Pro-Femmes/ Twese Hamwe (PFTH) is an Umbrella of Rwandan Civil Society Organizations aiming at the advancement of women’s status, peace, and development. It was established in October 1992, and currently represents 53 member organizations within the country.  The mission of Pro-Femmes/Twese Hamwe is to eradicate all forms of discrimination towards women, to promote their socio-economic-political and legal status, and to enhance the institutional and organizational capacities of its member organizations through the promotion of sustainable human development approach based on gender equality and a culture of peace, justice, and human rights.

To achieve her mission promoting the social-economic status of women and girls, in partnership with CARE International in Rwanda, PFTH is implementing the 5 years’ project (2020-2024) titled “Gender Equality and Women’s Empowerment (GEWEP III)”. The overall goal of the project is: ’By 2025, 170,400 poor and vulnerable women and girls in 8 districts in the Southern Province of Rwanda are economically, politically and socially empowered and exercise their rights’.

 PFTH will focus on the following outcome and outputs contributing to achieving the project goal:

Outcome 1: Strengthened civil society working on women and girl’s empowerment and gender equality, including a strong women’s voice

Output 1.1: Improved capacity (in leadership, strategic management, financial management, governance, service delivery, advocacy, sustainability, legitimacy, transparency, and accountability) of the national civil society platform umbrella and CSO members working on gender equality and women and girls’ empowerment

Output 1.2: Increased evidence-based advocacy conducted by CSOs working on gender equality and women and girls’ empowerment

Output 1.3: CSOs lobby to improve their enabling environment

Output 1.4: Improved women’s and girls’ voices and participation in decision-making processes by (local) government.

It is in this regard that PRO-FEMMES/TWESE HAMWE is looking for a suitable candidate to fill the position of the PROJECT OFFICER

Duty station: Southern Province (District to be determined)

Type of the contract: One-year renewable based on staff performance

  1. Job purpose statement

Under the supervision of the project coordinator, the project officer is responsible for overseeing the project field operations ensuring timeliness and efficiency in planning, delivery, distribution, documentation, and reporting of project field activities. S/he will coordinate and directly supervise the work of the project’s field officers and represent Pro-Femmes/Twese Hamwe (PFTH) in field-level meetings and forums while maintaining healthy relationships with government officials, project partners & stakeholders and donors.

Key responsibilities 

Contribute to program strategy development & implementation

To contribute towards the development of program strategies and tactical interventions and project plans, ensuring the commitment of all stakeholders and steady accomplishment of PFTH’s objectives:

Subtasks:

  • Participate in the development, implementation, revision, and communication of PFTH strategic plans (advocacy, policy development/review, development of master plans and budgets, etc), business plans and annual operating plans
  • Develop and coordinate field-level operations to ensure adequate and efficient service provided to project participants and stakeholders
  • Liaise with other staff supporting GEWEP to ensure regular work plans are prepared and submitted to the program manager
  • Attend PFTH program coordination meetings
  • Coordinate project planning with field officers and other GEWEP partners
  • Support in Strengthening the umbrella’s coordination mechanisms
  • Contribute to resource mobilization including proposal developments

 Project implementation, M&E, learning, and reporting

  • Ensure all programs and financial documents are properly filled in, checked for accuracy, signed, and submitted to PFTH office on time.
  • Review & validate project data and implementation reports from Field officers to ensure accuracy.
  • Organize field monitoring visits to ensure effective & quality implementation of project activities;
  • Ensure proper reporting and documentation of field level activities, and that the project implementation strictly follows the approved plan
  • Organize regular weekly field staff meeting and discuss weekly work plans.
  • Ensure all field officers prepare their weekly/monthly reports for submission to the Project Manager on a timely basis
  • Prepare and submit weekly, monthly and quarterly progress reports to the Program Manager in a timely manner.
  • Organize and supervise the development and execution of Fieldwork plans and schedules.
  • Coordinates with the staff members and assists them in planning, training, budgeting, and conflict resolutions.

 Management of project staff and assets

  • Conduct regular supervision, orientation, coaching and performance assessment of the Field officers
  • Ensure that field officers are provided with technical assistance and training in a bid to carry out their duties effectively; ensuring compliance with donor requirements and the production of good quality reports/monitoring data
  • Take assertive corrective action in case of problems or serious shortfalls in timelines, standards or compliance; escalating to the supervisor in case of difficulty
  • Ensure project assets are maintained in good condition and against safety standards

 Representing PFTH and participate in networks (relationship development)

To represent PFTH to stakeholders & relevant networks; at all times behaving according to high standards of professionalism and enhancing PFTH’s visibility at the local level.

Subtasks

  • Promote Relationship development (representing PFTH and participate in relevant networks/forums i.e. JADF accountability events, GEWEP coordination meetings with project partners, joint supporting field visits, project evaluations, etc)
  • Coordinate the process of advocacy issues identification with social movement networks at the district level.
  • Ensure that PFTH adequately engages with the local leadership structure, and that project information and all advocacy issues are communicated as necessary.
  • Be proactive in liaising with Donors & PFTH Head Office, keeping them fully informed of progress, supporting field visits and maintaining excellent relationships at all times

  1. Requirements for the role

Educational qualifications:

Minimum of a Bachelor’s degree in Development Studies, Gender Studies, Community Development, Social Sciences, or other related fields.

Experience required:

  • Having at least 3 years’ field supervision experience working with local or international NGOs in project management, community development, or livelihood projects.
  • Strong experience and knowledge of civil society in Rwanda
  • Experience in establishing and maintaining collaborative relationships with different stakeholders in gender equality and women’s empowerment, social movements/networks, donors, and government counterparts.
  • Experience in staff management
  • Experience with project management Demonstrated experience working with civil society organizations, multi-donor agencies and or developmental partners

Technical skills:

  • Having a basic understanding of project management and organizational skills with an ability to supervise and lead the team to achieve the goals and objectives of the organization.

  1. Job purpose statement:

Under the supervision of the project officer, Field officers will be responsible for particular tasks related to the selection of project participants, implementation of field activities, monitoring, production of project’s reports/data, communication with stakeholders involved in the project in accordance with the existing project objectives. The major role of the Field Officers will be to establish strong coordination and linkages amongst all the major stakeholders in the field to ensure that program activities are implemented successfully.

Contribute to program strategy development & implementation

Subtasks:

  • Ensure a coordinated and collaborative approach is undertaken among project partners at field-level /in implementing project interventions and achieving desired outcomes.
  • Assist the field supervisor in organizing various workshops, trainings, and planning.
  • Assist the field supervisor in ensuring field-based project staff receives relevant skills training and knowledge development required for effective and efficient project implementation.

The Driver demonstrates a high sense of responsibility, courtesy, tact, and the ability to work with people of different national and cultural backgrounds. The Driver provides driving services to the project personnel.

  1. Key responsibilities

3.1 Contribute to effective program implementation

 To contribute towards the effective program implementation and steady accomplishment of PFTH’s objectives:

Subtasks:

  • To provide secured and timely driving services to project staff
  • Ensure proper maintenance and service of the assigned vehicle is taken place and report to a supervisor in time.
  • Driving office vehicles for transportation of authorized personnel;
  • Delivery and collection of mail, documents, and other items
  • Follow established rules and regulations and policies on vehicle usage.
  • Check vehicle condition/requirement and fill the Log Book properly
  • Ensures cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs;
  • Provision of inputs to preparation of the vehicle maintenance plans.
  • Ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs;
  • Arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing.
  • Ensures availability of all the required documents and supplies including vehicle insurance, vehicle logs, office directory, first aid kit, necessary spare parts;
  • Ensures that all immediate actions required by rules and regulations are taken in case of involvement in accidents.

  • Experience with light office duties such as filing and photocopying is an added advantage.

Technical skills:

  • Knowledge of driving rules and regulations and skills in minor vehicle repair
  • Strong communication skills in Kinyarwanda and basic communication (verbal & written) skills in English/French required

S/he will provide technical support and guidance to the development and institutionalization of accountability mechanisms used by PFTH secretariat and member organizations.

 Subtasks:

  • Liaise with PFTH secretariat & members and RCSP to ensure effective capacity needs assessment
  • In collaboration with secretariat staff, TWGs, CARE and other relevant actors develop training curriculum, manuals, modules, and relevant guidelines, develop training and learning materials
  • Conduct relevant trainings responding to identified capacity needs
  • Provide technical assistance to local women’s networks, local officials and stakeholders through trainings, coaching, mentorship, and peer learning
  • Prepare training/capacity development plans, logistics and budgets
  • Assist in the organization of the workshops, seminars, and courses planned for the staff and member organizations
  • Organize and implement training activities and events for staff
  • Provide on-job training and coaching for improving CSOs performance
  • Develop a capacity building plan for PFTH secretariat and member organizations and ensure its effective implementation;

Advocacy, communication and relationship management

Relationship development (representing PFTH and participate in relevant networks/forums)

To represent PFTH to stakeholders & relevant networks; at all times behaving according to high standards of professionalism and enhancing PFTH’s capacity for influence and impact:

Subtasks:

  • Proactively and consistently engage relevant stakeholders (advanced training institutes and other capacity development institutions, CSO umbrellas, research institutions, etc) to identify synergies and strategic partnerships for Civil Society Strengthening (CSS)
  • Collaborate with internal and external partners, stakeholders and clients to advocate and promote organizational and program issues
  • Plan, manage and attend training programs, and relevant conferences to showcase CSS work
  • Participate in the development of an engagement plan and strategy for influencing key stakeholders
  • Build and maintain strong relationships with key stakeholders at the national and local levels; includes actively participating in national & international platforms for CSS and co-designing strategies

 Reflective practice & learning

To contribute towards program quality and learning activities in order to measure impact and ensure continuous improvement:

Subtasks:

  • Liaise with the M&E Officer to organize and participate in blame-free learning reviews; supporting the staff and stakeholders to continually review and improve the quality and impact of interventions
  • Participate in the development of indicators, tools, and data tracking systems in the field of capacity development
  • Identify, codify and disseminate best practices and lessons learned to build capacity and knowledge;
  • Contribute to the process of data collection and data entry in PFTH MIS in collaboration with M&E Officer

  • Be proactive in ensuring that PFTH’s core values, code of conduct, and principles of gender equity and diversity are upheld throughout the area of responsibility and provide leadership to others

Internal:

  • Collaboration with other project staff is required
  • Liaise with other colleagues with similar position/responsibilities in other PFTH’s projects in order to stay aware of the latest developments in her/his area of work
  • Maintain strong links with other colleagues in general services/operations departments, in the project area and elsewhere

 External:

  • Maintaining strong links with project partners
  • Coordinate with other stakeholders international, national and local levels, in particular, members of JADF
  • Representation in national or provincial forums as appropriate: TWGs and JADFs
  1. Requirements for the role

Educational qualifications:

Advanced university degree (Master’s degree or equivalent) in development studies, gender studies, public policy, social sciences, or a related field or a Bachelor’s or equivalent in the specified fields with three years of relevant work experience.

Experience required:

  • A minimum of 3 years of progressively responsible experience in civil society strengthening and organizational capacity development is required. Experience in planning, managing and conducting training programs, organizing conferences and monitoring/analyzing information and data is desirable;
  • Demonstrated experience in developing training manual, modules, and training materials for the development organizations;
  • Proven experience of conducting ToT, training needs assessment along with facilitation skills and ability to independently prepare training report;
  • Experience in e-learning projects is desirable. Experience working in international, local or civil society organizations, particularly with regard to the capacity development aspects is desirable;
  • Experience with project management would be considered an asset;
  • Demonstrated experience working with civil society organizations, multi-donor agencies and or developmental partners
  • Strong experience and knowledge of civil society in Rwanda
  • Experience of working for institutional capacity development would be given priority;
  • Solid experience in the management of people and systems in civil society organizations;

Technical skills:

  • Strong skills in developing training materials and delivering training
  • Fluent communication (verbal & written) skills in English/French, as well as Kinyarwanda, required
  • Strong report writing skills
  • Able to think creatively and to innovate
  • Strong facilitation and communication skills required
  • Computer literacy in Microsoft Excel and Word is absolutely essential
  • Good planning, organizing, and problem-solving skills
  • Demonstrated self-awareness, leadership, and interpersonal skills

  • Demonstrated capacity to facilitate change and focus on the impact
  • Demonstrate integrity by modeling the PFTH values and ethical standards;
  • Ability to perform specialized tasks related to Results-Based Management, including support to design, planning and implementation of the program, managing data, reporting;
  • Ability to assess the pre and post level impact of the training
  • Ability to promote knowledge management and learning environment in the office through leadership and personal example;
  • Excellent knowledge of capacity building theory and the application of the methodology, good understanding of capacity assessment methodologies; excellent ability to identify significant capacity-building opportunities.
