¿ Connected Education activities are guided by global, regional and country priorities and reflect UNHCR’s policy on age, gender and diversity (AGD)
¿ Participation of persons of concern is assured through continuous assessment and evaluation using participatory, rights and community-based approaches
¿ Persons of concern are treated with dignity and respect and all protection incidents are immediately identified and addressed.

¿ Support to programme set-up and consolidation: Provide programmatic and operational support to the setup and consolidate locations in public schools, with an emphasis on Primary education, across Rwanda. Serve as liaison between the partners and the local community.
¿ Support to UNHCR¿s Ministry liaisons: support the UNHCR staff Education Officer who will serve as the main liaison with the Ministry of Education to align the program to national priorities, provide data and information, and to develop a strong working relationship with the ministry to cultivate greater collaboration for implementation and sustainability.
¿ Connected Education strategy development: with support from UNHCR¿s global Connected Education team, work to develop a Connected Education roadmap to support UNHCR¿s education strategy for Rwanda and aligned to national strategies, inclusion of refugees into national education systems with a focus on post-primary and the SDG4 .
¿ Programme Management: Responsible for delivering the implementation of the ProFuturo programme in accordance with approved time schedules, budgets and both UNHCR, Ministry of Education and ProFuturo guidelines and procedures. Support UNHCR, Ministry of Education and ProFuturo team with the strategy, project planning, and identifying technology solutions to address local education needs.
¿ Recruitment and Team Management: Assist the recruitment process for the coaches, train, mentor (with the support of UNHCR Connected Education and ProFuturo) and support the team to ensure successful delivery of the programme.
¿ Educational content: In liaise with local authorities, support the identification of opportunities to secure curriculum-aligned content for distribution. Activate prospect for other content providers which could complement the portfolio.
¿ Resource Planning and Management: Support the work of educators in the schools and ensure effective and optimal deployment and use of the platforms and tools.
¿ Training and Support: Assist the provision of on-the-job training, and facilitate training by others, to educators, primary education school staff (prioritizing those with a focus on STEM subjects), partners and other stakeholders in using educational technology, ICT maintenance and other relevant areas. Train educators in the use and basic maintenance of the equipment, use of content, integrating technology into lesson planning and delivery.
¿ Monitoring and Evaluation: Support in building the capacity amongst educators and partners to monitor the programme as per the programme¿s M&E Framework. This includes supporting in the effective use of online tools for data collection, conducting focus group sessions, analyzing interim progress on programme together with partners like the Ministry of Education. Also play an active role in designing and facilitating a research study on the impact of the over the five years. This includes assisting with coordination with local authorities, along with supporting monitoring and research mission to the field.
¿ Reporting: Produce timely programme reports to document progress and decisions, identify challenges and mitigation measures, and track programme impact.
Authority (decisions made in executing responsibilities and to achieve results):
¿ Implement ProFuturo activities as required.
¿ Issue documents and reports for clearance by the Head of the Office the unit.
¿ Provide advice on implementation in consultation with UNHCR staff and MoE liaisons.

Essential minimum qualifications and professional experience required

¿ Five years of relevant experience with high school diploma or 3 years of relevant work experience with Bachelor or equivalent or higher
¿ A background in education and knowledge of educational technology or ICT has an added value.
¿ Demonstrated experience and skills in facilitation and delivering trainings.
¿ Demonstrated experience conducting data collection for monitoring and reporting.
¿ Proficiency in English and French (spoken and written).

UNHCR¿s new Education 2030 Strategy is anchored in the Global Compact on Refugees (GCR) guiding principles that aim to ensure inclusion of displaced populations within national education systems. The Global Compact on Refugees, states that ¿in line with national education laws, policies and planning, and in support of host countries, States and relevant stakeholders will contribute resources and expertise to expand and enhance the quality and inclusiveness of national education systems to facilitate access by refugee and host community children, adolescents and youth.¿ UNHCR therefore seeks to support these communities by focusing on system-strengthening interventions to ensure that all learners receive quality, relevant, and inclusive education that prepares them to fully engage in the economic, social, and cultural world. The implementation of the ProFuturo Programme is designed to adopt a consultative process between UNHCR, relevant line ministries, implementing partners and the refugee community to ensure that it is aligned to national policies to ensure sustainability, alignment with the GCR, and is an effective learning resource for refugees and the communities that host them, including those enrolled in primary education.

ProFuturo will provide ¿suitcases¿ of connected education materials to 14 schools hosting refugees. Each Suitcase contains tablets, laptops, projectors, routers, chargers, batteries, and other essential accessories necessary for setting up a connected education programme: The ProFuturo curricula and learning platform will be uploaded to each tablet and tailored according to the academic grade level of the target students. Each student will be provided with credentials and usernames to be able to individually access the programme. UNHCR will work with teachers and implementing partners to ensure that the ProFuturo curricula is aligned with the Rwandan national curricula and that content matches the needs of the respective schools and grade levels. UNHCR will also work closely with the government of Rwanda through the Rwanda Education Board to ensure programme alignment with the national curriculum and ownership by school management to ensure suitability and secure safe storage for devices provided. With the COVID-19 situations, UNHCR acknowledges that additional support will be needed at the beginning of the school installations and setup.

In collaboration with UNHCR and education partners, ProFuturo will provide comprehensive trainings for a number teachers, project managers and coaches. Implementation of the ProFuturo programme will also be coordinated by two project managers to be recruited by education partners. One Project Manager will be placed with ADRA for managing the implementation of ProFuturo education activities in Mahama camp hosting Burundian refugees and one with Word Vision Rwanda implementing education activities in 5 Congolese camps). Ten Coaches will also be recruited and assigned to Implementing Partners and the Coaches will work on daily basis to support and ensure teacher mentorship in the project implementation at school level. Coaches, teacher and staff trainings will be conducted by the NGO implementing partners of this project whose staff has been trained during previous years in the course of implementing ProFuturo’s own program. Participants will learn how to use ProFuturo¿s curricula and learning platforms, improve classroom management, facilitate interactive student learning processes, and build digital literacy.

The Project Manager – is a member of Rwanda¿s Protection team and reports to Associate Education Officer, with support supervision from the Education Officer. S/he is responsible for the day-to-day implementation, operation and monitoring of the ProFuturo programme in Rwanda. Working closely with the UNHCR offices and educators in public schools, the Programme Manager is responsible for the effective and efficient establishment and management of all Connected Education related activities. S/he, working closely with the Education Focal Point, will be the liaison person with the government, i.e Ministry of Education, Rwanda Education Board to ensure endorsements from the Rwanda government. The Programme Manager will manage and coordinate a team of coaches who will act as school-based focal points, ensure proper use of the facilities and programme buy-in. The position will be based in Kigali and will involve frequent travels to schools where ProFuturo connected education is being implemented.

Duties and responsibilities:

Under the direct supervision of the Senior Protection Officer, the incumbent will undertake the following tasks:

¿ Development of Youth Engagement strategy for refugees in Rwanda, in line with the community-based protection principles.
¿ Take up the overall coordination of youth program in Rwanda. Advocate and facilitate youth engagement in national programs and strengthen cooperation with Ministry of Youth, MINEMA, NGO partners and the various UNHCR field offices and relevant sectors. Work closely with the UNHCR Livelihood, Education and Public Information sections to strengthen capacities within the refugee youth groups through coaching, mentoring and on-the-job training and internships opportunities.
¿ Facilitate implementation of multi-year Sport for Protection projects. In cooperation with Edu-cation specialist, enhance and support Sport in Schools, including sport for girls.
¿ Facilitate youth access to educational opportunities, such as tertiary education programs, online learning and TVET programs and promote youth access to recreations activities such as music, dance, taekwondo, sports library etc This will be done through establishment of operational partnership with local and international actors.
¿ Further enhance cooperation with specialized partners to strengthen refugee Youth and Peace programs. Facilitate and coordinate refugee youth participation in national and international events.
¿ Overseeing youth program implemented by partners and work closely with Prison Fellowship, SCF and Plan International and others to ensure effective implementation of youth activities in all field operations.
¿ Advocate for additional resources including drafting proposals for various funding opportunities. Develop communication strategy and promote use of technology to enable refugee youth to reach out and establish linkages with all camps/locations, including use of social media and other innovative means.
¿ Support the partners and refugees to make the best use of the community centers in Kigali and at the camp level. Facilitate procurement of necessary equipment and construction of playgrounds to support youth activities
¿ Update the mapping of the community groups in urban and at camps settings and encourage women¿s participation in youth activities and youth networks.
¿ Coordination and support evaluation exercises of the various youth programs and their impact in their protection situation.

Essential minimum qualifications and professional experience required:

¿ University degree in International Development, Cultural Studies, Human Rights, International Social Work, Social Science, Political Science, Anthropology, International Law or other clearly related disciplines.
¿ 2 years of working Experience in management of youth programs including drafting project proposals, coordination with partners, monitoring and reporting.
¿ Knowledge of UNHCR program management is an asset.
¿ The candidate should have good experience on community-based protection aspects, especially on communication with communities.

UNHCR Rwanda is adopting strategies to engage youth in problem-solving and peace building through involving them in decision making and structured activity to enhance their protection and well-being. The idea is to build on the existing opportunities, looking at how to better support the current youth programs. The operation in Rwanda is very keen in strengthening the adoption of community-based approach through meaningful engagement of youth in all camps and urban areas. This will be done through the establishment of forums for continued dialogue to ensure that youth¿s views, ideas and frustrations are listened to and are taken into consideration while designing program interventions. Youth will be assisted to organize activities themselves in a structured manner. Youths will agree on a set of priority activities that can be adopted, under their own leadership and overall supervision of UNHCR and its partners. Further consultations on enhancing peaceful co-existence with the host community will be carried with guidance and support of the youth advisor at Kigali level.
The limited education opportunities beyond basic education, leave the vast majority of refugee youth at risk of idleness, frustration, which often lead to negative behavior such as violence and alcohol and drug abuse. The project being recently introduced aims at giving opportunities for youth to establish net-work, learn new skills, serve their community and make the best use of their time and energy for their own and community interest.
