Job Title: Tax and Customs Technical Officer

Purpose
The Tax and Customs Technical Officer is the top front –line tax official responsible for ensuring compliance with tax laws and regulations, providing technical expertise on tax and customs matters and deliver outstanding service to RRA customers with high integrity.
Key duties and responsibilities
  1. Review and analyze tax returns and other relevant documents to ensure accuracy and compliance with tax and customs laws
  2. Collect and process tax and Customs payments from Taxpayers.
  3. Conduct audits to verify tax liabilities and identify any discrepancies or potential fraud in taxation and Customs in general
  4. Provide guidance and support to taxpayers regarding their tax and customs obligations and available reliefs
  5. Inspect goods, cargo, and travelers at border points to ensure compliance with customs laws and regulations
  6. Implement measures to prevent and investigate smuggling, fraud, and other illegal activities related to Tax and customs
  7. Stay informed about changes in tax and Customs laws regulations to ensure up-to-date compliance
  8. Handle taxpayers complaints in the timely manner
  9. Prepare and submit detailed reports on tax collections, audits, customs inspections, and enforcement actions
  10. Provide information to taxpayers to promote good public relations and improve understanding of tax and Customs laws , regulations and procedures
  11. Assisting in the interpretation of tax laws
  12. perform any other duty assigned by your supervisor
Required Academic Qualification

Purpose
A support officer provides support services to various technical, administrative, operational and support functions. A support officer contributes to the overall functioning of services by carrying out mostly routine tasks that generally require basic or no analysis and that follow clear established procedure, or that require only vocational, clerical, logistical or mechanical skills.
Key duties and responsibilities
  1. Plan individual work assignments to ensure effectiveness and efficiency in RRA archiving services
  2. Plan and carry out assigned daily low risk technical or support tasks related to RRA archives and documentation management
  3. Organise individual work assignments as directed by the Senior Technical officer in charge of Archive
  4. Perform follow up tasks in RRA archives services as directed by supervisor.
  5. Sorting non active file / document from active ones
  6. Facilitate RRA revenue auditors and legal officers to retrieve and consult the tax payers file and make sure the file is returned in time specified
  7. Creates and maintains file for registered taxpayer by registering tax related documents Audit Reports received by RRA in the Center and Receiving documents from RRA tax units
  8. Maintains a register of exits and returns of all files in the center by verifying for files requests in tax system and receiving files requests at the Documentation counter, verifying files in the d
  9. Conduct basic information inspection or assignments for relevant tasks to confirm data
  10. Take part in disposal of RRA archives and documentation as per the national arcives management policy
Required Academic Qualification

  1. Bachelor’s Degree in Archives and records Management specialized in Library sciences

Purpose
Director of Communications and Tax Education Unit controls and oversees the flow of communication and tax education activities. S/he leads the development of tax education and awareness strategies and oversee their implementation. S/he reviews and directs the implementation of Tax Education and communication plans and campaigns and ensures that the institution enjoys a positive image amongst its stakeholders while easing access to tax-related information in all channels of communication. S/he recommends new initiatives to improve voluntary compliance and participates in developing and drafting, strategies, operational plans and procedures to raise tax awareness.
Key duties and responsibilities
  1. Lead the development, review and implementation of Tax Education and awareness strategies, plans, campaigns or initiatives to build RRA’s reputation and brand as well as promote tax literacy in Rwanda
  2. Plan and coordinate tax education and communications activities and ensures the dissemination of sector specific tax education content to promote tax literacy in line with the corporate plan
  3. Create and maintain healthy stakeholder relationships (media, professional associations, opinion leaders, etc.) that can lead to increased visibility for the RRA, its key initiatives and campaigns
  4. Design and develop standards for communications and Tax Education plan’s success
  5. Develop and monitor metrics to measure reach and impact of communications and tax education activities and identify areas of success and improvement

Purpose
S/he organizes operational activities of the work team, supervises and reports on team activities, motivates and assesses team performance in order to achieve assigned operational priorities, assignments and targets. Particularly the supervisor in Charge of Communications heads the creation, implementation and oversight of communications strategies and plans that effectively describe and promote RRA and its service/products be it internally or externally. He/she also leads the implementation of communication strategies, campaigns and plans and ensures healthy stakeholder relations and builds and nurtures mutual understanding between RRA and stakeholders.
Key duties and responsibilities
  1. Builds and maintains mutual understanding and solid partnerships with key stakeholders to better develop, coordinate, direct, and facilitate strategic communications designed to meet business goals.
  2. Researches and understands key business challenges, taxpayer behavior, PESTEL factors that can impact tax compliance and develop communications initiatives to respond to them
  3. Seeks new methods and creative strategies to increase internal and external awareness of key events, campaigns, initiatives and changes in RRA
  4. Ensures delivery of high-quality, taxpayer-focused contents /multi-media and creative packages to simplify tax related information and meet audience needs
  5. Directs in-house and external communications and marketing specialists integral to the completion of assigned tasks and projects.
  6. Develops content and directs creative execution to provide a consistent, targeted, and impactful message and measure campaign performance to help with recommendations for future programs
  7. Oversee and contribute to the conceptualization and development and production of communications collaterals to ensure that it is consistent with the RRA brand and act as the brand keeper
  8. Support the development of internal communications plan, content and initiatives that will foster employee moral and ambassadorship of RRA’s favorable image
