Project Description

The purpose of the recently-awarded Feed the Future Rwanda Kungahara Uhanga Akazi (KUA) Activity is to address the problem of insufficient employment opportunities and limited entrepreneurial success for Rwandans. KUA will facilitate capacity development for Rwandans – particularly women, youth, and persons with disabilities – in key technical and soft skills required to participate in a modern workforce and will catalyze new entry and growth of inclusive enterprises. The program will be based in Rwanda.

Position Description

RTI is hiring a Grants Manager on the Feed the Future Rwanda Kungahara Uhanga Akazi (KUA) Activity. The Grants Manager is responsible for providing day-to-day supervision, guidance, and monitoring of all grant funds and activities. This position will be based in Kigali, Rwanda, and will report to the Finance and Administration Manager.

  • Provide day-to-day supervision, guidance, and monitoring of all grant funds and activities from set-up to closeout.
  • Proactively leads grants management to ensure all documentation is accurate and complete, and all processes are implemented in a timely and efficient manner.
  • Ensure all grants are administered in compliance with USAID policies and procedures, KUA contract requirements, RTI policies, and other regulations.
  • Oversee grants management process & subcontracts for local organizations, including grant proposal tracking, review, and approval process.
  • Ensure timely communication with potential applicants with a customer service-focus;
  • Maintain financial management files for grants and ensure audit trail for all necessary grant documentation.
  • Ensure timely financial disbursements and compliance with grants financial management policies, monitor all grant expenses, and provide regular updates on grant status.
  • Oversee the project grants calendar and ensure that internal and external meetings, debriefs, and conferences are scheduled in advance and are communicated to applicants and grantees.
  • Oversee the procurement of in-kind goods and services to be granted to project beneficiaries, obtaining technical input on specifications, costs and quality. Ensure the timely and documented delivery of any in-kind good or services to beneficiaries.
  • Monitor USAID ADS 303 and make recommendations for changes to the grants manual; keep the grants manual up to date with all current templates
  • Maintain grant trackers for the pipeline and payment projections for grant management and fund disbursements; ensure trackers are update and accurate on a weekly basis.
  • Write sections of USAID performance reports and work plans related to the grants (on a monthly, quarterly, and annual basis).
  • Support internal training programs for project staff by identifying specific needs and preparing training materials
  • Provide technical assistance as required to build capacity of local partners & grantees in grants management.

Desired qualifications, skills and competencies

  • Master’s degree in Accounting, Business Administration, Finance, or related field with 10 to years of experience; or bachelor’s degree with 12 years of experience.
  • At least five years of experience in grants design and administration, management, and distribution of grants.
  • At least three years of experience working with USAID grants under contract with a focus in agriculture or economic growth preferred.
  • Working knowledge of USAID grants management procedures, rules, and regulations.
  • Experience working with technology companies, research organizations, entrepreneurs, venture capital funds, civil society organizations and local communities.
  • Good knowledge of development issues in the program regions.
  • Strong oral/written communication skills in English and ability to communicate effectively at multiple levels internally and externally, with customer-focused support.
  • Strong organizational and interpersonal skills.
  • Solution-oriented and strong leader; able to work without supervision and take initiatives while maintaining a collaborative approach.
  • Strong knowledge of MS Office applications with the ability to develop and implement various grants management tools and resources.
  • Familiarity with automated accounting systems such as QuickBooks preferred.

Position Description

RTI is hiring an HR and Administration Officer on the Feed the Future Rwanda Kungahara Uhanga Akazi Activity. The HR and Administration Officer will be responsible for the administration, coordination and facilitation of HR programs, processes, and operational support services for the activity. They will support day-to-day operations, including logistical arrangements for meetings and workshops, preparing monthly activity plans, and maintaining project files. This position will be based in Kigali, Rwanda, and will report to the Finance and Administration Manager.

 

Responsibilities of the HR and Administration Officer include, but are not limited to:

  • Provide HR operations support to the project including compensation and benefits management, HR information management, performance management, conflict resolution, HR communications, and personnel file compliance.
  • Support employment and recruitment-related activities for national and regional staff.
  • Provide support in developing job descriptions, keeping them updated with evolving requirements, and posting job requisitions.
  • Conduct in-country recruitment for both long-term and short-term positions by drawing on RTI’s database of technical experts and by leveraging recruitment networks.
  • Be part of the Operations Start-Up team to support processing of documentation for onboarding full-time positions, STTA contracts, regulatory filings, etc.
  • Participates in the development and implementation of administrative procedures for the efficient operations of the project.
  • Handle arrangements for meetings and workshops i.e., preparation of training materials, request for workshop supplies, arrangement of travel and lodging accommodation of participants and staff, request for cash advance, as applicable and necessary.
  • Assist the project and staff in organizing official business appointments.
  • Assist in the collection/collation of data or information needed in the preparation of reports, as necessary, including collection and encoding of Attendance Sheets.
  • Establish and maintain an efficient filing system of project documents specific to the project according to the established filing system.
  • Coordinate the timely processing and payment of all staff travel claims, vendor and supplier payments and other transactions with Finance.
  • Maintain a database of all incoming and outgoing communications; handle shipping/ mailing/ delivery of outgoing communications.
  • Receive telephone calls and perform reception duties, as needed, in a professional and courteous manner.
  • Prepare monthly activity plans that detail all activities and necessary resources needed for monthly activities in the field.
  • Other duties as assigned.

Required qualifications, skills and competencies

  • Master’s or bachelor’s degree and 1 year of work experience.
  • At least one (1) year of experience supporting or leading HR and/or administrative work for international donors preferred.
  • Knowledge of local labor law.
  • Attention to detail and accuracy.
  • Strong ability to work independently and across technical and operational teams.
  • Demonstrated team player with effective cross-cultural interpersonal skills.
  • Verbal and written fluency in English
  • Strong organizational, communications, interpersonal, and presentation skills.

Position Description

The Finance and Administration Manager is responsible for managing all financial, administrative, and operational aspects of the project by ensuring compliance with RTI and USAID financial and accounting policies and procedures. They will manage the operations team with oversight of the KUA Activity Partnership Facility, finance, operations, procurement and logistics, human resources (HR), and IT functions. The Finance and Administration Manager will report to the Chief of Party (COP).

Primary responsibilities will include but not be limited to:

  • Provide day-to-day financial and administrative oversight to ensure the Activity meets deadlines for critical financial, administrative, and operational reporting requirements.
  • Oversee finance, grants, human resources, logistics, procurement, administration, and information technology functions, requesting direction from RTI headquarters business partners as needed.
  • In collaboration with the Grants Manager, oversee the administration of the KUA Activity Partnership Facility from the advertisement of the program to the closing out of grants. Takes a proactive leadership role to ensure that all documentation is accurate and complete and that processes are implemented in a timely and efficient manner. Builds capacity of partners as needed to meet operational requirements.
  • Ensure that administrative, financial, and accounting operations are carried out in accordance with USAID rules and regulations and RTI home office policies and procedures.
  • Work closely with COP, technical staff, pertinent RTI home office staff, and appropriate USAID staff when necessary, to ensure project resources are effectively and efficiently budgeted, analyzed, disbursed, monitored, and reported to achieve project objectives and results.
  • Provide training and guidance to COP, technical staff, and accounting team on managing project expenses to annual work plan and contract budgets.
  • Oversee preparation and submission of monthly financial statements (including expenses, receivables, and payables).
  • Ensure timely submission of expense reports, bank reconciliations, and wire transfer requests to corporate headquarters in the US.
  • Prepare monthly, quarterly, and annual expenditures and prepare pipeline estimates for the project.
  • Prepare biweekly cash requirements, monitor cash flow, and reconcile cash accounts to maintain appropriate cash balances.
  • Manage and monitor performance of office petty cash system.
  • Oversee the recruitment of required local human resources, in accordance with approved procedures and budget, and in compliance with Rwandan labor law.

Required Skills and Qualifications:

  • Bachelor’s degree in a relevant field such as business administration, economics, or finance, or a Master’s in the same fields.
  • At least 12 years of related work experience (or 9 with a Master’s) in finance, administration, and project management preferably for international organizations in international settings. Experience with finance and administration for a USAID-funded project of a similar size and complexity preferred.
  • Knowledge of applicable USG rules and regulations, including grants management procedures.
  • Excellent track record of good interpersonal, supervision, leadership, and managerial skills.
  • Working knowledge of accounting and procurement software (particularly QuickBooks) preferred.
  • Excellent oral and written communication skills.
  • Proficiency in English is required.
  • Work experience in Rwanda required.
