Organizational Context

 

On 19 September 2016, the United Nations General Assembly adopted the New York Declaration on Refugees and Migrants, calling for greater burden sharing by the international community to support the world’s largest refugee hosting states. The New York Declaration (NYD) called on UNHCR to develop and initiate the application of the Comprehensive Refugee Response Framework (CRRF) in close coordination with relevant states and in collaboration with relevant UN agencies, applying a multi-stakeholder approach. The objectives of implementing the CRRF are to: (i) ease pressure on host countries, (ii) enhance refugee self-reliance, (iii) expand access to third-country solutions and (iv) support conditions in countries of origin for return in safety and dignity

 

The Government of Rwanda is one of the pilot countries to apply the Comprehensive Refugee Response Framework (CRRF) in 2018.The CRRF in Rwanda builds on the four commitments made by the government of Rwanda at a Leaders Summit on Refugees on 20 September 2016 with 48 Heads of State including 17 from refugee hosting countries.

 

The pledges were: (i) public launch of joint Ministry of Disaster Management and Refugees-UNHCR livelihoods strategy, with a focus on graduating camp-based refugees out of assistance programs and increasing formal access to work opportunities, (ii) to ensure that 100% of refugees are in possession of valid refugee identity cards issues by the Government of the Republic of Rwanda (NIDA), (iii) to ensure that 100% of refugee students in secondary school and 50% in primary schools will be integrated into national education systems, (iv) to ensure that 100% of urban refugees will have the opportunity to buy into national health insurance systems.

 

 

 

 

The UNHCR Rwanda operation is also one of the multi-year multi-partner planning pilot and as such the country has developed a Multi-Year Multi Partner Protection and Solutions Strategy for 2018-2022. This strategy (MYMP) describes UNHCR’s contextual contribution to the CRRF and shape of the Operations programming. The MYMP and CRRF ensure a broader refugee response by engaging a wide array of stakeholders, including: national and local authorities; (ii) international, regional organizations and financial institutions; (iii) civil society partners (including faith-based, academia, media, and private sector); and (iv) refugees and host population. In line with the whole of society approach outlined in the NYD, the MYMP strategy and the CRRF call for building a strong nexus of both a development and humanitarian response to forced displacement.

 

 

Among the most significant humanitarian-development cooperation partnerships strengthened in recent years has been between the World Bank and UNHCR on forced displacement. In the eighteenth replenishment (2017-2019) of the World Bank’s International Development Association (IDA) financing programme for least developed countries, an amount of US$ 2 billion has been included for those states receiving large numbers of refugees. The IDA 18 allocation follows the operationalization of a global concessional financing facility for Middle Income Countries (MICs) affected by large numbers of refugees. In Rwanda for instance the World Bank, in May 2018 embarked on a mission to assess Rwanda’s eligibility to the IDA 18 refugee sub window. In this vein the Bank has lent its support to the government to develop its strategy for refugee inclusion in the context of the CRRF. In addition, UNHCR has enhanced cooperation with the International Labour Organization (ILO), the Organization for Economic Co-operation and Development (OECD), and the United Nations Development Programme (UNDP).

 

 

In the context of the increased focus on the development dimensions of refugee displacement, UNHCR Rwanda is increasing its capacity to effectively engage development actors including government agencies, international financial institutions, bilateral donors and NGOs.

 

Within the context outlined above, the position of the Associate CRR Officer was created to support the roll out of the CRRF in Rwanda. The Associate CRR Officer NOB will be based in Kigali and report to the CRR Officer/Senior Programme Officer. He would work closely with the International Associate CRR Officer (P2) and the CRR Associate (G6). The Associate CRR Officer support the various UNHCR sub and field offices in developing stronger partnerships with the local government and non-government agencies in seeking to strengthen efforts towards refugee inclusion and development in hosting districts. The incumbent would also be expected to contribute to and promote initiatives refugee inclusion in the context of the UN One Delivery in Rwanda.

 

 

 

 

Accountability

 

Support is provided for the roll-out of the CRRF in the operation under area of responsibility (AoR), including various stages of planning, implementation and stocktaking
Active engagement with and provision of guidance to the government and a broad range of other stakeholders is ensured.

 

Existing partnerships are strengthened and new partnerships nurtured in support of the CRRF roll-out at country-level, particularly in hosting districts.
The progress of CRRF roll-out at country-level is reported on, and advice on adapting response, partnership and other strategies provided where necessary.

 

Responsibility

 

Assist in the development of effective relationships with the government particularly at sub-national levels in all refugee hosting districts. Key activities will include being part of planning processes, supporting government in identifying entry points for CRRF programming.
Identify proactively support needs by government offices and other partners and tailor specific guidance, as needed in the various stages of the CRRF roll-out.
In close collaboration with the Senior Development Officer/Senior Programme Officer, and other technical and Protection colleagues, support the local governments in developing models to ensure the integration of basic services within the government systems in the hosting districts.
Assist the Senior Development Officer in monitoring and reporting on CRRF progress and giving updates for the Rwanda operation on the CRRF portal.
Identify and enhance key partnerships needed to support refugee integration and investment in hosting districts.
Support the continuous capacity building and learning of UNHCR staff in understanding and applying the CRRF approach.

 

Authority

 

Represent UNHCR in meetings and fora related to the functions of the position.
Coordinate planning, implementation, reporting and stocktaking activities, as agreed with the manager.
Engage in short- and longer-term partnership development, and nurture engagement of development actors.

 

Minimum Qualification

 

Undergraduate degree (equivalent of a BA/BS) in Social Sciences, Economics, Socio-Economic Development, Development Planning, Rural Development, International Relations and Political Science or other related fields.
Minimum of 3 years of previous job experience relevant to the function (2 years with Graduate degree).
Experience in development of partnerships with a variety of actors – including government and private sector.
Proven experience in planning, implementing, and monitoring programmes and managing multiple projects.
Excellent drafting, presentation and reporting skills, including strong advocacy and negotiation skills in situation involving multiple actors and diverse interests.
Excellent computer skills including Excel, Word and PowerPoint.

Organizational Context

Admin/Travel Assistant will be responsible for preparation of travel authorizations for local (in country) and international travel of staff members and non-staff traveling for UNHCR activities according to the established procedures. The incumbent will ensure that all Travel Authorizations are supported with mission requests and other relevant documentation. Responsibilities of the incumbent also include booking and purchase of air tickets for official travel of staff and non-staff, arrangement and organization of events for offices in the country, clearance of invoices from the Travel Agents prior to forwarding to Finance Unit.

Responsibility

 

? Assist in the interpretation and implementation of administrative rules, regulations, and procedures in relation to staff travel.
? Facilitate various official missions of UNHCR staff and other persons of concern to UNHCR and ensure this is done on a timely manner aiming to provide the most cost effective solutions for the Organization and the travellers while in compliance with the UNHCR Travel Policy.
? Assist in administrative formalities related to travel arrangements, including booking of tickets, preparation of travel authorizations, issuance/ renewal of visas, licences, and other similar documents.
? Request quotes and book flights on Online Booking Tool, whether for official missions or missions with private deviations.
? Prepare the Travel Authorization (PT8), Issue PT8s for all missions including DSA and other travel related entitlements.
? Monitor the certification and travel claim process and liaise with travellers for compliance requirements.
? Advise and assist staff on their travel entitlements and matters pertaining to travel as per operating administrative instructions and procedures.
? Maintain an electronic logging system for capturing PT8s and other mission related information including invoice information from Travel Management Services provider.
? Follow-up on the airline/train ticket refunds with the Travel Management Services provider.
? Reconcile invoices received from Travel Management Services provider for all purchased travel tickets with previously received quotations.
? Internally work closely with financial management personnel in providing relevant information for invoices processing.
? Organize meetings, workshops and trainings, making sure that the conference room is adequate and materials are available.
? Arrange and confirm travel bookings and hotel accommodation for staff.
? Prepare training materials and documentation on Travel procedures and workflows.
? Maintain archiving system of physical and electronic office files including information received from Travel Management Services provider.

? Proactively work on suggesting travel management workflows’ revisions/improvements to enhance fairness, transparency and efficiency in handling travel processes.

The CRR Associate, under the supervision of the Senior Development Officer is expected to support the roll out of the CRRF in Rwanda. The post will be based in Kigali in the CRRF unit, working closely with the Associate CRR Officer (P2, NOB). The CRR Associate will be relied on to support the mainstreaming of the CRRF approach in the Operation. By this s/he will facilitate and engage in trainings, consultations and planning processes, providing technical input for the integration of refugees into national systems. The incumbent will also ensure that physical and electronic data on all relevant information is filed appropriately. Relying on an extensive knowledge of national and regional contexts and trends the CRR Associate is expected to contribute to the identification of key interlocutors and entry points for refugee inclusion at national and sub-national levels. The CRR Associate shall perform all other functions assigned by the Senior Development officer/Senior Programme Officer.
