I. JOB SUMMARY 

 The Field Facilitator reports directly to the Project Officer (PO) and is responsible for the implementation of Right To Play project activities and providing support and guidance to the community team in using RTP tools in the project location. He/she is also responsible for monitoring the project for quality of delivery and effectiveness.

 The Field Facilitator provides advice to the partners and community team regarding RTP tools.

II.  RESPONSIBILITIES

In accordance with Right To Play (RTP) approved policies and procedures, the incumbent:

Activity planning and implementation 

  •   Ensures participation of partners, children/young people, and stakeholders in the process of project planning and implementation of the proposed activities.
  • Supports different project stakeholders in developing their activity plans and schedules encourages their initiatives while ensuring alignment with a project proposal, facilitates their activities, and reports to the PO.
  • Organizes and conducts special events activities, play days, and sports tournaments.
  •  In coordination with partners, teachers, and Master Trainers, evaluates events, provides updates of lessons learned and best practices, and reports on progress and challenges as they arise.
  • Manages the logistical arrangements for training workshops and events.
  • Assesses training needs of Master Trainers, teachers, Junior Leaders, teachers, and partners, recommends the suitable intervention, and works with them to develop training schedules.
  •  Organizes and facilitates training workshops conducted by other program staff and participates in the training as required.
  •  Facilitates the training sessions conducted by Master Trainers, evaluates them, and reports to the PO.
  •  Handles equipment management and distribution in the assigned community.
  •  Handles advance payments and manages cash money used for the activity implementation.
  •  Maintains positive working and collaborative relationships with stakeholders of Learning Through Play and Technology ( LTPT) – including focused organizations from the private sector, civil society (NGOs, CSOs, FBOs), and parents and community members.
  •  In coordination with other staff, ensures that issues of gender equality, inclusion, child protection, and safeguarding, accountability, risk, and vulnerability are taken into account including monitoring and reporting about them throughout all LTPT activities
  • Prepares logistical requests including materials, training manuals, and other resources for Learning through Play and Technology (LTPT) activities.
  • In close coordination with the Project Officer and Training Officer supports the training for education officers, teachers, and implementing partners, where applicable.
  •  Collaborates with the Monitoring, Evaluation, and Learning (MEL) team and Project Officer to feed data into the tools for monitoring and evaluation of Learning through Play and Technology (LTPT) programs

Monitoring and reporting

  •  Conducts regular field visits with partners, Master Trainers, and teachers to follow up and provide support as needed.
  • Participates in workshops/training to partners, teachers, and Master Trainers in the quantitative data collection tools and qualitative monitoring tools and ensures accurate and timely submission of quantitative and qualitative data to RTP team.
  •  Provides narrative, qualitative, and quantitative monitoring information/data to support monthly, quarterly and annual reports to update the Country and Regional Office on project progress.
  • Submits financial reports related to activity implementation.
  • Ensures partners and teachers are in compliance with Child Safeguarding Policy. Regularly updates program stakeholder lists to enable PO and MEL counterparts keep abreast with the situation in the context in terms of reach
  •   In liaison with the PO, supports the coordination of information or data gathering to feedback to the Country Program work and enhance advocacy and program review.
  • Collect data from schools as per the MEL guidance to learning and program progress and adjustment.
  • Supports the dissemination of important program messages through documents and other channels with education stakeholders within RTP program locations
  • Contributes to planning of field activities that involve external stakeholders including awareness raising events for teachers and parents and other community members to ensure that program messages and expectations are communicated and well-reflected in the field.

3.

Establish and maintain partnerships

  • Identifies community needs, participates in the selection of communities and partners to be included in RTP program in the respective Field.
  • Represents RTP in the project location and relevant forums and have regular consultations with local partners, stakeholders, and key beneficiaries in the assigned community.
  •  Maintains a representational image of RTP where ever she/he works to ensure visibility among influential actors at the school, sector, and district levels.

4.

Supervision and guidance.

  • Conducts performance assessment of Master Trainers and teachers and recommends incentives based on the approved incentive criteria.
  • In collaboration and consultation with partners, PO, and the Training Officer implements a Coach Incentive system.
  •  Coordinate and implement COP meetings for teachers and Master trainers to ensure knowledge and experience sharing on Learning through Play with Technology.

IV.    PLANNING AND ORGANIZING

The incumbent is expected to plan his/her own work and to consult with the Project Officer to ensure that the work plan is in line with the approved project work plan. The incumbent is also expected to coordinate the plan with partners.

V.     MINIMUM QUALIFICATIONS (Must have)

(A)    EDUCATION/TRAINING/CERTIFICATION

Bachelor’s degree in Social sciences, Computer Science, Education, or any related discipline.

(B)    EXPERIENCE 

2 years experience working in project implementation and facilitation part of which should have been in leading a team. 

(C)    COMPETENCIES / PERSONAL ATTRIBUTES

  • Ability to confidently represent oneself and Right To Play

  • Excellent communication skills both verbal and written
  • Strong development and team-building skills

(D)    TECHNICAL SKILLS

  • Understanding of adult education principles

  • Understanding of a community-led process
  • Understanding of the concept of sport for development
  • Understanding of child rights and child protection

(E)    LANGUAGES

Excellent spoken and written English and local language(s). French is also required for Francophone countries.

VI. DESIRED QUALIFICATIONS (An Asset)

  • Experience implementing a development program with local populations in both rural and urban settings
  • Experience in training, leading workshops, and teaching
  • Personal sport and activity background with coaching experience
  • Holds a valid driver’s license

VII. JOB CONTRIBUTIONS/IMPACT

 The incumbent is expected to follow established work procedures and methods in dealing with work-related problems.  He/she needs to consult with the PO when dealing with unusual situations/problems.

 The incumbent is expected to implement the project activities within the approved budget.   He/she may receive some advance payments and handle cash payments. 

(C)    INFORMATION MANAGEMENT 

 The incumbent is expected to generate/produce standard reports ensuring that the information in the reports are accurate and correct.  He/she is expected to keep the information and data available in a safe location for the use of the PO, the Program Manager, and other senior managers.

(D)    CONTINUOUS IMPROVEMENT  

 The incumbent is expected to introduce improvements to his/her own work as well as to the work done by Coaches and Coach Trainers using lessons learned from activity implementation.

(E)    RELATIONSHIP MANAGEMENT 

 The incumbent is expected to enhance relationships with partners as well as Coaches, and Coach Trainers. This relationship is critical to the success of the project implementation.

IX. WORKING CONDITIONS

(A)    PHYSICAL ENVIRONMENT AND EFFORT 

 The incumbent is expected to spend most of the time at the field location walking or standing where he/she may be exposed to high physical effort.

(B)    SENSORY DEMANDS

 The incumbent is expected to provide coaching and monitoring and evaluation to Coaches and Coach Trainers as well as generating reports with attention to detail and accuracy. This involves talking, listening as well as seeing.

(C)    MENTAL DEMANDS

 The incumbent is expected to face pressure from deadlines and unexpected situations.

X. ADDITIONAL JOB RELATED CONDITIONS

The incumbent is expected to travel to project locations using an RTP car or motorcycle and in some cases, the incumbent may need to walk between the project’s locations.

Finance Coordinator at Right To Play Rwanda: (Deadline 8 April 2021)

I.  BACKGROUND:

With programming in 18 countries, Right To Play transforms the lives of more than one million children each week, both inside and outside of the classroom. In addition to our work with children, Right To Play advocates with parents, local communities, and governments to advance the fundamental rights of all children.​

Right To Play is headquartered in Toronto, Canada, and has operations in North America, Europe, the Middle East, Africa, and Asia. Our programs are facilitated by more than 550 international staff and 15,800 local volunteer Coaches.

The Africa Regional Office located in Kampala, Uganda, supports 8 country offices including; Burundi, Ethiopia, Ghana, Mali, Mozambique, Rwanda, Uganda and Tanzania.

II.    JOB SUMMARY:

The Finance Coordinator reports directly to the Finance Manager (FM) at CO level and administratively report to Project Officer at Project level. The incumbent is responsible for providing supports to the FM/ FO in financial administration tasks such as data entry, processing transactions, ensuring all transaction supporting documents are complete and properly filed, and reconciling bank accounts entries. In addition, the incumbent supports the HR related functions in the respective country.

III.    PRIMARY RESPONSIBILITIES: 

 Job Responsibility #1: Accounting (70% of Time)

  • Ensures that all documents are complete with the appropriate supporting documents, reviewed and approved before processing for payment.
  • Ensure timely submission of Monthly project expense reports.
  • Filing of vouchers and send the vouchers to Finance at the country office on a monthly basis.
  • Ensures that all payments are made on time.
  • Review bank transactions to ensure all the cheques are processed; files hardcopies and prepare bank reconciliation.
  • Record all financial transactions into the RTP Daily Expenses Log (DEL) or record financial transactions in accounting system (Sage ACCPAC or ERP) at the country level.
  • Support FM and perform monthly balance sheet reconciliations at the country level.
  • Responsible for budget follow-up and the correct use of all the donor codes.

Job Responsibility #2: Financial implementation and management (15% of Time)

  • Provides assistance in preparing year-end accounts in line with regulatory requirements ready for audit.
  • Updating financial elements of RTP risk register.
  • Ensures the Organization complies with the financial requirements of the
  • Assists with preparing budgets for funding application, forecast, and annual budgets of the organization.
  • Supports FM/FO on staff trainings on RTP rules, policies and procedures, and donor requirements.
  • Supports partners and RTP staff on RTP policies, donor compliance matters and ensure timely submission of reports that are accurate and complete.
  • Maintains and tracks cash advances and ensure all amounts are reconciled and liquidated.
  • Support FM in tracking salary advances in coordination with HR.
  • Support Project team in proposal budget preparation and donor financial reporting.

Job Responsibility #3: Cash and Banking (5% of Time):

  • Do regular surprise cash counts from a cashier, where applicable.
  • Perform cash and bank reconciliations whenever applicable.
  • Reviews all petty cash expenditures and replenishment requests when two-thirds of the money is spent.
  • Following the policies in place, process payments to service providers.

Job Responsibility #4: Administration (5% of Time):

  • In coordination with the logistic, perform vehicle or motorcycle mileage analysis wherever applicable.
  • Maintain Fixed asset register and update the register every six months.

Job Responsibility #5: Performs other duties as assigned (5% of Time)

IV.    MINIMUM QUALIFICATIONS (must have):

a.    EDUCATION/TRAINING/CERTIFICATION

  • Bachelor’s degree in Accounting, Finance, Business Administration or related discipline.

b.    EXPERIENCE: 

  • 3 years experience in accounting and knowledge of grant management.

c.    KNOWLEDGE/SKILLS

  • Proficiency in use of Microsoft applications, including Excel and Word
  • Good skill at using financial software applications.
  • Skilled in maintaining documentation.
  • Good written and oral communication skills.
  • Good knowledge of accounting and Human Resources practice, policies, and procedures
  • Good knowledge of accounting and Human Resources practice, policies, and procedures

V.    DESIRED QUALIFICATIONS (Asset to have):

Previous work experience with a l/NGO.
