To achieve this will require a massive effort to improve the quality of education and equip Rwandans with the skills to obtain quality jobs. Improving Rwanda’s human capital through better quality education is at the core of this vision.

Job Introduction

We are searching for an experienced Strategic Advisor to drive human capital development, with a focus on the Ministry of Education, by providing strategic advice, policy briefs, and delivery support to the Government of Rwanda. The Advisor will benefit from being part of the TBI Rwanda team, a network of experienced advisors based at the centre of government and in key ministries and institutions supporting the government’s agenda for economic transformation.

Key Responsibilities

  • Provide technical and strategic advice to the senior leadership of the Ministry of Education and Rwanda Education Board (MINEDUC and REB), to contribute towards education quality in Rwanda, including through identification of strategies to drive Rwanda’s position in the Human Capital Index (HCI).
  • Working closely with MINEDUC and REB, develop policies, strategies, and programs to improve the quality of education, and to increase the years of schooling for Rwandan children, with a major focus on improving quality in pre-primary, primary, and secondary education.
  • Formulate strategies to improve HCI performance and test scores in basic education by focusing on Comprehensive Assessments, LARS, Early Grade Reading Assessments, and other regional and international standardized assessments to ensure that Rwandan children reach or go beyond/above the standard proficiency.
  • Engage with other stakeholders in the sector; government agencies, development partners and other interested actors to implement strategies and interventions geared to improve HCI performance.
  • Support MINEDUC to put in place a strengthened M&E system in the Ministry to proactively track implementation of planned activities under the Education Sector Strategic Plan.

Person Specification

This is a role in a fast-paced government, working within complex policy areas that are highly scrutinised. Therefore the successful candidate for the role should be able to display the majority of the following:

  • A Master’s Degree in education, international development, economics, or public policy
  • At least 7 years of proven experience in policy development and/or in education, project design and management with multiple stakeholders across various sectors
  • Strong reporting, organizational and communications skills; ability to engage government and development partners in the education sector
  • Flexibility, resourcefulness, and a can-do attitude
  • A proven ability to inspire, coach and develop others, including people from different backgrounds and cultures

Strategic Advisor – Financial Sector Development at The Tony Blair Institute for Global Change (TBI): (Deadline 5 August 2020)

Overview

Focus of the Role

The Tony Blair Institute in collaboration with the Rwanda Development Board (RDB), Rwanda Finance Ltd, and the Kigali City Council is recruiting a Strategic Advisor to support these flagship initiatives. The advisor shall support GoR in improving Rwanda’s financial competiveness and attracting investment.

Key Responsibilities

  • Play a strategic role in promoting and positioning Rwanda as an attractive financial center and investement hub
  • Working alongside Rwand Finance Ltd, develop a roadmap and investor relations strategy to enhance the standing of the Kigali International Financial Center
  • Evaluate the Global Financial Centres Index (GFCI) and develop strategies for Rwanda to be included in and improve its ranking
  • Engage with financial professionals in Rwanda and internationally to share learnings and enhance Rwanda’s competitiveness
  • Conduct economic and financial analysis of key performance indicators
  • Engage investors and partners on behalf of Rwanda’s agenda
  • Working alongside the City of Kigali (CoK), develop a roadmap and provide strategic advice to drive the issuance of a municipal bond
  • Work closely with the transaction advisor and Rwanda Capital Market Authority to provide concrete and practical guidelines for capital market, structure, legal framework, management and instruments for issuance of a municipal bond, drawing on international experience
  • Develop a roadmap and support the implementation of audit recommendations
  • Evaluate the readiness of CoK in the process of issuing the bond
  • Work closely with the licensed transaction advisor and source additional technical assistance as needed
  • Coordinate across the multiple agencies and entities of the Rwandan Government to deepen the overall financial sector ecosystem

Country Head – Rwanda at at The Tony Blair Institute for Global Change (TBI): (Deadline 5 August 2020)

Overview

Focus of the Role

The Country Head role is one of the most important in TBI’s advisory work.  It provides leadership and management to the country project, sets and delivers project goals, maintains relations with top counterparts in partner governments, up to and including the President’s office, manages the project budget and impact of work, drives in-country fundraising, and provides the link between the Rwanda project team and the rest of the organisation. The key competencies that we look for in our leaders are set out below within the duties.

Job Introduction

2020 marks the conclusion of the high-level plan that has guided Rwanda’s development over the past 20 years. It is also the departure point for a new Vision 2050 to chart the course of the next 30 years.  Vision 2050 and the National Strategy for Transformation set out targets for Rwanda’s transition to a high-income economy, built through private sector-led growth and human capital development. These ambitious targets will require a step change in the approaches used by the Government of Rwanda.

As Rwanda enters a new phase, while simultaneously addressing the crisis posed by COVID-19, TBI will support the economic recovery from this shock, focusing on stimulating economic growth and human capital development. Among the key drivers of Rwanda’s growth are: improving human capital, local productivity and competitiveness, technological innovation, trade, and financial sector development. TBI’s strategy for its partnership with the Government of Rwanda takes these as the starting point.

Key Responsibilities

  1. Understand and engage with principal stakeholders
  • Build a clear understanding of the wider context, including the role of development partners, private sector and other players;
  • Build relationships with the President’s office, their direct team, and other senior stakeholders to understand the country’s priorities, build TBI’s credibility, and spot and realise opportunities;
  • Deploy resources outside of the team – wider TBI colleagues, including Mr. Blair’s office, the TBI sector practices and strategic partnerships within TBI’s network etc – to support the government of Rwanda where appropriate.
  1. Set the strategic direction of the project and, together with executive management, lead the annual project strategy setting, performance reviews and measurement of impact
  • Develop the strategic direction for the project based on TBI’s mission and approach within Rwanda’s country context;
  • Lead the annual strategy setting process for the country project and the quarterly review process;
  • Using the organizational Theory of Change and impact tools ensure the project has a clear measurement framework.
  1. Contribute to wider leadership and development of TBI
  • Contribute to the wider leadership and development of TBI as an organisation by contributing to corporate decisions both within the Governance pillar and the wider organisation;

  • Ensure that risks to the project and staff are spotted and managed adequately and emergency protocols are in place to maximise the safety and well-being of the team;

  1. Delivering through your team
  • Recruit and lead a team that is bought into the shared strategy, is aligned across workstreams, solves problems together and holds each other accountable for impact;

  • Oversee a planning and evaluation cycle to regularly assess whether the strategy is ‘working’, and adapt rapidly in response to new challenges and opportunities;

  1. Fundraising
  • Understand the project country’s fundraising and business development market by mapping donor opportunities that complement the Government’s agenda amongst a wide group of stakeholders (predominantly: foundation offices; bilateral and multilateral donor agency offices and staff; development contractors and INGOs – both not-for profit and for-profit);
  • Build and maintain intelligence and relationships to inform project and/or pillar-wide fundraising strategies and ultimately to secure project funding;
  • Input to the development of marketing materials, presentations and bids as required.  Input to the development and implementation of donor trips/meetings etc as required.

Person Specification

We are looking for outstanding individuals with a proven track record of leadership and delivery in the public or private sectors. All candidates will be required to have at least 10 years of experience in a leadership role, managing teams and project budgets. Above all, we are looking for individuals with high levels of enthusiasm, resilience, and a can-do attitude. We create international and multi-disciplinary teams and are looking for individuals with a solid background in public/civil services worldwide; strategy consulting; private equity and finance or international development.

The requirements that she / he should meet are:

  1. The ability to work and interact at the highest levels of public life; have strong political acumen; being able to develop an understanding of the needs of senior officials;
  2. An ability to work independently, think strategically and translate strategies into concrete and implementable plans; an acute attention to detail with excellent analytical, organizational, and communication skills;
  3. Excellent inter-personal skills and ability to work both independently and as part of a wider team;
  4. Ability to liaise with partner governments, the private sector, and key stakeholders (e.g. donors) to deliver the requirements of the role;
  5. Willingness to travel, sometimes at short notice;
  6. Experience of identifying and resolving project implementation bottlenecks;
  7. A strong sense of ethics, discretion and perseverance;
  8. Work collaboratively with colleagues and perform other duties as reasonably required to achieve the goals of the Rwanda project and the Institute;
  9. Experience of living and working in developing countries is strongly desirable;
  10. Fluency in English is required; knowledge of Kinyarwanda and French is desirable.

Focus of the Role

The Tony Blair Institute in collaboration with the Rwanda Development Board (RDB) is recruiting a Strategic Advisor to work with RDB. The advisor shall support RDB towards increasing exports to China and other international markets, and in diversifying the export base.

Job Introduction

Vision 2050 and the National Strategy for Transformation (NST1) set out targets for Rwanda’s transition to a high-income economy, built through private sector-led growth and human capital development. To achieve this will require sustained high GDP growth rates, expansion of the export base, and inclusive and job-creating public and private investment. Improving Rwanda’s access to the global digital economy and expanding trade opportunities for Rwandan exports are central to these ambitions.

Further, given the global trade context due to Covid-19, Rwanda is seeking to seize additional opportunities to expand its e-commerce footprint and engage international investors.  In support of this, the Government of Rwanda and Alibaba Group have started the Electronic World Trade Platform (eWTP) project, supporting the development of the digital economy in Rwanda and making it easier for Rwandan companies to participate in global trade. Under this project, the focus is on: Tourism, Trainings and Education, e-commerce, e-payment, and a horticulture marketplace.

Key Responsibilities

  • Provide strategic advice to RDB on the implementation of eWTP and identify additional opportunities to drive e-commerce and support Rwandan firms to engage in global trade
  • Conduct economic analysis and develop strategies to boost Rwanda’s trade and export  competitiveness
  • Conduct economic analysis of trade statistics, sectoral performance, market and microeconomic analysis for exporting firms/companies to enhance export competitiveness
  • Support RDB in repositioning of Rwanda with regards to export diversification and value addition, with a focus on the Chinese market
  • Develop a sales and marketing strategy to increase Rwandan exports
  • Structure and drive the online and on-ground marketing strategies to increase Rwandan product sales volumes on eWTP with Alibaba Group
