Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
GGGI is supporting the government of Rwanda towards an inclusive climate resilient green cities and infrastructure development by: strengthening national, sub-national and local green growth planning , financial and institutional frameworks; supporting green project development implementation and increasing green investment flows ;improving multi-directional knowledge sharing between South-South and South-North countries ; and providing technical support to facilitate bilateral & multilateral green growth plans, implementation and investments.
The Finance and Administration Consultant will perform tasks across a range of administrative, financial, and procurement processes ensuring quality across specific project and/or output delivery.
OBJECTIVES OF THE ASSIGNMENT
The role of the consultant is to ensure process integrity in program operation and specific project/output in delivery in the Rwanda program, fully meeting established institutional policies, standards, and donor requirements across budget execution.
Engagement

- Monitor and report on project and workstream activities related to finance to ensure efficiency and consistency with established work plans to support program management.
- Support the monitoring of project budget and track expenditures to ensure that program resources are optimally allocated and utilized.

Delivery

- Execute office budget disbursement and spending following budget execution plans and schedules in line with yearly work programs and budget lines
- Manage office bookkeeping and cash control; manage financing documents according to GGGI standards and rules
- Submission of VAT claims to Rwanda Revenue Authority and follow up on reimbursement
- Preparation of monthly bank reconciliation and VAT reconciliation reports
- Administer procurement plans and manage contract payments in line with yearly work programs, outsourcing plans and budget lines.
- Administer country office HR requisitions and onboarding procedures based on approved headcounts
- Place initial screening and controls on country office spending, procurement requests and contract issuance
- Verify data and provide consistency check on data entry and document from spending and expenses of country office operation
- Support Project Managers for the preparation of the financial reports for the donors
- Support the Country Representative for the preparation of Work Program and Budget for 2023-2024

PERTISE REQUIRED

- A bachelor’s degree in Business administration, Finance, accounting management or related fields
- More than 4 years of experience in financial management and/or project budget management.
- Experience of government and stakeholder systems (donor, multilateral, etc);
- Fluency in English and excellent writing skills are required;
- Knowledge of green growth and climate change issues would be an advantage;
- Experience with the UN system or other international organization is required.
- Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint,)
- Experience in using Enterprise Resource Planning (ERP) is mandatory

- Total contract value will be up to USD 17,600 dependent on candidate’s credential.
