Duties and Qualifications

Duties

– In compliance with supply chain rules and procedures, support the related supply activities to facilitate UNHCR end to end processes resulting in a timely and quality delivery of goods and services to persons of concern.
– Apply UNHCR’s sourcing & procurement strategy when planning for purchase of important commodities and services.
– Initiate custom clearance of consignments, draft exemption requests, and liaise with local agents.
– Support warehouse management, and assist with planning of goods & services deliveries, and provide information on the status of requests and the availability of items in the supply chain.
– Maintain accurate and comprehensive records on supply activities and provide reports and updates periodically, and on request.
– Examine purchase requests to ensure conformity and liaise with requesters.
– Prepare quotation requests and tenders, produce bid-tabulations from tenders and prepare Purchase Orders for approval.
– Dispatch approved Purchase Orders, and follow-up with the delivery of ordered commodities and services.
– Provide information on all procurement activities within the AoR.
– Produce standard asset management reports and other asset information, periodically and when requested.
– Maintain accurate data in all relevant business systems. Compile statistical information on supply chain related matters that will assist in decision making.

In the Regional Bureaux:

– Track global Supply KPIs for the region and assist in preparation of regional ones, as required.
– Monitor all periodic Supply exercises such as monthly reconciliations, quarterly physical inventory exercises, and year-end accounts closure procedures and provide relevant reports to senior managers.
– Assist Country Operations in MSRP management.

In the Country Operations:
– Ensure local liaison to effectively support the supply activities.
– Assist in the management of the storage of goods according to “best practices” and UNHCR rules and regulations;
– Assist in managing Property, Plant and Equipment (PPE) effectively according to UNHCR rules and regulation, including registration and marking of new PPE, physical verification of PPE, preparation of agreements and disposal forms (including submissions to LAMB/AMB), and assistance with disposal of PPE.

– Perform other related duties as required.

Organizational Setting and Work Relationships
The Senior Supply Assistant provides supply support to all activities pertaining to the supply chain function including planning, sourcing & procurement, transport, shipping, customs clearance, warehousing, assets & fleet management and monitoring within the area of responsibility (AoR).

The incumbent is supervised by a higher level supply position and receives regular guidance and instructions from the supervisor on successive steps. S/he works independently on routine tasks while follows instructions of the supervisor on more complex issues. The incumbent may have contacts on a working level on specific issues with other UNHCR offices, UN agencies, NGOs, government partners and commercial contractors in the area to facilitate performing the supply function. The duty of the incumbent is to support the management of material resources within the geographical area covered while exercising efficiency in the use of those resources.

Duties and Qualifications
Duties
– In compliance with supply chain rules and procedures, support the related supply activities to facilitate UNHCR end to end processes resulting in a timely and quality delivery of goods and services to persons of concern.
– Prepare plans for delivery of relief and other non-food items according to the operational needs and regularly update the information in UNHCR IT systems
– Apply UNHCR’s sourcing & procurement strategy when planning for purchase of important commodities and services. Update the information in UNHCR IT systems. Ensure timely customs clearance of consignments.
– Maintain accurate and comprehensive records on supply activities and provide timely reports and updates both periodically and on request.
– Evaluate purchase requisitions to ensure that specifications, delivery dates and all other requirements are in order.
– Draft and dispatch quotation requests and/or tenders, and assist in the evaluation of offers and draft bid-tabulations, prepare proposals for award of contracts to the Committee on Contracts.
– Prepare Purchase Orders and send confirmations, requests for inspection and other correspondence, and monitor the manufacture/transport of ordered goods to ensure timely delivery.
– Provide guidance and advice on UNHCR procurement policies and procedures to support and assist requesting operations, HQ entities and others, as applicable.
– Provide asset management reports, customised reports, and gathers information on all assets and provides in-depth reports periodically and when requested.
– Monitor the quality and accuracy of supply chain related data in relevant business systems. Compile and analyse statistical information, identify trends and developments in supply chain related matters that will assist in decision making.
– Disseminate and promote UNHCR’s global policies, standards and guidance on supply chain management.

In the Regional Bureaux:
– Track the progress of specific operations and provide guidance that ensures timely implementation.
– Assist in coaching and advising individuals as requested.
– Track global Supply KPIs for the region and assist in devising regional ones, as required.
– Monitor all periodic Supply exercises such as monthly reconciliations, quarterly physical inventory exercises, and year-end accounts closure procedures and ensure that they are implemented throughout the region and provide relevant reports to senior managers.
– Assist country operations in MSRP management.
– Support the analysis of country financial reports and work with the Country Operations Supply Team leaders to address red areas relating to Supply aspects of operations.
– Support the country needs assessment plans and assist in combining them into regional procurement plans and monitor their timely implementation and changes based on operational needs.
– Support the work of the Regional Contracts Committee (RCC) through e.g. compiling and checking documents for RCC meetings, taking minutes, communicating decisions.

In the Country Operations:
– Ensure local liaison with partners to effectively support the supply activities.
– Manage storage of goods according to “best practices” and UNHCR rules and regulations.
– Coordinate supply activities of UNHCR Partners and/or contractors performing supply related activities, and ensure that they understand and adhere to relevant UNHCR rules and procedures.
– Implement effective asset and fleet management that regularly monitors the asset/fleet pool, saves cost and safeguards the investment of the organisation including receipt, inspection, registration & marking of new Property, Plant and Equipment (PPE), organisation of the physical verification of PPE, ensure that PPE agreements are properly issued and signed, and preparation of disposal forms and cases for the Asset Management Board, and organise the disposal of PPE according to Asset Management Board decisions.

IT Services Delivery Management Intern at UNHCR Rwanda: (Deadline 22 January 2021)

Eligible Applicants

In order to be considered eligible for an internship, the following criteria must be fulfilled:
o Be a recent graduates are to be considered those persons who completed their studies within one year of applying for an internship with UNHCR or current student in a graduate/undergraduate school programme from a university or higher education facility accredited by UNESCO; and

UNHCR recognizes the important contribution that interns make by bringing new ideas and perspectives to the organization and seeks to ensure interns gain knowledge and practical experience related to their academic programme. Under the supervision of the Associate ICT Officer, the intern will learn how to;
¿ Provide day-to-day ICT support to the UNHCR Rwanda Staff and offices to ensure that ICT equipment, connections are all well set and operational.

Additional Information
Status and Insurance

– Interns are not financially remunerated by UNHCR. Therefore, the internship agreement carries no financial obligations to UNHCR.
– Interns may not represent UNHCR in any official capacity.
– Costs and arrangement for travel, visas, accommodation and living expenses are the responsibility of the Intern or his/her sponsoring institution. However, UNHCR will help with the visa application if applicable and advise accordingly.
– Interns are not subject to UN security evacuation procedures but may be assisted to leave the country when possible and to the extent feasible and on a reimbursable basis.
– UNHCR accepts on responsibility for the medical and life insurance of the Intern or costs arising from accidents and illness incurred during an internship. As interns are not covered under any insurance, including MAIP, they should not travel to hazardous locations in the course of their internship with UNHCR.
– Interns are fully responsible for arranging medical insurance covering the full internship period. UNHCR accepts no responsibility for any costs connected to medical insurance of interns. A copy of proof of valid medical insurance covering the period of the contract is required by UNHCR. UNHCR does not cover the costs of medical evacuation of interns; therefore, interns working in locations where medical facilities are inadequate are advised to ensure that their medical insurance covers emergency medical evacuation. Furthermore, the health insurance selected by interns should provide the necessary geographical coverage for both accident and illness.

– The purpose of internships is not to lead to further employment with UNHCR (no regular appointment can be granted for 6-month after completion of internship) but to complement an intern’s studies.

The Information and Communications Technology (ICT) Unit in Kigali is under the Administration Section, Supervised by the Senior Admin/Finance Officer. The unit, through the Associate ICT Officer supports the Rwanda Operation to lead, coordinate and deliver refugee operations, ensuring timely and accountable delivery of humanitarian assistance and protection. The work of ICT Unit encompasses almost anything digital within the operation, from mobile phones and radio, to internet, software and teleconferencing. The unit is responsible for ensuring availability of the technology tools needed to efficiently, effectively and safely carry out work to serve the Persons of Concern.
