Project Description

The purpose of the recently-awarded Feed the Future Rwanda Kungahara Uhanga Akazi (KUA) Activity is to address the problem of insufficient employment opportunities and limited entrepreneurial success for Rwandans. KUA will facilitate capacity development for Rwandans – particularly women, youth, and persons with disabilities – in key technical and soft skills required to participate in a modern workforce and will catalyze new entry and growth of inclusive enterprises. The upcoming program will be based in Rwanda.

Position Description

RTI is hiring a Grants and Procurement Officer on the Feed the Future Rwanda Kungahara Uhanga Akazi (KUA) Activity. The Grants and Procurement Officer will provide technical assistance, support and review all grants and procurement procedures on the activity. This position will be based in Kigali, Rwanda, and will report to the Grants Manager.

Responsibilities of the Grants and Procurement Officer include, but are not limited to:

  • Support the Grants Manager to administer the Rwanda E&E Grants Fund through day-to-day monitoring of all grant activities from fund set-up to closeout.
  • Implements grants and procurement processes in a timely manner and recommends any process improvements to the Grants Manager and Finance and Administration Manager.
  • Ensure all grants are administered in compliance with USAID policies and procedures, KUA contract requirements, RTI policies, and other regulations.
  • Ensure timely communication with potential grantees and suppliers with a customer service-focus.
  • Maintain all grants and procurement files and ensure audit trail for all necessary grant and procurement documentation.
  • Ensure timely financial disbursements and compliance with grants financial management policies, monitor all grant expenses, and provide regular updates on grant status.
  • Support the Grants Manager to provide technical assistance as required to build capacity of local partners, grantees and project staff in grants management and procurement.
  • Manage and track the procurement goods and services for the project and grantees in compliance with approved procurement plans to ensure best value and within required lead times for a variety of requirements in Rwanda. Obtains technical input on specifications, costs, and quality.
  • Effectively negotiate with suppliers on a wide variety of commodities (e.g., agricultural technologies, office equipment, vehicles) and services for the best overall value to the project and to manage the project’s procurement budget.
  • Ensure the timely and documented delivery of any goods or services.
  • Provide leadership of overall property management and inventory control, reports, custody control documents, reconciliations for both expendables and non-expendables according to USAID rules and regulations. Conduct regular reviews of project and grantee inventories and work with the home office on property disposition.

Qualifications:

  • Master’s degree in Accounting, Business Administration, Finance, or related field with 3 years of experience; or bachelor’s degree in one of the above fields with 6 years of experience.
  • Working knowledge of USAID grants management and procurement procedures, rules, and regulations.
  • Strong oral/written communication skills in English and ability to communicate effectively at multiple levels internally and externally, with customer-focused support.
  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting.
  • Working knowledge in MS Office applications.
  • Familiarity with automated accounting systems such as QuickBooks is preferred.

Position Description

RTI is hiring a Communication and Knowledge Management Coordinator on the Feed the Future Rwanda Kungahara Uhanga Akazi Activity. The Communication and Knowledge Management Coordinator is responsible for developing and implementing a project Communications Strategy to raise public awareness of the Activity; document and disseminate success stories and lessons learned; and motivate businesses to grow inclusively. This position will be based in Kigali, Rwanda, and will report to the Monitoring, Evaluation, and Learning (MEL) Manager.

Responsibilities of the Communication and Knowledge Management Coordinator include, but are not limited to:

  • Develop and implement the Activity’s Communications Strategy and Communications Work Plan to achieve the results and objectives of the project. Revise and adapt the strategy as needed.
  • Collaborate with the COP and technical teams to define communications requirements and needs, develop communications tools for various platforms (e.g., radio, electronic media, print media, TV), gather information from project partners for communication products, and facilitate design of appropriate communications products.
  • Develop terms of reference and specifications for any external resources needed to develop communication products as defined in the Communications Strategy.
  • Provide progress reports on implementation of the Communications Strategy and Work Plan to project management.
  • Ensure the Activity’s Branding and Marking Plan is followed on all project documents, reports, and public information materials. Train project staff and partners on branding and marking requirements.
  • Develop a knowledge management database for the project and collect, compile, and maintain materials from team members for internal and external sharing.
  • Promote knowledge sharing throughout the project’s departments/units by helping develop and strengthen links between them to facilitate exchange of information
  • Liaise with media personnel as needed.

Qualifications:

  • Master’s degree and 1 year of experience, or bachelor’s degree and 3 years of experience
  • Ability to effectively design and manage different communication formats.
  • Ability to simplify complex issues for communication across diverse audiences.
  • Demonstrate high sensitivity and tolerance to cultural, religious, racial, national origin, age, and gender issues.
  • Demonstrated team player with effective cross-cultural interpersonal skills; able to develop and communicate a common vision among diverse audiences.
  • Verbal and written fluency in English, along with strong communications, interpersonal, and presentation skills.

Position Description

RTI is hiring a Monitoring, Evaluation, and Learning (MEL) Coordinator on the Feed the Future Rwanda Kungahara Uhanga Akazi (KUA) Activity. The MEL Coordinator is responsible for supporting all MEL related activities, analysis, and reporting. This position will be based in Kigali, Rwanda, and will report to the MEL Manager.

Responsibilities of the MEL Coordinator include, but are not limited to:

  • Support MEL Manager with development of the Activity MEL Plan (AMELP), including indicators, baseline data, and results. Regularly review and update the AMELP as needed.
  • Maintain the project’s monitoring and evaluation (M&E) system to track and measure indicators as defined in the project’s approved AMELP and ensure there is proper documentation to support them.
  • Assist with the collection, analysis, and reporting on performance indicators by other team members and project stakeholders through training and standardized reporting templates.
  • Analyze data and develop presentations and reports present results against indicators to project management, derive lessons learned, and make recommendations for improvement.
  • Facilitate collaboration, learning, and adaptation (CLA) through exercises such as annual reviews of problem analysis, theory of change, work planning, pause and reflect and other activities.
  • Submit project produced data to the Development Data Library (DDL) in a timely and accurate manner, consistent with USAID and RTI requirements.
  • Conduct periodic data quality analysis to ensure both the efficiency and accuracy of MEL processes.
  • Support knowledge management and learning product creation and accessibility.
  • In collaboration with the MEL Advisor, prepare monthly, quarterly, and annual progress reports on the status of Activity implementation; contribute to other Activity reports such as annual work plans.

Qualifications:

  • Master’s degree in international development, economics, statistics, research methods, political science, public policy, social science, or a related field with 1 year of experience; or bachelor’s degree with 3 years of experience.
  • Strong oral/written communication skills in English and ability to communicate effectively at multiple levels in the organization.
  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting to facilitate collaborative learning.
  • Strong knowledge in MS Office applications.

Position Description

RTI is hiring an Agribusiness Development Coordinator on the Feed the Future Rwanda Kungahara Uhanga Akazi (KUA) Activity. The Agribusiness Development Coordinator will provide technical support to develop, implement, and adapt the Activity’s private sector growth strategy. This position will be based in Kigali, Rwanda, and will report to the Deputy Chief of Party.

Responsibilities of the Agribusiness Development Coordinator include, but are not limited to:

  • In collaboration with the DCOP, design and implement the project’s strategy and activities to increase the private sector’s access to resources required to grow revenue and employment.
  • Support private sector partnership activities, ensuring partners are matched with requisite business services (e.g., commercial financing, business planning, legal advising, technical capacity development, market development, linkages to finance) based on their needs and that activities facilitate inclusive growth.
  • Identify constraints to business growth and job creation and work with the private sector and other stakeholders to mitigate them.
  • Support technical oversight of assigned grantees, serving as a relationship manager.
  • Integrate innovative and flexible digital systems into activities where appropriate.
  • Collaborate with the Workforce Development Team to strengthen job placement and retention mechanisms between skilled workers and the private sector, with an emphasis on inclusion of women, youth, and persons with disabilities.
  • Collaborate with the Social Inclusion Team to improve the private sector’s enforcement of anti-discrimination regulations and improve awareness of the business case for inclusion.
  • Collaborate with technical and M&E team members to capture success stories, lessons learned, and best practices related to market systems development.

Qualifications:

  • Master’s degree and 3 years of experience, or bachelor’s degree and 6 years of experience.
  • Excellent communication and interpersonal skills.
  • Experience supporting private sector development, with specific knowledge of the agriculture sector preferred.
  • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel.
  • Clear attention to detail and accuracy.
  • Demonstrated team player with effective cross-cultural interpersonal skills; able to develop and communicate a common vision among diverse partners.
  • Verbal and written fluency in English, along with strong communications, interpersonal, and presentation skills.
