The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives of cooperation between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and the promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the following areas: Training and Sustainable Growth for Decent Jobs; Climate and Energy; Digitalization and Digital Economy; Mineral Governance and Burundi; and Good Governance.

The Macroeconomic Investment Policies (GIZ-MIP) project, as part of the Good Governance Cluster, is a joint Rwandan-German Development Cooperation project implemented by GIZ, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The project aims at strengthening individual and institutional capacities for economic analyses and evidence-based policymaking. The project has five interlinked ‘support areas’: (1) Planning and implementation of public investments; (2) Macroeconomic modeling; (3) Promoting evidence-based fiscal policy; (4) Improving research-based higher education; and (5) Strengthening research and political dialogue. The Ministry of Finance and Economic Planning (MINECOFIN) is MIP’s main counterpart.

Candidate profile

GIZ-MIP is seeking highly qualified and motivated National Advisor(s) (NA) to help advance capacity development in research, data analysis, and report writing on macroeconomic and tax policies, and contribute to other activities. The candidate(s) should be a university graduate(s) with strong analytical skills, and a self-motivated person(s) with very high ethical standards who strongly believe in the developmental role of inclusive growth-enhancing policies.

GIZ would like to recruit National Advisor(s) for Macro and Tax Policies for the Macroeconomic and Investment Policies (MIP) project to support capacity strengthening at the individual and institutional levels for macroeconomic management within the Office of the Chef Economist (OCE) of MINECOFIN. OCE’s main responsibility is to assess current economic conditions, project economic outlook, and analyze and research the impact of economic policies at the macro level and on various household groups.

Fixed Term: One year, with possible extension 

The National Advisor performs the following responsibilities and tasks:

A.  Main Tasks and Responsibilities

  • Contribute to research activities, with emphasis on quantitative research and modeling, incl. through on-the-job training and research coaching of OCE staff and research fellows
  • Support micro-analysis of the income distribution, employment, and poverty using household and other surveys (using STATA) as part of a related research project with the Institute of Policy Analysis and Research
  • Contribute to activities that build capacity in tax policy preparation and monitoring of revenue performance and tax policy implementation.
  • Support the follow-up and implementation of the Medium-Term Revenue Strategy (MTRS) and roadmap of reforms under MTRS.
  • Participate in various research and modeling activities: revenue forecasting, tax expenditure analysis, and tax incidence analysis using macro and microdata
  • Assist in preparing analytical and monitoring reports
  • Support international experts under GIZ-MIP in delivering their training, advice, research

Reporting

  • The NA is supervised by, and reports to, the Chief Economist of MINECOFIN, who coordinates with the MIP Project Leader.
  • The day-to-day work of the NA is guided by the business plan of the OCE in MINECOFIN.
  • On functional matters as outlined under Duties and Responsibilities, the NA works closely with other OCE staff and with MIP staff. 

B. Qualification and Competencies

  • A Bachelor’s Degree in Economics or Econometrics; strong academic track record in theory and practice of economics and quantitative methods; a Master’s Degree or Ph.D. is an additional asset
  • At least one (1) year of relevant work and research experience in the field of economics
  • Proven knowledge of econometric/modeling software (at least three of EVIEWS, MATLAB, GAMS, STATA)
  • Excellent analytical skills, and good planning and organizational skills
  • Good oral and written communication skills in English; French is an added asset
  • Results orientation, pro-active approach, coaching skills, and a strong sense of integrity
  • Ability to establish effective working relations with other staff members.
