Organizational Setting

The main aim of FAO  country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The Rwanda Dairy Development Project (RDDP) is a new project coordinated by the Rwanda Agriculture and Animal Resources Development Board (RAB) through a designated Single Project Implementation Unit (SPIU). The main goal of the RDDP is to contribute to pro-poor national economic growth and improve the livelihood of resource-poor rural households focusing on food security, nutrition and empowerment of women and youth in a sustainable and climate-resilient dairy value chain development. Specifically, the project seeks to increase competitiveness and profitability of the dairy sector for the provision of quality products from small-scale producers to domestic and regional consumers, thus improving their livelihoods, food security and nutrition whilst building overall resilience.

The Government of Rwanda has requested FAO to provide technical assistance (TA) to RAB/SPIU/RDDP for the implementation of RDDP. FAO’s TA will particularly contribute to RDDP’s capacity building component 1“Climate-smart Dairy Production Intensification” aimed at increasing the capacity of male and female smallholder dairy farmers and farm assistants to sustainably produce and supply higher volumes of quality milk to the dairy market and home consumption and Component 3 and subcomponent 3.1 focusing on “formulation of a national dairy policy and necessary legislation for improving the regulatory environment of the sector”.

FAO will provide TA on three thematic areas: (i) extension and advisory services through the adaptation and implementation of the existing livestock farmer field School (LFFS) approach; (ii) Support in updating up the existing national genetic improvement program and Implementation Plan for animal genetic resources and dairy cattle genetic improvement including a plan for conservation of local bovine genetic resources and (iii) Support the improvement of livestock identification and traceability system (LITS). The TA will be implemented over a period of 2 years

Reporting Lines

Under the overall supervision of the FAO Representative to Rwanda, direct supervision of the Assistant FAOR/Programme under the technical guidance of the FAO Lead Technical Officer supporting from  FAO Sub-regional office for Eastern Africa (SFE) based in Addis (Ethiopia) – and in close collaboration with the International Fund for Agricultural Development (IFAD) Single Project Implementation Unit (SPIU).

Technical Focus

The TA-RDDP National Project Manager will coordinate FAO’s Technical Assistance and assist the international consultants to support the RDDP in the areas of Extension and advisory services (EAS) through the implementation of the existing livestock farmer field School (LFFS); Implementation Plan for animal genetic resources and dairy cattle genetic improvement programme including a plan for conservation of local bovine genetic resources; and Livestock Identification and Traceability System (RWALITS). He/She will serve as the liaison between FAO Rwanda and the SPIU team and participate (on behalf of FAO) to the TA-RDDP team to allow synergies between FAO TA reports and RDDP reports.

Tasks and responsibilities

The incumbent will undertake the following tasks:

  • Undertake the day-to-day coordination, planning and monitoring of activities to ensure timely provision of both administrative and technical support services;
  • Closely liaise with the RDDP Project Coordination and MINAGRI to maintain a good working relationship for implementation of FAO’s project activities.
  • Ensure that appropriate linkages are established between the project activities and other relevant programs in Rwanda.
  • Contribute to the preparation of the Terms of Reference (ToR), identification and selection of national consultants;
  • Organize project meetings and workshops, as required and in close collaboration with the RDDP Management;
  • Ensure that project activities and results are promoted through FAO Rwanda communication channels;
  • Organize and participate in project management meetings and Technical Working Groups.
  • Prepare and finalize all progress and final narrative reports prior to the corresponding deadlines indicated in the Project Document.
  • Perform other related duties as required

Minimum Requirements

  • Bachelor degree in Veterinary Medicine, Animal sciences, Animal production and other related fields.
  • A minimum of 5 years practical experience after graduation in the field of Veterinary Medicine, Animal sciences, Animal production.
  • A minimum of 5 years after graduation in projects/programmes management.
  • Languages: Fluency in written and spoken English is required.
  • National of Rwanda.
  • Knowledge of French and Kinyarwanda would be an added advantage as well as proven experience and skills in working with UN system in the areas of Veterinary Medicine and Animal production. The same applies for knowledge and understanding of FAO project cycle.

National consultant – Research-good policies and institutional practices for food systems in Rwanda at FAO Rwanda: (Deadline 24 September 2020)

The Agrifood Economics Division (ESA) conducts economic research and policy analysis related to all five of the Organization’s strategic objectives (food security and nutrition, sustainable agriculture, poverty reduction, inclusive food systems and resilient livelihoods). ESA provides evidence-based analytical support to national, regional and global policy processes and initiatives related to food security and nutrition and sustainable agriculture; and leads the production of two FAO flagship publications: The State of Food and Agriculture and The State of Food Security and Nutrition in the World. ESA also leads large programmes at country level on agricultural and food policy monitoring, climate smart agriculture (CSA), agribusiness and food value chains, rural poverty, and food security information and analysis in support of national policies.

The Sustainable Markets, Agribusinesses and Rural Transformations (SMART) Team of ESA works towards addressing sustainable structural transformation of food systems and associated agribusiness transition including smallholder farming systems, agribusinesses, value chains development, and agri-food policy analysis carried out under the aegis of Strategic Programme 4 “Enabling Inclusive and Efficient Agricultural and Food Systems” (SP4).

Reporting Lines

Technical Focus

National governments and stakeholders are calling on the global community to provide guidance on national level good practice policies and initiatives that contribute to sustainable transformations of food systems. In response, ESA and SP4 have entered into a Letter of Agreement with Wageningen University & Research (WUR) to embark on a series of national case studies to identify options, opportunities, and principles to guide good policy and practices. Results will then be shared with policy makers and food industry leaders to inform their

policies and operations so that they can play a responsible role in food systems’ development.

The objective of the study is to identify good policies and institutional practices for food systems transformation. An important part of the research is the use of semi-structured interviews with representatives from an array of institutions covering the food systems domain to understand some of the background processes that have taken place prior to the launch of instrumental policy and programmes and during their implementation.

Rwanda has been identified as a country with potential to be part of the research as it offers a lot of learning potential that could be adapted by peer countries. Documentation of the research findings will also provide a valuable opportunity for stakeholders in the Rwandan agri-food sector to contribute to the global debate on the sustainable transformation of food systems by sharing impressions on what has worked and not worked, thus far, for the country’s national food system. The results of the research will also act as inputs for the Food Systems Summit.

 

Tasks and responsibilities

In collaboration with fellow FAO colleagues and WUR researchers, the consultant will:

  • Review and provide inputs to the literature review conducted by WUR
  • Review and provide inputs on preliminary list of key institutional informants
  • Draft and distribute emails among selected
  • key informants to arrange online interviews
  • Attend online interviews and prepare written reports of each of them
  • In collaboration with FAO colleagues and WUR , perform the data entry and analysis
  •  In collaboration with FAO colleagues and WUR, provide  the preliminary case study report
  • Present the report to FAO colleagues and WUR  researchers to get their insight for the amendment and finalization of the report
  • Submit to FAORW Office  a final report

Organizational Setting

The Men’s Engagement Trainer Consultant will be hired to give training on men’s engagement to support women’s empowerment under the Rural Women Economic Empowerment project, especially under its outcome related to enhanced leadership and participation of women in their communities, in rural institutions, and shaping laws and programmes.

The consultant will work under the general supervision of the FAO Representative in Rwanda and direct supervision of the Assistant FAOR/Programme. The work will be undertaken in close collaboration with the National Project Manager in charge of the RWEE project at FAO.

Reporting Lines

The National Consultant will report to the FAO Representative (FAOR) and all reports will be finalized in collaboration with the National Project Manager under the guidance of FAO Assistant in Charge of Program and the FAO Rwanda and Gender focal point.

Technical Focus

The consultant will work on awareness raising and capacities development for selected RWEE beneficiaries on 1) the importance of Men’s Engagement in Rural Women’s Economic Empowerment, 2) transforming the gender norms that reinforce inequality and harm both women and men. and 3) what should be the role of men? in supporting this effort.

Tasks and responsibilities

The consultant will be responsible for the planning, training and coordination of the activities related to reinforcing the Representation and Decision Making of Rural Women in Agriculture using Men Care + Methodology.

Train Trainers on Men Care + Methodology (120 persons to be trained) in 3 districts: Kirehe, Ngoma and Nyaruguru
Discuss importance, interest/advantage at household, community and country level when women are empowered (for example in terms of production, education, and reducing gender-based violence)
Share best practices to be used by both men and women to work on women’s empowerment
Share and discus techniques, tools and methodologies to be used to maximize men’s engagement in women’s empowerment
Sensitize trainees on gender gaps in access, use of productive inputs, services and the role that men (as decision makers in general ) can play to overcome these gender inequalities
Discuss the support needed from men to facilitate women’s to access leadership positions
Provide illustrative examples of the possible outcomes experienced by women, men, families, and communities when this transformation leads to more gender-equitable relationships and division of labour.
Share training material before the training and ensure the content responds to the objective of the project.
Prepare the handbook which will be used by trained persons while sharing the output from the training.
Prepare and submit to RWEE national coordinator an end-of-assignment report upon completion of his/her assignment.

Senior GIS consultant for mapping the main food systems and climate shocks and stresses in Kigali city region at FAO Rwanda: (Deadline 24 September 2020)

Organizational Setting

The main aim of FAO  country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

 

Currently, more than 50 percent of the world’s population is living in urban areas and it is estimated that by 2050 this figure will rise to nearly 70 percent, with most growth being in Asia and Africa. The same trend of population growth in city of Kigali is being observed and Kigali currently is hosting more than 50% of urban dwellers in Rwanda with 79% of people living in informal settlements. The rapid urban growth is also observed in other districts of the city region such as Rulindo, Kamonyi having an annual urban growth of 23%  between 2002-2015; Bugesera with 67.4% of people living in settlements and Rwamagana extending its urban centers to Kigairo, Muhazi, Gishari and Mwurire.

It has been noted that, cities and their growing number of inhabitants are increasingly being directly and indirectly affected by climate change and its consequences to the population livelihood including: rising temperatures, increasing rainfall, floodings and landsliding and other extreme weather conditions.

 

With the above mentioned consequences of the climate changes and the growing needs of food products among city dwellers; there is a need of strengthening rural-urban linkages and integrating sectors for a more sustainable and resilient food system.  The need now is to combine the assessment work based on past and present data, with future scenarios on climate change impact in the city region contexts. For this particular project, intervention strategies will primarily focus on enhancing climate resilience of urban, peri-urban and rural production systems within the city region but will also address other dimensions of the city region food system (e.g. land and water management, food supply and distribution, food loss and waste management, more and better employment opportunities creation, etc.) on the basis of local priorities.

 

The project specifically aims to achieve tangible results with regards to climate resilience, food and nutrition security in the city region while taking into consideration the impacts of COVID-19 on different agriculture value chains systems. In Rwanda, the project will operate in the Kigali City Region that includes districts of: Nyarugenge, Gasabo, Kicukiro, Kamonyi, Rulindo, Bugesera and Rwamagana. The districts have been chosen due to the fact that they are bordering the city of Kigali; but also because; some of the food commodities including maize, cassava, banana, sweet potato, beans are being sold into the city of Kigali are also coming from these neighboring districts. The project will then:

(i)Provide technical assistance and training to local government staff and other stakeholders to implement the assessment methodology to characterize, analyse and map risks, vulnerabilities and coping capacities across the CRFS. (ii)Provide technical and policy support to local institutions and other local stakeholders to formulate integrated city region food systems intervention strategies and programmes aiming. (iii)Provide policy assistance to local institutions to integrate climate resilience in existing food and agriculture policies and regulations and to design and formulate policies addressing climate resilience in city region food systems.

 

The FAOR will lead the implementation of the project in close collaboration with the City of Kigali as well as other districts of the city region food systems and city region food systems stakeholders.

 

FAO seeks to engage the services of a senior GIS consultant to:

 

  1. Acquiring relevant data for production of maps required for essential CRFS documents and stakeholder meetings
  2. Conducting relevant spatial analysis for the purpose of characterizing the food system for the City of Kigali and the surrounding regions
  3. Assisting with analysis of key climate shocks and stresses for the City of Kigali and surrounding regions as they relate to important factors supporting the food system such as critical ecosystem services, biodiversity, key infrastructure elements and important social or demographic factors that have a strong spatial component to them.

 

  1. Produce thematic maps describing food systems and climate risk and vulnerabilities in Kigali city region

 Reporting Lines

 The consultant will work under the general supervision of the FAO Representative to Rwanda, direct supervision of the Assistant FAOR/Programme and under the technical guidance of the national project coordinator, as well as FAO CRFS project team at FAO-HQ.

 

Technical Focus

GIS expert to collect and analyse spatial data as well as climate shocks and stresses to be used for the characterization of the Kigali city region food systems.

Tasks and responsibilities

 Specifically, the senior consultant will perform the following tasks:

  1. Collect raw spatial GIS data from relevant institutions on food systems across the City of Kigali and surrounding regions
  2. Create a GIS database with relevant spatial information harmonizing and organizing the available datasets. This will include primary georeferenced information collected by the project team. Transformation of raw spatial data into usable formats (i.e. maps, tables, graphs, etc) for use in CRFS documents and process
  3. Perform spatial analyses to correlate different spatial information (e.g. land use, climate, population, etc.)  and generate new datasets (e.g. access to markets for producers, access to food for consumers, climate risks, etc.)
  4. Generate specific maps, graphics which visualise key food flows, and spatial aspects of key climate and social factors relevant to food systems
  5. Present the report to CRFS stakeholders to get their insight for the amendment and finalization of the report
  6. Submit to FAORW Office a final report

  • Five years of relevant experience in the field of GIS mapping  of the food systems, agriculture, natural resources management

  • Excellent communication and writing skills in English and Kinyarwanda is key to perform the tasks in Kigali city region communities. Knowledge of French will be an asset.
  • Previous and demonstrated experience in supporting FAO or other UN agencies in preparing development strategy document would be a strong advantage.
