Associate Child Protection Officer ( International Specialist at UN volunteers: (Deadline 6 September 2020)
Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.
Under the direct supervision of Head of Field Office, the UN Volunteer will undertake the following tasks:
- Individual child protection case work according to best interests procedures; conducting best interests assessments (BIA), best interests determinations (BID) and family tracing/reunification in accordance with relevant UNHCR protection standards and IASC guidance, ensuring appropriate case tracking and follow-up of child protection cases.
- Support staff and partners in the strengthening of a functioning Best Interests system: identification, assessment, referral, response and assistance, monitoring and documenting of cases of children at risk.
- Support the organization of and trainings in Best Interests Procedures and Child Protection.
- Contribute to effective child protection reporting and information management through the provision of disaggregated data on populations of concern and their problems.
- Contribute to the systematic application of participatory, community and rights-based approaches, ensuring that children, adolescents and youth are included (as appropriate) in participatory assessments and community-based protection initiatives.
- Contribute to capacity-building initiatives for communities, including children, adolescents and youth to assert their rights and to strengthen community-based child protection initiatives.
- Participate in the updating, implementation and monitoring of child protection related SOPs.
- Support the implementation of the child protection aspects of the (Country) Protection Strategy and programming in relation to individual case management but also participatory evaluations, setting up of alternative care arrangements, strengthening of child protection mechanisms and establishment of youth programming.
- Support other child protection activities and initiatives in coordination with colleagues in the operation.
- Contribute to the implementation of UNHCR framework for the protection of children, and specifically the child protection strategy in (Country).
Specifics to sub/field offices work if support is needed and requested:
- Support/establish working BID panel and best interests system in close collaboration with staff and partners.
- Follow-up and support on child protection cases and BID/BIA case management, including referrals for family tracing and response to specific needs.
- In collaboration with colleagues, promote and find durable solutions for children (and their families).
- Support participatory, AGD-sensitive analysis to form the essential basis for UNHCR’s work.
- Intervene with authorities on child protection issues.
- Contribute to national/sub-national (child) protection (including sectoral/cluster) strategies, project submissions and budgets.
- Support other Child Protection related activities.
- The UN volunteer will be part of the Protection team of UNHCR Field Office in Gicumbi and closely work with other colleagues as appropriate. He/she will support the implementation of the UNHCR Framework for the Protection of Children:
- Girls and boys are safe where they live, learn and play;
- Children’s participation and capacity are integral to their protection;
- Girls and boys have access to child-friendly procedures;
- Girls and boys obtain legal documentation;
- Girls and boys with specific needs receive targeted support
- Girls and boys achieve durable solutions in their best interest
Type of Degree: University degree in Social Work, Social Science, International Refugee or Human Rights Law, Political Sciences or related areas.
Minimum 2 years of work experience with refugees and/or other people of concern in a protection capacity, individual case work (managing interviews, conducting assessments, counselling, case advocacy and management, identifying solutions, etc.). International experience required.
Desirable Qualifications and Skills:
- Knowledge of UN policies and procedures;
- Knowledge / awareness of UNHCR’s Framework for the Protection of Children and Education and SGBV strategies;
- Knowledge of community communication and engagement approaches;
- Knowledge / awareness of cross cultural issues, especially in the context of child protection;
- Knowledge / awareness of gender issues and how to apply rights and community based approach to identify and respond to specific needs;
- Previous experience in child protection is a great advantage;
- Previous experience in working with communities;
- Skills in conducting trainings and exercises with large groups of people (e.g. trainings, participatory evaluations);
- Excellent drafting and analytical skills;
- Excellent interviewing and counselling skills;
- Ability to manage information, in a confidential manner, and to use database management systems;
- Ability to conduct individual and group assessments and to identify protection risks, to liaise with partners and pro-actively find solutions.
Computer skills: Office Package (excellent knowledge of Word, good knowledge of Excel and Power Point) and Internet browsing.

Planning, Monitoring & Evaluation Specialist ( International Specialist) at UN volunteers: (Deadline 16 September 2020)

Task description
Under the direct supervision of the Project Coordinator the UN Volunteer will undertake the following tasks:
- Lead the development of the M&E Strategy for UNFPA’s KOICA-funded project in close consultation with the UNFPA Project Coordinator and the Programme team;
- Provide quality assurance of project documents through review of results frameworks in order to meet SMART criteria;
- Coordinate the planning and implementation of the project’s baseline and rapid assessment studies to inform the start of the KOICA-funded project;
- Manage the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; ensure use of relevant evaluation findings, conclusions and recommendations are incorporated to programme formulation;
- Support planning process, annual work plan development, monitoring, reviews and reporting;
- Ensure linkage of the project’s Annual Work Plans and corresponding M&E Plans with the UNFPA Country Programme and with the donor’s Strategic Plan.
- Design and utilize data collection tools including surveys;
- Manage the creation, updating and maintaining document repositories for monitoring and evaluation;
- Prepare inputs for project reports and communications; including generation of knowledge products
- Provide technical support to the project’s implementing partners, stakeholders to take ownership of programme outcomes through participation in analysis and produce conclusions, recommendations, lessons and good practices on a regular basis;
- In collaboration with the KMCO and Project Coordinator, provide relevant training to team, national implementing partners and stakeholders in monitoring and evaluation;
- Support the project Coordinator in the organization of meetings, workshops, seminars and training events on M&E matters.
- Support liaison with the KOICA Rwanda CO on technical M&E matters.
University degree, preferably a master’s degree in social sciences, public health, economics, business administration, project management, development planning, evaluation, statistics, demography/population studies, data analysis, or other relevant disciplines.
- Five years of demonstrated experience in programme planning, monitoring and evaluation, ideally in the Public Health / Sexual and Reproductive Health field.
- Demonstrated experience at the national or international level in project cycle management including project design, monitoring and evaluation of development projects required.
- Experience in research, design and conduct of key studies, project evaluation and planning of large-scale assessments required.
- Practical experience (at least 3 years) in the area of results-based management (RBM), monitoring and evaluation, statistics and/or research methodologies;
- Experience in handling of web-based management systems (required);
- Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
- Proficiency in Excel (required);
- Familiarity with Qualitative and Quantitative software (e.g. SPSS, Stata, etc) would be asset;
- Excellent writing and communications skills.

Social Media Associate (National Specialist) at UN volunteers: (Deadline 16 September 2020)

Within the terms of the organization’s delegated authority, and under the direct supervision of the National Officer Communications and Resource Mobilization Analyst, the UN Volunteer will undertake the following tasks:
- Develop a social media strategy for the Country Office;
- Continuously monitor the social media environment, identify opportunities and develop ideas for engagement;
- Manage and analyse the state of the UNFPA website, Facebook page, Twitter account and YouTube channel
- Manage social media networks to monitor discussions with UNFPA and topics pertaining to UNFPA’s mandate and activities
- Work closely with UNFPA Programme Units to use social networks within their program;
- Produce content, manage discussions and Evaluate the social media accounts/page performance
- Draft posts for different accounts and prepare engaging social media packages for International days, Specific events and other occasions, targeting different audiences, including donors
- Coordinate the development of creative, innovative and engaging audio-visual content for use on social media, including video and infographics/data visualisation with the Graphic Designer.
- Coordinate social media content and messages with partner organizations;
- Monitor and analyse social media user data and make proposals for adjustments, as necessary
- Coach colleagues on use of personal social media accounts, in line with UNFPA policy
- Develop communication materials and content targeted at donors
- Support the organization and presentation of knowledge products
- Support the implementation and scaling-up of innovation initiatives

Minimum of 3 years progressively responsible professional work experience in communication and Social media management preferably in a development context.

- Assist in the development and implementation of the overall UNFPA Country Office Communications Strategy, with particular focus on the digital communication, designs of advocacy materials, among which are:
- Preparing the design of documents, newsletters, brochures, flyers, invitations, posters, Creative infographics that reflect UNFPA results.
- Plan with program units to identify which projects and results to highlight
- Produce creative advocacy designs
- Support and lead the design process of reports and presentations for printing, electronic distribution and live delivery.
- Design invitation for events with images and other related materials.
- Deliver creative and innovative ideas for print, web and interactive presentations.
- Deliver creative graphic and technical solutions for use of new media; Layout and design of power-point presentations as needed.
