1. HISTORICAL BACKGROUND OF THE PROGRAM
Handicap International Federation (HI) Rwanda which operates under the name Humanity & Inclusion is an independent and impartial International Organization that was founded in 1982 and operates in Rwanda since 1994. It envisages a Rwanda society that is inclusive, supportive, and respectful of the rights of vulnerable people and especially persons with disabilities. Working alongside persons with disabilities and other vulnerable people, it commits itself to meet their essential needs, improving their living condition, and promoting respect for their dignity and their fundamental rights. It does so by supporting the policies and initiatives of public authorities and civil society to advance the rights of vulnerable people, particularly persons with disabilities across Rwanda.
In partnership with UNHCR and the Ministry in charge of emergency management (MINEMA) formerly known as the Ministry of Disaster Management and Refugee affairs (MIDIMAR), HI launched its operations in Refugee camps of Rwanda since 2015, responding to the specific needs of persons with disabilities, elderly people and persons with mental health and psychosocial issues in urban areas, Congolese and Burundian Refugee camps of Rwanda. In Sept 2019, HI extended its psychosocial support interventions in Gashora camp that host evacuees from Libya under the Emergency transit mechanism (ETM).
In this Framework, HI seeks to recruit a logistics officer that will support the project team to Implement a UNHCR-funded project titled “Strengthening Inclusion and participation of persons with specific needs in humanitarian interventions in Rwanda” which aims to improve the living condition of the aforementioned target beneficiaries. S/he will support the project team to deliver timely response to needs of persons with specific needs in Urban areas: Kigali and Huye,6 Refugee camps: Nyabiheke, Gihembe, Kiziba, Kigeme, Mugombwa, Mahama and Gashora ETM. Under direct supervision of the Deputy Project Manager, the Project Logistics Officer will be responsible for weekly collection of purchase requests from the project field staff and submit them to the logistics office. The incumbent will be in charge of making the project supply plan and regular follow-up of: the purchase requisitions, purchase orders, invoices, delivery note and ensure that all payments are made in accordance with HI procedures.

The Gender and Protection Officer (GPO) will be responsible of mainstreaming protection issues into activities of the project entitled “Health, Education & Livelihoods Africa: A Sustainable Inclusion Approach (HELASIA)” funded by the Norwegian Agency for Development Cooperation (Norad).
The HELASIA project is jointly managed with the current Community-Based Rehabilitation (CBR)-Inclusive Local development (ILD) project that is implementing inclusive local development approach. Thus, under the direct supervision of CBR-ILD and HELASIA Projects Manager, the Gender and Protection Officer (GPO) will provide required expertise in ensuring that gender and protection issues are addressed across the project cycle in accordance with (1) the HI’s Disability, Gender and Age, (2) protection of beneficiaries from sexual exploitation and abuse as well as (3) Child protection institutional policies. The role will include mainly (1) supporting the analysis of gaps in terms of Women Rights and Gender equality cross-cutting theme, (2) support the programme in providing capacity building to HI Rwanda programme staff, implementing partners, and other key actors, (3) providing technical support mainstreaming gender and protection in project activities and (4) contribute to planning, monitoring and evaluation of the implementation of gender and protection-related policies across the project and HI Rwanda programme. The post holder will act in direct interaction with other projects team members, especially the Disability Inclusion Officers, the Policy Analysis Officer, and the implementing partner (National Union of Disabilities’ Organisations of Rwanda -NUDOR) staff. She/he will be based in Kigali with regular field visits in Nyamasheke and Rutsiro districts and other locations depending of the needs.
The Gender and Protection Officer (GPO) will be technically supported mainly by the HELASIA Regional Technical Coordinator and other staff within HI Rwanda Program.
DESCRIPTION OF ASSIGNMENTS
The Gender and Protection Officer’s profile is expected to meet the following tasks:
- Supporting project team promoting women’s rights and gender equality issues and concern during field activities
- Supporting the programme to plan, implement and monitor the implementation of the gender and protection related institutional policies including among others the (1) the HI’s Disability, Gender and Age (DGA), (2) protection of beneficiaries from sexual exploitation and abuse as well as (3) Child protection institutional policies
- Providing technical support and capacity building to project staff and key actors
- Analyzing and communicating related complex information to project staff, partners, and other stakeholders

Fédération Handicap International, which implements its programs under its operational, branding name of “Humanity & Inclusion” (HI), is seeking a Physical Rehabilitation Technical Advisor for an anticipated five-year USAID-funded Inclusive Nutrition and Early Childhood Development (INECD) activity in Rwanda.
The proposed project aims to improve maternal, infant, child, and adolescent nutrition, development, functional, and health outcomes. It will address child development gaps, specifically unmet physical rehabilitation and assistive technology (rehab/AT), and social inclusion needs for infants, children and adolescent and adults with disabilities. The activity will focus on community-level service delivery, community-health facility linkages and district level capacity development, as well as address issues of inclusion and participation, including access to programs and services for children and adolescent with disabilities, in line with Government of Rwanda (GoR) priorities.
The Physical Rehabilitation Technical Advisor reports to project Manager and will provide technical leadership in the development of physical rehabilitation, including assistive technology, and health system approaches.
This position is contingent upon donor approval and funding.
DESCRIPTION OF ASSIGNMENTS
The Physical Rehabilitation Technical Advisor will be entitled to performing the following activities:
- Support the development and strengthening of community-based rehabilitation services for mothers, infants, children and adults
- Work at the district and national level to support policy, planning, budgeting, coordination, implementation and monitoring of rehab/AT services
- Develop tools and training for frontline workers (facility and community based) to support children with disabilities and their families to participate in ECD/nutrition services
- With NCDA, inform development and rollout of adapted ECD tools/training for caregivers of children with disabilities.
- Coordinate with project staff to ensure the implementation of the Disability Inclusion and Rehab/AT Strategy
- Support with project reporting, ensuring that updates and progress on related indicators and successes are included in project reports and annual work plans.
- Work with and support Monitoring, Evaluation, and Accountability and Learning (MEAL) teams to support collection and use of disability disaggregated data
- Build capacity of project and partner staff in disability inclusion and Rehab/AT, in project activities.
- Represent disability inclusion and Rehab/AT aspects of the project to external stakeholders and participate in technical working groups.
Required Qualifications
Subject matter expert in the development of physical rehabilitation, including assistive technology, services and be knowledgeable about health system approaches with a minimum of seven years of relevant experience.
