AEE Rwanda seeks a Monitoring, Evaluation, and Learning (MEL) officer for the UBAKA EJO program.  UBAKA EJO is a seven-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations.

The aim of UBAKA EJO is to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), and adolescent girls and young women (AGYW) in selected high burden districts in Rwanda. The strategic objectives support the Government of Rwanda strategies and priorities for HIV mitigation and prevention, with an emphasis on minimizing negative impacts of HIV on OVC and AGYW; addressing social, behavioural, and structural drivers of HIV, and improving access to comprehensive SRH and violence response services to prevent new infections.  The project supports OVC services in three districts and DREAMS activities in one district.

Key Responsibilities

The MERL Officer oversees all MERL activities in both OVC and DREAMS, provides technical direction and support, and ensures the accurate reporting of results for program activities.

Specific Duties:

The specific duties to be carried out by the successful candidate are listed below:

  • Support the design and implementation of the project’s MERL system in collaboration with UBAKA EJO coordination Team to develop key performance indicators, targets, tools across the project.
  • Manage baseline assessments and support the implementation of research studies with UBAKA EJO coordination Team.
  • Coordinate any external evaluation processes, including drafting evaluation ToR and selection of firm, in alignment with an award.
  • Develop and disseminate relevant M&E tools, formats and provide M&E specific technical training.
  • Lead data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and data quality audit worthy
  • Ensure appropriate training and supportive supervision of all projects staff in monitoring and evaluation procedures, data collection tools, and data management practices in alignment with the MEL Plan
  • Conduct Routine Data Quality Assessments (RDQA) and implement corrective actions to improve data quality and accountability of staff
  • Develop and maintain accurate information in a project database, as well as accurate and timely electronic files.
  • Responsible for the data analysis, writing, and review of the results and learning sections of program data reports in collaboration with project staff, before submission to UUE Coordination
  • Commitment to applied learning and adaptation based on data: Support the project staff on routine reviews and interpretation of data for learning and adaptation; package and disseminate timely findings in a meaningful way, and make suggestions for adaption.
  • Other tasks as assigned

Required Qualifications

  • Bachelor’s degree in any of the following or related fields: Social science, international development, public health, evaluation, statistics, or economics
  • At least three (3) years of progressively responsible experience in designing, managing, and implementing results based MERL activities
  • Demonstrated relevant technical skills in analysing quantitative and qualitative data, with excellent organizational as well as English oral and written communication skills
  • Demonstrated commitment to data use and learning to improve program performance
  • Progressively responsible experience in monitoring and evaluation of OVC/Health projects, program beneficiaries, and program staff.
  • Knowledge of USAID/PEPFAR reporting requirements and systems
  • Extensive knowledge and experience in reporting procedures, best practices, guidelines, and tools for monitoring, evaluation, and learning, including impact evaluation.
  • Demonstrated supervisory skills, and ability to work well on a team.
  • Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc., and the ability to use various commercially available statistical software programs
  • Strong writing and oral presentation skills, including fluency in English and French
  • Should not be above 35 years old.

Preferred qualifications, not required:

  • Working knowledge of DHIS2, KoBo
  • Master’s degree in any of the following or related fields: social science, international development, public health, evaluation, statistics, or economics
  • Experience in utilizing gender and social inclusion sensitive indicators and analysis
  • Born again candidates preferred

Field Accountant at African Evangelistic Enterprise (AEE RWANDA): (Deadline 21 February 2021)

MAJOR RESPONSIBILITIES:

  1. Compile and analyze financial information to prepare entries to accounts, such as general ledger accounts, and documents financial transactions.
  2. Drawing checks in a professional manner.
  3. Control daily petty cash transactions of AEE and classify all justifications related to payment.
  4. Managing all financial aspects of day-to-day operations of the branch.
  5. Managing accounting and financial systems and maintaining full and accurate accounting records at the field level.
  6. Prepare and follow up of the bank reconciliation.
  7. Reconcile books of accounts.
  8. Conduct financial analysis and prepare monthly quarterly, and annual financial report.
  9. Submit on a regular basis monthly, quarterly, yearly report to the Field Coordinator with copy to general accountant.
  10. Provide advices in the budget implementation and control.
  11. Ensure compliance of AEE and donors’ policies and procedures.
  12. File supporting papers justifying the expenditures.
  13. Handle special accountancy (handle the manual inventories books of the equipment of respective program);
  14. Make systematic classifications of documents.
  15. Organize spot-check visit at the field for verification.
  16. Receive all AEE visitors while field staff are on the fieldwork.
  17. Perform any other duty that may be requested by AEE Management.

 QUALIFICATIONS

  • Have a Rwandan nationality
  • Have a minimum of three (3) years’ experience in the field accounting, management, etc.
  • Have a bachelor’s degree in accounting, commerce, management, or finance.
  • Have a Driving license, category A
  • Be fluent in Kinyarwanda and English.
  • Should not be above 35 years old.

Job summary:

The primary role of the field Officer is to facilitate the promotion of the Self-Help Group approach among poor households, together with Community Facilitators with the support of the Field Coordinator for the benefits of vulnerable children.

The field officer builds the social, economic, and political pillars of the community. She/he is responsible for mobilizing community on saving and loans methodology and profiling them in different categories.

He/she implements training sessions and workshop for project beneficiaries and Community Facilitators, in a timely and efficient manner using training techniques that are very participatory and hand-on.

The field Officer develops and implements training plans for the technical aspects of the project. With the Field Coordinator, she/he will evaluate the effectiveness of the training. she/he is in charge of the SHG administration application.

The Field Officer is a key position, she/he works closely with Community Facilitators and report to the Field Coordinator. She/he is responsible for data collection and analysis for SHG Management system and reporting on SHG social, economic, and political performance.

RESPONSIBILITIES

  1. Selecting and meeting village and cell leaders where the project will start its activities
  2. Facilitate rapid participatory needs assessment and agree on how to identify project beneficiaries (AEE & Local authorities).
  3. Conducting home visits to families that will be members of SHGs.
  4. Facilitate identification of extremely poor people to join SHGs with the guidance of the SHG principles and manual
  5. Facilitate linkage between SHGs and MFIs to access financial services
  6. Facilitate the activities of SHG (selecting leaders, book records, Internal rules and regulations, share out events, Etc)
  7. Facilitate and conduct the activity of providing livestock to extremely identifies vulnerable families.
  8. Facilitate and conduct training of trainers (TOTs) on topics related to SHG approach, CLA, Federation, HIV/AIDS, GBV etc.
  9. Facilitate the activity of choosing Community Facilitator.
  10. Facilitate and conduct quarterly meetings with CLA representatives to assess effectiveness and efficiency of referral system in place
  11. Facilitate CLA representatives to collect quantitative data (raw data for management information system on group savings and loan management) on impact of Self-Help Group approach on household economic status
  12. Facilitate monitoring meeting with key project stakeholders
  13. Provide reports regularly to the Field Coordinator on the progress of the project implementation
  14. Presents a positive image of AEE when communicating with others and produce work consistently that meets AEE and donor requirements
  15. Perform other related duties as required by AEE and deals honestly with members of the public and other organizations

Qualifications

  • Have a Rwandan nationality
  • Have a minimum of three (3) years’ experience as field Officer, teacher,
  • Have a minimum of two (2) years’ experience in community mobilization
  • Have a bachelor’s degree inAgribusiness, Development studies, social studies, economics, management, and other related studies
  • Have a strong participatory-building and training skills
  • Be fluent in Kinyarwanda and English
  • Have a valid driving license for Motorcycle 
  • Should not be above 35 years old.

OVC Project Officer at African Evangelistic Enterprise (AEE RWANDA): (Deadline 21 February 2021) 

JOB SUMMARY

USAID Ubaka Ejo (UUE) “Build the Future” activity intends to improve the socio-economic resilience to and reduce the risk of orphans and vulnerable children (OVC), and their families living with and affected by HIV/AIDS in the three districts of Kigali; Gasabo, Kicukiro, Nyarugenge.

1.    PRIMARY JOB RESPONSIBILITIES 

 The project officer is responsible for project implementation at the community level. He/she is involved in households’ identification, screening, registration and conduct home visits to enrolled beneficiaries to ensure that project objectives are achieved.

2.    Detailed duties and Responsibilities

  • Coordinate case workers and community linkage facilitators in OVC programming in line with the PEPFAR OVC guidance and implementation model and provide them with required technical support
  • Oversee screening and enrolment of vulnerable children into the OVC program based on the case management tool
  • Create and maintain an up to date case file for each OVC ensuring documentation of case follow up, achievement and closure,
  • Visit OVC in schools to monitor/track academic performance
  • Formulate strategies focused on achieving OVC graduation benchmarks and track progress towards graduation.
  • Participate both in internal and external Program Quality Assurance Activities such as DQA and SIMS and ensure the organization score excellent in all evaluations and assessments.
  • The incumbent will deliver economic strengthening and education initiatives to the critically vulnerable OVC households to access education and life skills
  • Work closely with health facilities and community structures to support bi-directional referral and linkage of CLHIV/ALHIV to receive high quality primary health care packages including HIV services
  • Coordinate the work of different OVC stakeholders and community structures within the allocated district to deliver services in the core program areas to meet the needs of OVC.
  • Lead in development of district join work plans, review activities budgets and accountabilities
  • Prepare and submit high quality and timely reports to Branch manager
  • Participate in the meetings organized by local district and sectors authorities as well as those organized by the program
  • Perform any other tasks requested by the organization’s hierarchy.

Minimum required qualifications and skills

  • The ideal candidate for the Ubaka Ejo program OVC Project Officer should preferably hold a bachelor’s degree in Public Health.
  • More than 3 years of experience working with PLHIV, OVC, MVC, or other vulnerable.
  • High level of language proficiency in English; able to make oral presentations and write clear reports.
  • Self-motivated, persistent, resolute and able to deliver without close supervision.
  • A Born-again Christian who is compassionate and cares, with ability to foster teamwork.
  • Must have excellent people skills.
  • Must be a good communicator, capable of effectively sharing knowledge and skills gained with others.
  • Should not be above 35 years old.
  • Willingness to travel 30-40% of the time using a motorcycle throughout program covered zones and work flexible hours
  • Computer literacy to a high standard in Microsoft Office
  • Flexibility, humility, resourcefulness.
  • Driving license, category A
