Job Description
Fiduciary Management of day
– to
– day SPIU operations
•Verify and sign on payments under SPIU;
•Supervise provision of all required information on the programs/ projects to facilitate internal and external audits of the programs/ projects;
•Supervise management and preservation of all records of the program and project in line with the program/ project requirements;
•Supervise work with the Procurement/ Finance Unit to ensure proper storage of procurement & financial records in line with the program/ project requirements.
Project Design, Development and Management
•Consult with the Departments/ Units at REB to identify key priorities for funding by the programs/ projects;
•Takes lead in the preparation of draft programs/ project proposals under SPIU for review by MINECOFIN and the concerned development partner;
•Supervises preparation of quarterly/annual plans and related budgets for programs/ projects to be reviewed and approved by program/ project steering committees.
Project Monitoring and Evaluation and Reporting
•Supervises compliance of implemented activities with the Program/ Project requirements;
•Supervises preparation of reports (activity and financial) based on guidelines and requirements of MINECOFIN and concerned development partner. Co
– manages mid
– term reviews and end of project reviews conducted by the development partners.
Stakeholder Engagement
•Attends all stipulated meetings articulated in the concerned credit/grant agreements of development partners;
•Hosts all the concerned appraisal/ supervision missions of the development partners;
•Builds and strengthen partnerships with stakeholders in government and development partners as well as service
Job Profile
•At least a Master’s Degree in either Education, Project Management, Economics, Business Administration, Public Administration, Development Studies, Social Sciences, Administrative Sciences, Accounting, Finance or Management with at least ten (10) years relevant working experience or with a Bachelor’s Degree in any of the aforementioned domains with at least twelve (12) years relevant working experience.
•A globally recognized professional certificate in Project Management
(e.g. PMP, PRINCE 2, etc.)
•Demonstrated experience in development and management of government or development partner funded programs/projects
•Demonstrable working knowledge of fiduciary operations in program/ project management (Financial Management; and Procurement)
•Quantitative and analytic skills with good working knowledge in Microsoft programs (Excel, Word, PowerPoint),
•Staff supervisory experience and demonstrated organizational skills
•Have very good communication skills (written and oral) in English and Kinyarwanda. Good knowledge of French will be an added asset;
•Have planning and organization skills and good ability in working productively in a team environment of diverse backgrounds;
•Ability to manage priorities and be detail
– oriented within a dynamic, fast
– paced environment
•Work in a team environment to determine and/or review ideas to find solutions to problems,
•Ability to work independently with limited or no supervision while maintaining a high level of efficiency
ACCOUNTANT AT RWANDA EDUCATION BOARD : ( Deadline : 14 November 2019 )
Job Description
The project accountant shall deliver on the following duties and responsibilities:
a.Receive all invoices and requests for payment
b.Verify the supporting documents prior to the preparation of payments
c.Prepare payments within reasonable time
d.Record accounting transactions in accordance with accounting standards and principles
e.Implement risk management strategies, by protecting accounting records from unauthorized access and inadvertent loss of information
f.Prepare withdraw applications as required by the funder.
g.Have an invoice register for all REB
h.Put in place a proper filing system
i.Ensure regular filing of accounting documents.
j.Assistance with preparation of annual Financial Statement and audit activities
k.Manage the reporting of financial information from all Project implementers
l.Participate in reviewing financial operations at the project level to ensure compliance with REB /REB
– SPIU guidelines on budgeting and implementation of projects
m.Assist in the development of budgeting, accounting, and payments progress reporting
n.Verify and reconcile actions for all expenditures and receipts
o.Prepare bank accounts reconciliation
p.Calculate VAT and taxes for service providers as well as declaring them and paying on time
q.Fill in the RRA format for PAYE, VAT and withholding taxes on time
r.File RSSB contributions, PAYE, VAT, and withholding taxes declared on time
s.To prepare employees monthly payroll and ensure that staff are paid on time
t.Ensure that an up to date employees’ file and database is maintained.
u.Elaborate periodic inventory of fixed and non
– fixed assets to the competent authority on a regular basis
v.Monitor the delivery of material or equipment ordered
w.Keep the asset registers of all projects in REB
– SPIU and update them regularly
x.Ensure maintenance of fixed and non
– fixed assets as well as their insurance
y.Ensure that REB
– SPIU fixed and non
– fixed assets are insured
z.Any other responsibility assigned by his/her Supervisor
Job Profile
The minimum qualification and experience required for the project accountant are as follows:
?Bachelor’s degree with specialization in Accounting or Finance with 6 Years of relevant experience in the field of accounting;
?Having Professional Qualifications like ACCA or CPA with 2 Years of relevant experience in the field of finance and accounting;
?Broad expertise in the management of finance in the public and/or private sector and use of the Government’s Integrated Financial Management System (IFMIS);
?Knowledge of concepts, principles and practices with the financial management system of the Government of Rwanda;
?Strong communication skills and persuasiveness in presenting, negotiating and resolving highly complex issues, both orally and in writing;
? Familiarity with financial internal control systems;
?Extensive knowledge of different public financial management systems covering all dimensions of public expenditure management, audit, ICT use in the public sector;
?Computer literacy including accounting and Microsoft packages;
?Strong interpersonal skills and orientation as a team member;
