, and supervising the development of POs in SAP;
Supervise and ensure that the Project Officers develop action plans aligned with spending plans for each result;
Oversee the implementation and expenditures of the project by working closely with the grants accountant;
Ensure the review of monitoring and data management by the M&E personnel and the review of progress and final reports to donors to ensure program quality and achievement of targets, results and objectives;
Provide organizational support to the teams in the District and monitor implementation of activities by undertaking regular field visits and on-the-job training;
Attend and participate in sectorial coordination mechanisms with other implementing partners at District level, including participation in JADF meetings;
Ensure services are gender-sensitive and child/youth-friendly.
