NELSAP Senior Economist/ Monitoring and Evaluation (M&E) (Regional Position) at Nile Equatorial Lakes Subsidiary Action Program (NELSAP): (Deadline 2 February 2021)

1-Purpose

The role of the NELSAP Senior Economist/M&E is to ensure the integration of social-economic, development communication and environmental safeguards into NELSAP program and project activities including monitoring and evaluating the degree of their integration. The Senior Economist/M&E will provide direct input to the preparation and implementation of NELSAP projects under the scaling up program and will ensure that NELSAP projects address key economic issues relating to sectoral programs from the regional perspective as well as from the perspective of economic and financial viability. The Senior Economist assists the NELSAP Regional Coordinator in preparation of work plans and progress reports, and overseeing the development and use of a result based monitoring and evaluation system for the NELSAP in concert with the NBI Secretariat.

2. Accountability and Reporting: The senior economist will report and be accountable to the Regional Coordinator in a format and schedule as required. He/she will supervise the communication officer, and the social and development officer and other staff as the need arises.

3. Scope:

The functions and responsibilities include, but are not limited to:

  • Conduct reviews of economic aspects of water, power and natural resources planning, development and management to guide NELSAP projects.
  • Advise NELSAP CU regarding sectoral planning and other development issues to be addressed by Projects; relevant themes include, but are not limited to:

o   Identification of key issues in water and natural resources planning, power development and management in the region from economic perspective (trade-offs, system for valuation of benefits and adverse impacts, etc)

o   Development of  tools for assessment of a range of cooperative development scenarios;

o   Development of criteria, methods, and frameworks for identifying and quantifying sharing of benefits and costs of cooperative development scenarios, and for managing economic and financial risks,

o   Capacity building of riparian experts and decision makers in policy and micro/macro-economic analysis;

o   Providing quality control to NELSAP CU in the preparation and implementation of projects, elaborate requirements and criteria for assessment of economic and financial viability of options and scenarios, with particular focus on the poverty impact of NELSAP projects.

  • Review, together with experts/coordinators, project documents produced by NELSAP Consultants and provide technical input, to ensure that work meets NBI quality standards.
  • Participate in drafting regional economic development strategies, in co-operation with NELSAP CU staff and lead dialogue with regional economic communities;
  • Under the strategic planning function, play key role in identification, analysis for emerging economic trends and problems and opportunities at regional and international levels.
  • Continuously review the implementation of the NELSAP Strategic Plans with a view of achieving the intentions and designing a more progressive next strategic plan
  • Promote innovations in the design of NELSAP projects, their organization and management to improve project outputs, ensuring that there is synergy and compatibility among the projects.
  • Formulate strategies and prepare implementation plans to mobilize and attract regional and international resources for NELSAP projects and NELSAP CU.
  • Ensure the integration of social-economic, development communication and environmental safeguards into NELSAP program and project activities including monitoring and evaluating the degree of this integration.
  • Provide leadership and technical guidance for NELSAP programs to achieve monitoring and evaluation related targets, outputs, and performance indicators, ensuring quality and appropriateness of all monitoring and evaluation activities;
  • Liaise with the NBI Secretariat in the development and operationalization of the NBI Result based framework.
  • Manage the preparation and implementation of the M&E related actions, including work plans, procurement plans, participation plans, training plans, and the required budget adhering to the required approval process;
  • Work with NELSAP Project Managers to design standard reporting formats in collaboration with the Monitoring and Evaluation Specialist at the NBI Secretariat.
  • Design and update an M & E System that incorporates the effective monitoring of inputs, outputs , effects and impacts of the NELSAP program and projects
  • Prepare timely, accurate and quality progress, technical, financial and other required reports on M&E activities;
  1. Qualifications and experience:
  • Graduate degree in Economics, Statistics or related fields with a post graduate degree or its equivalent in development economics, macro/micro economics and complex development issues or its equivalent from recognized university.
  • At least 10 years’ experience in micro or project-level economics and public finance a an established track record of excellence in analytic work on economic and fiscal policy issues;
  • Experience in working in trans-boundary issues required, with a focus on water economics preferred.
  • Experience working on development partners projects in at least one of the sector required (agriculture, watershed management, hydropower or power transmission, etc)
  • Sound knowledge of development issues in Africa, particularly the core NEL Countries will be desirable;
  • Knowledge of international finance institutions, multilateral or bilateral development agencies, procedures and operations;
  • Competence in the use of standard software, including MS office software.
  • Ability to present and win support for ideas, maintain collaborative work relations with all levels of staff, senior government officials, promote and maintain a productive and cooperative team environment, proven ability to work with multi-disciplinary teams and in multi-culture environment.
  • Familiarity with NBI programs, and NBI objectives and goals is an advantage;
  • Fluency in English. Working knowledge of French is an advantage.

  • Economic reviews are prepared and presented on accurate and timely basis;
  • Integration of cross-cutting issues in the NELSAP Program and Projects undertaken;
  • Criteria and frameworks for identifying and quantifying sharing of benefits of cooperative development scenarios are developed;
  • Tools and methods for managing economic and financial risks developed;
  • Strategies and implementation plans to mobilize resources prepared;
  • Updated monitoring and evaluation tools;
  • Timely, accurate and quality progress, technical, financial and other required reports on monitoring and evaluation activities prepared and presented;
  • Cross center coordination in progress reporting and work planning, Monitoring and Evaluation of program and project outcomes undertaken.
  • Other performance indicators to be added, as need arises.

6. Duty Station. The Employee will be stationed at the NELSAP CU Secretariat, Kigali, Rwanda, but shall be travelling extensively in the Nile Equatorial Lakes Region.

7. Employment Terms. The appointment will be on contract for one year renewable based on performance with the initial 6 months as probation period.  The contract shall be renewed for such a number of times to complete the entitled six years of service in NELSAP

Regional Coordinator (Regional Position) at Nile Equatorial Lakes Subsidiary Action Program (NELSAP): (Deadline 2 February 2021)

1. Purpose

The Regional Program Coordinator shall head the coordination unit for the implementation of the Nile Equatorial Lakes Subsidiary Action Programs in realization of the objective of NELSAP which is to contribute towards eradication of poverty, promotion of economic growth and reversal of environmental degradation. The Regional Program Coordinator plays a leading role in facilitating, supporting and strengthening the identification, preparation and implementation supervision processes for NELSAP projects for the benefit of riparian countries.

 

2. Accountability and Reporting

The Regional Program Coordinator will report and be accountable to the NELCOM, through the NELTAC in a format and schedule as required. He/she will supervise the program officers, the senior economist, the finance and administration manager as well as the procurement specialist; and other senior officers as the program expands.

3. Scope

The functions and responsibilities include, but are not limited to:

–      Provides overall leadership and coordination of the Nile Equatorial lakes Subsidiary Action Program;

–      Preparation of Terms of Reference for supervising the consultancies and support their implementation;

–      Track and implement the NELTAC strategic plan and prepare its review for the next 5 years before the expiry of the running plan period.

–      Assist NEL-TAC in the procurement of consultants, and required staff, to support the preparation of the NELSAP projects;

–      Provide administrative support to the NEL-TAC Chairperson in his/her regular communications with the NEL-TAC members regarding steps taken in pursuit of the NELSAP strategic plan;

–      Undertake appropriate communication activities as `instructed by the NEL-TAC in its liaison with donor partners, governments and civil society;

–      Coordinate and supervise ongoing sub basin projects as directed by NEL-TAC and NEL-COM;

–      Coordinate capacity building including implementation of short term training courses for the NEL-Country experts;

–      Initiate and coordinate  provision of  value-added services that could typically generate income for NELSAP-CU and deliver greater value to countries and financiers ;

–      Develop and empower staff with broader competence to deliver value to member countries;

–      Strengthen knowledge-based decision making processes while taking into account of complex drivers and varying implementation environment;

–      Develop and implement effective institutional systems and processes;

–      Secure long-term commitments from financiers and countries that support the financial sustainability of the program and  the roll-out of medium as well as long term strategic plans;

–      Ensure effective contract for administration and management for constructors and consultancy services and other services

–      Any other activities assigned, as need arises from time to time by the NELCOM, through the NEL-TAC.

 

4. Qualifications and experience:

–      The Regional Program Coordinator shall be a university graduate with a post graduate degree or its equivalent in engineering, economics, natural sciences, water resources or other water and environmental  resources related discipline; from recognized university.

–      Competence and experience in strategic water resources management issues, including capacity building;

–      Conversant with working relationships on international or regional governance organs/mechanisms;

–      At least 10 years’ experience in, Project preparation, management and supervision, including regional cooperation programs.

–      Familiarity with the region is an advantage;

–      Fluency in written and spoken English. Knowledge of French will be an advantage

–      Strong interpersonal skills to be able to work and facilitate complex regional and sub-regional project preparation  processes;

–      Computer literacy and working knowledge of commonly used software;

–      Ability to travel extensively in the Nile Equatorial Lakes region;

–      Excellent written, presentation, and reporting skills;

–      Knowledge of working with Development Partners  (Sida, AfDB, World Bank, KfW, JICA, EU,) especially on project management procedures is an advantage; and

–      Proven knowledge and skills on resource mobilization for projects and programs.

–      Experience in contract administration of consultancy services and works of large infrastructures projects

–      Experience in managing and utilizing the strength of multi-discipline teams at NELSAP-CU

 

5. Performance indicators:

 

-The program objectives are efficiently achieved at acceptable cost compared with alternative approaches;

 

-The program achieves satisfactory progress towards attaining stated results;

 

-NELCOM and NELTAC are provided with timely and relevant information as a reliable basis for making informed decisions;

 

-Maintenance of effective liaison and communication with other NBI centres and donor partners.

 

-Development of a strong technical capacity and reputation;

 

-Involvement of NELSAP stakeholders and securing partnerships

6. Duty Station. The NEL SAP CU Coordinator will be stationed at the NELSAP CU Secretariat, Kigali, Rwanda, but shall travel extensively in the Nile Equatorial Lakes Region, and elsewhere, as need arises.

7. Employment Terms. The appointment will be on contract for 3 years renewable once based on performance with the initial 6 months as probation period.  However, performance evaluation will be done every year and any unsatisfactory performance may lead to termination of contract.

NELSAP Program Officer, Water Resources Management and Development-WRMD (Regional Position) at Nile Equatorial Lakes Subsidiary Action Program (NELSAP): (Deadline 2 February 2021)

1. Purpose

The role of the NELSAP Program Officer, in charge of Water Resources Management and Development, is to facilitate, support and strengthen the identification, preparation and implementation supervision processes for NELSAP natural resources management and development projects for the benefit of all riparian countries. The Program Officer assists the NELSAP Regional Coordinator in areas of planning, management and monitoring of the NELSAP sub program of Natural Resources Management and Development.

 

2. Accountability and Reporting: The Program Officer will report and be accountable to the NELSAP Regional Coordinator in a format and schedule as required. He/she will supervise the project managers, the water resources engineer, the Environmental management Specialist, the Water Resources Officer (Database/GIS  and modeler) and other regional staff under water resources portfolio as needs arise;

3. Scope:

The functions and responsibilities include, but are not limited to:

  • Support the Regional Coordinator in applying the NELSAP operational strategy in project portfolio management for supported national and trans-boundary natural resources sector operations, and in strategic expansion of the portfolio; and in updating and further developing the operational strategy when required;
  • Undertake and/or lead multi-disciplinary teams in project identification, preparation, implementation supervision and completion of regional investment projects in the NELSAP countries
  • Supervise projects under the Natural Resources Management portfolio to ensure that they are well prepared, are accomplishing the intended objectives and recommend any necessary corrective measures
  • Provide advice and technical assistance/supervision to consultancies under the NELSAP projects
  • Participate in program Monitoring and Evaluation of Natural Resources management Projects;
  • Undertake coordination activities with regional programs and development partners when delegated;
  • Participate in the procurement of consultants and works under the NELSAP projects;
  • Assist in the coordination of the capacity building activities, including the implementation of short-term training courses for NEL country experts;
  • Assist in Resource Mobilization ensuring that resources are secured for project preparation and implementation of identified investments;
  • Any other duties assigned by the NELSAP Regional Coordinator

 

  1. Qualifications and experience:

 

  • Bachelor’s degree in Civil Engineering, Physical Sciences or related fields with a Master of Science degree or its equivalent in Water Resources Engineering, Water Resources Management, Environmental Management, Hydro-informatics, Hydraulic Engineering, Hydrology, Hydrogeology or other related fields;
  • At least 10years’ experience in project and program management and coordination, including competence and experience in strategic water resources planning and implementation of water resources projects;
  • Demonstrated experience in undertaking project cycle activities particularly project identification, preparation and appraisal and preparation of operational strategies and action plans;
  • Demonstrated  and proven knowledge of developing a multi-sector/multipurpose program in the field of water resources management and development;
  • Proven ability to build and lead a team of professional staff, and utilize their talent and expertise in a productive way;
  • Strong interpersonal relationships and ability to work in a team environment of different cultures and nationalities;
  • Competence in the use of water related models and software and their practical application in water resources management and development with experience in modelling water resources systems, manipulation; quality assurance and control of hydro-meteorological information, and use of remote sensing and GIS in water resources planning and development projects is an added advantage;
  • Knowledge in Climate Risk Assessments for infrastructures such as multi-purpose reservoirs/dams including irrigation related projects is an added advantage;
  • Fluency in English. Working knowledge of French is an added advantage;
  • Knowledge of Development Partners s  including but not limited to; (Sida, AfDB, World Bank, AFD,USAID, etc) project management procedures, standards and requirements is an asset;
  • Knowledge and skills on resources mobilization and project concept notes preparation and project proposal development and
  • Experience working in Africa, particularly the Nile Basin countries is an advantage.
