 EMBEDDED/RESIDENT ADVISOR – ADVISORY SERVICES CONSULTANCY (1)

1. Background Information

Job Title: Embedded/Resident Advisor

Department: Business Development

Reports to: Head of Business Development with close working relationship with Manager, Green Finance and Advisory Services.

Contract terms: Period of assignment is for 1 year, with a possibility of renewal once depending on demonstrated good performance

2. Purpose of the Job

The consultant will support the Development Bank of Rwanda in creating up a fully-fledged advisory services unit by setting up its strategy, policies, pricing, processes, procedures and provide all necessary tools and advice to ensure the long-term sustainability of the unit.

3. Scope of work

The consultant’s broad and overall work will be to support Development Bank of Rwanda in setting up the Advisory services unit which will provide world class advisory services to all types of Bank’s clients, the private sector, the public sector, the general public and market. This unit would be a source of knowledge, market insights, resources and expertise across various sectors (contracted on a need-basis or in-house) to different stakeholder. This unit will support the private sector to ensure that it benefits from the ERF and AFIRR, but also linking projects/enterprises to potential investors, unlocking the potential growth of local SMEs and startups, providing technical assistance for sustainability and ESG and advising on project funding beyond AFFIR.

4. Main Responsibilities of the Job

Duties and responsibilities shall include but not limited to:

  • Conducting Surveys to understand the need for advisory services and required interventions. Seek and obtain feedback from relevant Bank stakeholders, mainly from potential clients.
  • Development of a 5-year strategy plan for the set up and running of the advisory services unit (ASU). The strategy should ensure long term sustainability of the ASU.
  • Development of relevant ASU strategy subsidiary action plans for the implementation of identified activities.
  • Detailed proposal on the skills required, qualifications and trainings to be undertaken by the ASU staff based on performed gaps analysis.
  • Detailed proposal on the ASU staffing requirements to meet the ASU short and long terms objectives set in the relevant strategy plans.
  • Development of pricing guidelines for the services offered by ASU.
  • Development of the ASU service charter which should include types of services to be offered and related processes and procedures.
  • Development of all required policies, processes, and procedures in relation to the newly created ASU.
  • Advising on the types of clients, their identification and retention.
  • Advising on the innovative digital tools and systems to be used under ASU for the management of clients and activities.
  • Providing trainings (knowledge transfer) to BRD staff in the ASU
  • Build a strong pipeline of potential clients and proposals on how required advisory services can be offered for each identified client.
  • Monthly and Quarterly progress reports, Annual Reports to the Head of Business Development and Management describing major activities undertaken and tasks accomplished during the reporting period, challenges hindering implementation process and Possible mitigations.
  • The consultant will work closely and regularly with existing ASU team to perform the assignment. Additionally, the advisor will provide technical input and advice to BRD Management as needed on any matters related and/or relevant to the advisory services.

6. Professional, academic qualifications and experience

  • A master’s degree in economics, business administration, accounting, finance, project management or related discipline.
  • Demonstrate at least 10 years of relevant professional experience in the advisory services, of which 5 should be at a senior position.
  • Strong business and advisory experience with extensive finance/accounting background.
  • Exceptional interpersonal, communication, writing and analytical skills.
  • Ability to gather and analyze data and generate information for decisions making purposes. The advisor should be highly skilled in report drafting and presentations.
  • Proficiency in written and spoken English is a requirement. Knowledge in French is an added advantage.

7. Deliverables

  • Five-year strategic plan for the Advisory Services Unit with a focus on ensured long term sustainability and impact.
  • Establishment and set up a fully-fledged Advisory Services Unit
  • Needs assessment and validation of technical assistance needs internally and externally.
  • Training of BRD staff and knowledge transfer to the dedicated teams
  • Advice to BRD Management on all matters related to the advisory services.
  • Identification of skills gaps and training required as a well staffing requirements for short- and long-term sustainability of the Advisory Unit.
  • Development of service charters, pricing guidelines, policy, processes and procedures related to the Advisory services unit and the services offered.
  • Building a strong pipeline of clients and producing comprehensive proposals on how to implement and support each activity required and any necessary client retention methods as well.
  • Advising on digital tools to be used for the advisory services unit as well as any innovation that would make the unit relevant in today’s market.
  • Producing periodic reports on achieved tasks, challenges and mitigation and suggestion on the way forward.

8. Budget & payment terms

  • Period: Period of assignment is for 1 year, with a possibility of renewal depending on demonstrated good performance
  • Location: The place of assignment is at BRD, Rwanda.
  • Supervision: The consultant will work closely with the Manager Green Finance and & Advisory services and report to the Head of Business Development.
  • Payment: The consultant will be paid on a monthly basis based on negotiation.
  • The role is open to Nationals and Internationals who will be willing to relocate in Rwanda during the assignment.

3. Purpose of the Job

The Program Specialist will be responsible for leading the planning and budgeting process for activities to be implemented, including the development of annual work plans and budget. He will also ensure that all activities are planned, budgeted for, and executed in line with project agreements in a timely manner, meeting key project milestones and results indicators set.

Ensure adherence to MCF guidelines and procedures and facilitate the effective distribution of program funds. Produce all required reports as prescribed in Mastercard guidelines.

4. Main Responsibilities of the Job:

  • Manage the Master Card program and provide effective steer in the development and implementation of program activities.
  • Maintain strategic overview of all aspects of program design and implementation (M&E, technical, etc.), ensuring coherence and quality assurance, as well as timely delivery of key documents.
  • Lead the planning and budgeting process for activities to be implemented (developing annual work plans and budgets), and ensure that all activities are planned, budgeted for, and executed in line with project agreements in a timely manner, meeting key project milestones and results indicators set.
  • Ensure adherence to MCF guidelines and procedures, and effective distribution of program funds, including those applicable to Direct People Costs, Indirect People Costs, event Costs and Individual Beneficiary Costs (Cost of Laptops).
  • Establish and maintain effective, inclusive, and collaborative coordination and working relationships with different partners and other key program stakeholders.
  • Ensure timely and high-quality program reporting in line with BRD’s agreements with its development partners and stakeholders, furnishing requisite report to the MCF.
  • Support the implementation of recommendations from the development partners and stakeholders’ assessments of the Program.
  • Ensure that all requisite processes for smooth program implementation and robust supervision are established.
  • Quarterly narrative report (By the 15th of the next month following the end of the quarter).
  • Progress report (every month).
  • Annual work plan and budget.

5. Performance indicators

  • Proven track record of fund management, preferably management of donor fund, social impact funds with high impact on development outcomes.
  • Proven track record of effectively leading and managing a project team.
  • Proven track record of managing a technical project of similar nature, size, and scope.
  • Technical knowledge of Rwandan’s ICT and innovation sector, including familiarity with issues tackled by the project, is strongly preferred.
  • Proven ability to develop and sustain highly effective relationships with development partners, industry players and other stakeholders, adopting a highly inclusive and collaborative approach, building strong networks with the range of stakeholders.
  • Familiarity with policies and procedures of donors would be an added asset, and prior experience of WB-funded project an added advantage.
  • Demonstrable working knowledge of fiduciary operations in program/ project management (Financial Management; and Procurement).
  • Experience in implementation and oversight of projects and programs, including M&E.
  • Excellent conceptual and analytical skills, including ability to think strategically and innovatively about the role of digital technologies for socio-economic development and for transformation in other sectors of the economy.
  • Strong business judgment and analytical decision making, analyzing facts and data to support sound and logical decisions.

7. Professional, academic qualifications and experience

  • Master’s degree in project management or in accounting/Finance/Business Administration or any other related field
  • Bachelor’s degree in finance, Economics, Business Management, Business Administration, or equivalent
  • A globally recognized professional certificate in project management is preferred.
  • At least 7 years of relevant work experience in managing projects/funds of a similar scale and nature.

8. Core competencies

3. Purpose of the Job

  • Day-to-day monitoring and implementation support for CDAT overall management including financial management; procurement management; environmental and social risk management, institutional administration, coordination, and day-to-day execution of project activities, monitoring and evaluation; reporting; information and communication of project activities.
  • Oversee the project compliance and adherence to the Project Implementation Manual (PIM) provisions and World Bank fiduciary and safeguards requirements.
  • Ensure the successful implementation and achievement of the Project Development Objective and outcomes.
  • Ensure proper monitoring of the project portfolio performance and monitoring and evaluation (M&E) of its impact.

4. Main Responsibilities of the Job

The project officer shall work closely and on daily basis with the project coordinator to carry out the following responsibilities:

  • Management of the project stakeholders including the funders, and the line ministries.
  • Carry out activities of the project related to financial management; procurement management, monitoring, and evaluation; environmental and social risk management; reporting; information and communication of project activities.
  • Management of the project resources and information in compliance with the project guiding documents.
  • Preparation of action plans, budgets and other relevant documents so as to ensure harmonization of activities across the project guiding documents, agreed schedules, timelines and budgets.
  • Interact on a regular basis with stakeholders on project activities and issues with a view of improving the project performance and achieving project intended results.

  • Closely monitor and regularly report on the achievements of results in the results framework for the project.
  • Monitoring of the project budget and procurement plan and ensuring that the budget and procurement plan are adhered to during the implementation of the Project.
  • Oversee the lending process and ensure that only viable projects/clients are approved for financing.
  • Build and maintain relationship with all stakeholders benefiting from the Project including sub-borrowers, PFIs and other firms receiving technical assistance.

The purpose of the job is to ensure proper financial planning for the Bank through examination of budget estimates for completeness, accuracy and conformity with procedures and regulations, and to analyze budgeting and accounting reports for the purpose of maintaining expenditure control as well financial projections that would hold in decision making

4. Main Responsibilities of the Job:

  • Review internal budgets and transaction summaries for accuracy and rate of spending.
  • Analyze financial information (e.g., revenues, expenditures and cash management) to ensure all operations are within budget.
  • Preparation of Budget, forecasts and financial projections
  • Prepare monthly forecast and variance analysis of income, cash flow and capital expenditure per cost center.
  • Prepare and analyze actual versus budget and forecast information for use in monthly management meetings and meetings of the Board.
  • Prepare monthly budget variance reports that identify trends and supporting recommendations on cost management.
  • Consolidate departmental business needs and the associated financial impacts of those needs on the budget for facilitate success of the business.
