CIVIL REGISTRATION AND VITAL STATISTICS Specialist(contract) at MINISTRY OF LOCAL GOVERNMENT: (Deadline 4 December 2020)
Job Description
• Assist in development (technical input) and update of project work
– plan and budget
• Coordinate interventions and activities related to the CRVS component in the SSPP based on the approved work plan and budget, ensuring that all activities are carried out according to the specified timeline and within the allocated budget.
• In collaboration with NIDA and the CRVS project team, develop an action plan to operationalize priority areas related to birth registration and certification.
• Monitor the execution of approved activities, performance of indicators and their outcomes
• Carry out routine supervision visits as required
• Prepare quarterly on the progress reports on the implementation of all CRVS activities
• Respond to all project management related issues (such as: technical queries, gaps, feedbacks and challenges) in consultation with NIDA and MINALOC
• Appraise the DG: NIDA of issues which require timely intervention
• Collaborate and liaise with the key stakeholders in project implementation. NIDA, MINALOC and SPIU
• Participate in meetings pertaining to the project, including technical support during World Bank missions.
• Assist in organizing, facilitating and delivering training to identified stakeholders and implementers
• Keep an updated registry of all assets purchased under the project, making it accessible for internal and external audits
• Liaise with the procurement team in the PIU in procuring goods and services, inspecting and certifying delivered goods and services
• Prepare and follow
– up on request for utilization of funds
• Liaise with LODA, RBC, MINISANTE, the NECDP and other agencies as needed, to strengthen CRVS activities to support the achievement of the Program development objectives
• Perform any other relevant duties as delegated or required by NIDA and MINALOC
Job Profile
III. • Masters in Law, Population studies, Demographic studies with 3 years relevant working experience OR Bachelor degree in Law, Population and Demographic Studies with 5 years of relevant working experience
• Experience in project management or coordination and good understanding of internationally financed development programs or World Bank guidelines and procedures
• Strong understanding of Rwanda’s policy framework related to Civil Registration and Vital Statistics
• Strong experience in monitoring and evaluation, including managing independent reviews and evaluations
• Good knowledge of Rwanda’s decentralized governance framework Rwanda;
• Strong planning and budgeting skills
• Experience of developing and delivering training to Government officers;
• IT literate, excellent skills in Excel and Word
• Excellent communication and presentation skills
• Strongly results oriented and able to manage a complex and multi
– faceted workload
• Fluency in Kinyarwanda and English are essential, French desirable
• Excellent report writing skills

Job Description
.1. Planning and budgeting
• Assist in identification of financial management priority activities for MINALOC, and in the formulation of strategic plans and budgets consistent with the priorities;
• Assistance with preparation of annual Financial Statement and audit activities ;
• Assist in the development of budgeting, accounting, and payments progress reporting ;
• Prepare withdraw applications as required by the funder;
• Participate in preparation of annual and quarterly work plans;
• Assist the Financial Management Specialist in budget preparation, monitoring and revision;
• Participate in reviewing financial operations at the project level to ensure compliance with MINALOC SPIU guidelines on budgeting and implementation of projects
.2. Accounting
• Records all financial information in the accounting system;
• Maintains all records on file;
• Put in place a proper filing system;
• Ensure regular filing of accounting documents;
• Fill in the RRA format for PAYE, VAT and witholding taxes on time ;
• File RSSB contributions, PAYE, VAT, and withholding taxes declared on time ;
• To prepare employees monthly payroll and ensure that staff are paid on time ;
• Ensure that an up to date employees’ file and database is maintained ;
• Elaborate periodic inventory of fixed and non
– fixed assets to the competent authority on a regular basis ;
• Calculate VAT and taxes for service providers as well as declaring them and paying on time ;
• Record accounting transactions in accordance with accounting standards and principles
Job Profile
•Accounting Professional Qualification recognized by IFAC (eg. ACCA, CPA) or Ao in Business Administration or Commerce with specialization in Accounting, Economics and/or Finance with 7 years of working experience in a financial management role managing a substantial budget. Alternatively, prospective candidates should have a Masters in the same fields mentioned above with at least 5 years working experience in a senior financial management role managing a substantial budget;
