Roles and Responsibilities:
URC is currently seeking a qualified Director of Finance and Administration to oversee the overall financial management, administration, and operations of the anticipated year USAID-funded Rwanda Integrated Health Systems Activity (RIHSA).
Primary responsibilities include, but are not limited to:
Provide oversight to the finance, administration, and operations portfolio of the project.
Develop program budgets with teams and monitors budget pipelines.
Provide timely and accurate financial reports to USAID and URC HQ as required.
Manage internal and external financial audits of the program.
Track and analyze all costs incurred and oversee preparation and timely submission of monthly financial statements and reports.
Stay abreast with donor policies, procedures, rules and regulations; compile and update applicable local policies; and train URCs program staff in these policies.
Ensure that all project financial management, procurement and human resource practices are in compliance with URC policy and U.S. government regulations.
Ensure that expenditures are within budgets and in compliance with commitments made in grants and work plans.
Prepare information as needed to provide the COP with a financial overview to support effective decision-making.
Oversee and lead all administrative, logistical, and financial management and operations for project.
Liaise with other key technical personnel and local staff in targeted countries to ensure smooth financial processes are upheld.
Develop and monitor systems to mitigate risk, fraud and waste.
Conduct due diligence to ensure that USG funds are not diverted from their development purpose outlined in the contract and are not vulnerable to corruption, extortion or otherwise benefitting malign group.
Qualifications:
A minimum of a masters degree in Business Administration, Finance, Accounting, or a related field.
At least 7 years progressive experience managing finance, procurement, contracts, logistics, operations, administrative and/or human resource related matters for international development activities of similar scope, size, and dollar value.
Prior experience with USAID funded projects and/or significant experience with USG and USAID financial procedures, rules and regulations.
At least 3 years grant program management experience.
At least 3 years of experience supervising a finance team.
Strong organizational and interpersonal skills.
Strong oral and written communication skills in French and English, including evidence of quality report writing and presentations.
Position is open to expatriates with relevant experience.

Role and Responsibilities:
URC is currently seeking a qualified Chief of Party (COP) to provide technical and managerial oversight through provision of vision, direction, and technical implementation of the anticipated 5-year USAID-funded Rwanda Integrated Health Systems Activity (RIHSA). The COP will be the primary liaison with USAID, the Government of Rwanda, and technical partners in Rwanda.
Primary responsibilities include, but are not limited to:
Provide strategic leadership and vision in the development and implementation of strategies and approaches aimed to support program efforts.
Provide administrative, programmatic, and managerial oversight to all aspects of the Activity to ensure that all project activities are technically sound and appropriate and executed to meet USAID performance standards.
Ensure mechanisms are in place to monitor the implementation of activities, including progress toward achieving stated objectives and benchmarks with high-quality and on-time performance.
Establish and maintain highly collaborative working relationships with USAID, government counterparts, and all other stakeholders, including research institutes, and implementing and collaborating partners.
Ensure technical capacity of staff and provide technical assistance and backstopping when required.
Ensure documentation and dissemination of findings, impact, innovations, and lessons learned.
Ensure timely, high-quality, and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by USAID.
Ensure that all activities are undertaken in full compliance with URC standard operating procedures, USAID policies and regulations, and national policies and laws.
Oversee work planning, performance management, and strategic communication.
Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of staff.
Recruit and supervise staff to meet evolving project demands; provide mentoring and skills building to local staff and key local counterparts.
Qualifications:
A minimum of a masters degree in Public Health, Social Sciences, Business Administration or a related field. MD preferred.
At least 10 years of professional experience managing operational, project management, and administrative duties for USG-funded projects with similar depth and complexity.
At least 5 years of technical expertise in Health Systems Strengthening.
Demonstrated experience in performance-based financing and facilitating the incorporation of performance metrics in infrastructure for healthcare workers.
Demonstrated strategic vision and leadership skills, technical expertise, and strong management skills to effectively and efficiently implement complex and politically sensitive international health projects.
Prior experience as a COP required.
Demonstrated ability to develop and manage relationships with a wide range of stakeholders, including Government Institutions of Rwanda, USG Agencies, international donors, NGO partners, business community, academia, and implementing partners.
Strong oral and written communication skills in French and English, including evidence of quality report writing and presentations.
Strong organizational and interpersonal skills.
Demonstrated ability to work in a team environment and mentor/coach direct reports.
Demonstrated ability to meet deadlines with quality products.
Proficiency in MS Office Suite, with excellent MS Word and Excel skills.

Role and Responsibilities:
URC is currently seeking a qualified Deputy Chief of Party to oversee the technical team and provide technical leadership, strategic vision, and technical guidance for the implementation team of the anticipated 5-year USAID-funded Rwanda Integrated Health Systems Activity (RIHSA). The Deputy Chief of Party will work directly with the Chief of Party (COP) to oversee all technical and programmatic aspects of the Activity.
Primary responsibilities include, but are not limited to:
Provide technical direction, as delegated by the COP, for the technical components of the project Health Systems Strengthening, Governance, and Financing.
Establish and maintain highly collaborative working relationships with local partners, advocacy groups, Government Institutions of Rwanda, USAID and all other stakeholders.
Supervise day-to-day program implementation and technical and administrative staff.
Apply adaptive management approaches to improve overall project performance and ensure project activities are geared to meet the intended outcomes.
Coordinate effective implementation of program activities, including development of annual work plans and facilitation of timely implementation and responsiveness to stated objectives and performance monitoring plan.
Coordinate documentation of program results.
Support COP in compiling, editing and formatting all program deliverables.
Assume overall leadership and oversight in the absence of the Chief of Party.
Required Qualifications:
A minimum of a masters degree in Public Health, Health Administration or a related field.
At least 7 years progressive experience in Health Systems Strengthening, Advocacy, and Governance.
Demonstrated ability to facilitate local engagement, build and maintain relationships with a variety of stakeholders; interacting productively, proactively and comfortably with local advocacy groups, NGOs, USAID, and national and subnational government officials and institutions.
Demonstrated experience working in a contracting environment (USAID preferred).
Demonstrated leadership capacity to build and lead technical teams.
Experience in capacity building, staff management and performance monitoring are highly desirable.
Strong organizational and management skills including demonstrated effective personnel management, coordination, interpersonal and decision-making.
Working knowledge of and experience with US Government funded program management, policies, regulations and procedures.
Substantial knowledge of the health system in Rwanda.
Strong oral and written communication skills in French and English, including evidence of quality report writing and presentations.

Role and Responsibilities:
URC is currently seeking a qualified Director of Monitoring, Evaluation, and Learning (MEL) to provide technical leadership, oversight, and strategic direction for MEL activities of the anticipated 5-year USAID-funded Rwanda Integrated Health Systems Activity (RIHSA).
Primary responsibilities include, but are not limited to:
Provide overall leadership to all project-related monitoring, evaluation, learning and adapting activities.
Design and oversee the MEL framework for the program, identifying cost-effective means to monitor the impact of project activities.
Establish and maintain systems to compile, analyze, and report the Activitys data at all levels and across levels.
Provide direction and oversight to the MEL team of the project.
Ensure that all activity interventions are designed with M&E plans and activities.
Work closely with the technical team to prepare, document and disseminate periodic reports of programme results and disseminates results including by project reports, publications, summaries and special reports.
Conduct analysis of program data and identify methods to use the results for program improvement.
Build capacity of the government departments of Rwanda to collect and analyze data, turn data to evidence, and improve utilization of those evidence at national and subnational levels.
Qualifications:
A minimum of a masters degree in Public Health, Monitoring & Evaluation, Demography, Biostatistics, Epidemiology, or a related field.
At least 5 years of demonstrated experience with progressively increasing responsibility establishing/designing M&E systems and tools and managing data-intensive health programs.
At least 5 years of experience with country-level programming in Health Systems Strengthening and/or Governance.
Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators.
Demonstrated ability to obtain, analyze, organize, and interpret relevant data and use them to design or critique HSS or Governance programs.
Experience in building capacity of teams and stakeholders to analyze and interpret relevant data to improve program implementation.
Experience with collecting and analyzing HSS or Governance data for strategic policy and program planning purposes.
Experience working in Rwanda and/or in similar contexts in sub-Saharan Africa preferred.
Demonstrated ability to organize and effectively communicate results and impact to a variety of audiences; strong experience in developing, implementing, and disseminating a learning agenda.
Proven ability to work independently and with team members and partners at all levels.
Strong analytical and conceptual skills and the ability to think and plan strategically.
Strong oral and written communication skills in French and English, including evidence of quality report writing and presentations.
