Background

1. Organizational Context

Globally, UNDP supports governments to protect, respect and fulfil human rights and to improve legal and policy environments to protect the vulnerable and leave no one behind. UNDP’s work on inclusive governance contributes to achieving SDG 5 (gender equality), SDG 10 (reducing inequalities) and SDG 16 (peace, justice and strong institutions).

Gender equality is a fundamental human right and a necessary foundation for a peaceful, prosperous and sustainable world. In Rwanda, the Gender Monitoring Office (GMO) has been ascribed the responsibility to ensure that public and private institutions, civil society and faith-based organizations contribute to the attainment of national commitments as enshrined in the National constitution, international/regional instruments as well as national policies and programs. To guarantee that gender equality and women’s empowerment principles are mainstreamed in policies and programs of different sectors and at different levels, GMO, through its Five-year Strategic plan (2017–2022) aspires to build accountability systems and mechanisms for the sustainability and acceleration of gender equality. Currently, GMO with support from UNDP has started to engage the private sector to establish gender accountability systems through the five-year (FY 2018/19 – 2022/23) project- “Promoting gender accountability in the private sector in Rwanda” which uses the Gender Equality Seal (GES) certification approach. The GES approach is currently being piloted in selected private sector companies and public institutions that work closely with the private sector. The project supports and guides the private sector’s delivery and compliance to gender equality principles and commitments by establishing standards that promote gender equality and women’s empowerment. In addition, the project provides participating companies and public institutions working closely with the private sector with the necessary tools and guidance to promote a more equitable work environment that maximizes the capacities and benefits of all employees and that enhances their service delivery and productivity.

As part of the Leave no-one behind principle of the 2030 Sustainable Development Agenda, UNDP Rwanda increased its support to empower persons with disabilities (PWDs) and promote their rights. Based on extensive consultations with Government and civil society, UNDP Rwanda initiated partnerships with a range of ministries, institutions and development partners to implement a variety of activities at policy and grassroots level. Some of these activities focus

on building capacities of Civil Society Organisations working on directly empowering PWDs, while others aim at ensuring inclusive access to services including justice, information and finance, and an enabling environment through up-to-date policy and legal frameworks. Some of the activities substantially contribute to data generation and studies for evidence-based decision making. UNDP also supports national and local level advocacy and awareness raising activities to address stigma and discrimination.

 

The important partnerships established around the empowerment of persons with disabilities were further formalized through a newly established framework: a multi-partner disability platform. The platform brings together various public and private sector institutions, UN agencies, development partners and civil society organizations to create synergies around efforts to transform the lives of persons with disabilities in order to avoid scattered interventions and to pool resources when possible. The platform is also functioning as a high-level advocacy forum, where heads of institutions actively prioritize lending their voice to messaging related to disability inclusion. At the technical level, technical counterparts find each other in working spaces to brainstorm challenges and priorities, and co-create solutions, resulting in an inclusive workplan of activities of the multi-partner platform.

With this background, UNDP Rwanda has developed a portfolio on inclusive governance focusing on gender and disability inclusion which crucial for the realization of the agenda 2030. Therefore, UNDP Rwanda would like to recruit a national coordinator of the the inclusive governance portfolio. Under the guidance and direct supervision of the Head of Transformational Governance Unit, the coordinator is responsible for the management and coordination of the two project frameworks mentioned above and the provision of technical assistance to the Country Office in mainstreaming further disability and gender equality across the Country programme Document. More specifically, the coordinator will closely follow up on the project “Promoting gender accountability in the private sector in Rwanda”, which uses the Gender Equality Seal (GES) certification approach to promote gender accountability, as well as the Disability Platform which seeks to promote the rights of persons with disabilities in Rwanda. The coordinator will analyze trends related to inclusive governance, will lead the formulation, management and evaluation of programme activities and will provide technical advisory services to the country office and the state and non-state stakeholders.

 

 

Duties and Responsibilities

  1. Provide advisory services in the area of inclusive governance
  2. Ensure effective planning, implementation, reporting and evaluation of the projects on inclusive governance
  3. Contribute to resource mobilization and partnership for the CO inclusive governance projects and initiatives
  4. Promote collaboration among project stakeholders;

Provide advisory services in the area of inclusive governance

  • Identify key priorities in the area of inclusive governance and devise strategies for evidence based and inclusive policy contributions;
  • Analyze strategically inclusive governance processes in Rwanda to propose policy and programme strategies;
  • Create knowledge products in the area of practice;
  • Design, facilitate and contribute to policy dialogue with the Government, Development partners, CSOs, the media for inclusive and active policy engagement;
  • Conduct analysis of policies used by various countries and organizations to identify good practices and added value for consideration by UNDP and partners.

Ensure effective planning, implementation, reporting and evaluation of the projects on inclusive governance.

  • Provide oversight to the development of annual and quarterly work plans and budgets for the gender accountability and disability Inclusion projects and coordinate and monitor the implementation of project activities;
  • Provide technical support to and technically oversee the implementation of project activities;
  • Initiate innovative approaches for effective project implementation;
  • Provide technical inputs to the monitoring and reporting of the projects including the development of M&E frameworks and reporting templates;
  • Develop terms of references and concept notes for different assignments in the project documents;
  • Ensure that quarterly project financial and progress reports are timely prepared and submitted to UNDP on a quarterly basis;
  • Supervise contractors especially technical assistants to ensure quality and timely delivery of contracted services;
  • Provide inputs to advocacy, knowledge building and communication efforts.
  • Prepare project briefs and talking points on inclusive governance.

Contribute to resource mobilization and partnership for the CO inclusive governance projects and initiatives.

  • Elaborate the projects funding and technical needs;
  • Conduct partnership mapping and effective partnership building
  • Propose tools for partnerships and resource mobilization
  • Support in developing resource mobilization strategies;
  • Develop proposals for resource mobilization in the area of inclusive governance.

Promote collaboration and partnership among project stakeholders

  • Identify synergies between activities of project stakeholders and ensure collaboration.
  • Serve as a focal point for inclusive governance within the UNDP, Government, CSO and private sector partners
  • Document UNDP interventions, results and lessons learnt to inform planning, policy and making
  • Strengthen and sustain collaboration and partnership including facilitating exchange, develop partnership framework and monitor their implementation.

Impact of Results

The expected result is effective coordination and implementation of the activities related to inclusive governance, more specifically the gender Accountability and the disability inclusion projects. The impact from this result is increased gender responsiveness in the private sector and public institutions and strengthened inclusion of persons with disabilities in policymaking and development processes. The coordinator will also ensure strong partnership and resource mobilization for the inclusive governance portfolio.

Required Skills and Experience

IV. Recruitment Qualifications

Education:

  • Master’s degree or equivalent in Social sciences, International Development, Governance, Gender studies, Human Rights, Social Sciences, Political science, Law or related field;
  • Specialized professional training in project management is an asset.

Experience:

  • At least 5 years of experience in development projects implementation, coordination, monitoring and evaluation, donor reporting and capacity building of partners.
  • A minimum of 5 years of relevant professional experience inclusive governance and development;
  • Proven experience working in areas of social justice, inclusive governance, human rights, gender equality, or related field;
  • Evidence/proof of past experience in executing similar assignments within a multi stakeholder’s framework;
  • Sound knowledge on national, regional and global human rights and non-discrimination frameworks;
  • Proven competencies in research and facilitation skills, as well as ability to multi-task, deliver on time, and work with limited supervision;

Language Requirements:

  • Proven excellent communication and writing skills in English and Kinyarwanda. Knowledge of French is an added advantage;

Communications, IT, Innovation and Knowledge Management Officer at United Nations Development Programme: (Deadline 30 October 2020)

Background

UN Women Rwanda has been working with the Government, UN Partners, Civil Society, the Private Sector, Development Partners and other key partners to promote gender equality and the empowerment of women and girls in the country through its programmes.

Description of responsibilities

Under direct supervision of the National Programme Officer and overall guidance from the Head of Office, the Communications, IT, Innovation and Knowledge Management officer will be responsible for providing communications, IT and knowledge management support to the Country Office, by implementing the communications strategies to drive and support advocacy efforts to advance gender equality and women’s empowerment, as well as increase UN Women’s visibility with partners, the media and the public.

Summary of Key Functions:

  • Support Implementation of the Communications and Advocacy Strategy,
  • Contribute to the formulation and implementation of an innovation strategy for the country office
  • Documentation, Knowledge Management and Sharing,
  • Strengthen internal communications,
  • Liaison with the United Nations Communications Group (UNCG) and the UN Women Regional and Headquarters Communications Team to feed national initiatives into corporate communications initiatives and vice versa,

The Communications, IT, Innovation and Knowledge Management Officer will be expected to:

  1. Contribute to the implementation of the Communications and Advocacy Strategy
  • Support development of communications plans and strategies, production of communications materials and organization of events and activities;
  • Enhance the Country Office and its Programmes’ visibility among national and international audiences through the production and dissemination of high quality and high impact human-interest stories;
  • Support the implementation of UN Women’s corporate campaigns such as HeForShe, Generational Equality and Global Media Compact;
  • Administer and manage UN Women Rwanda’s social media platforms and update the Country Office page on the UN Women Africa and One UN websites;
  • Support engagement and management of media relations, including updating and maintaining the database of community, national and regional media contacts, bloggers and influencers;
  • Ensure high visibility of UN Women in key national and international events/campaigns; and
  • Participate in the UNCG meetings and contribute to the efforts of Communicating as One and mainstreaming gender in the ONE UN Rwanda communications.
  1. Documentation, Knowledge Management and Sharing
  • Support implementation of the Country Office Knowledge Management Strategy (this is the role of the NPO)
  • Produce and disseminate communication materials for the Country Office including office brochure and thematic programme fact sheets;
  • Develop and disseminate Country Office quarterly newsletter to relevant partners, as well as contribute to the UN Rwanda and Un Women Regional Newsletter;
  • Conduct comprehensive media monitoring of UN Women’s work in the media and share stories on gender equality and women’s empowerment with programme staff to inform programming and partnerships;
  • Coordinate and provide videography and photography documentation of all UN Women initiatives/activities and manage the country office Flickr account;
  • Develop and maintain the country office repository system that contains all publications by the Country Office and IPs.
  • Synthesize lessons learned and best practices in ICT.
  1. Provide IT and web management support Identify opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (office management system, knowledge management systems);
  • Provide advice to the procurement of new ICT equipment for the office, provide technical specifications and information on best options in both local and international markets, review quotations and bids;
  • Maintain inventory and stock of supplies and spare parts in cooperation with the Procurement Unit;

Background

I. Job Purpose and Organizational Context

UN in Rwanda employs approximately 800 personnel countrywide in 7 Duty Stations. As a mandatory Security Risk Management (SRM) measure in Rwanda the United Nations operate a UN Security Communications System for voice and data communications, consisting of wireless (4G, VHF, HF, Satellite), the land line telecommunication (telephone, IP) the electronic Travel Advisory Application (eTA-App) with its international messaging function and agency Rwanda specific messaging systems. The SMT has agreed that the SOC will function as the communication mechanism for all UN Agencies in Rwanda.

The accountability for operation and maintenance of the common Security Communications System (SCS) lies with the UNDSS Security Advisor (Security Policy Manual). The infrastructure is funded by the Locally Cost Shared Security Budget (LCSSB). It consists of

  • A 24/7 Security Operations Center (SOC) (5 Assistants) in Kigali,
  • VHF repeaters outside the capital city, covering the entire country linked to the SOC
  • Tracking and messaging services/applications

Radio Rooms and/or VHF repeaters, operated by personnel of Agencies, Funds and Programmes for their individual operational purposes will be linked to the common SCS and follow the same Standard Operating Procedures (SOPs).

Summary of key functions: One SOC Assistant is to be on duty and present in the SOC always. Any short absence during the day may be covered by the SOC Technician. The SOC Assistant responsibilities include but are not limited to:

  1. Maintaining contact with all stations regarding missions;
  2. Monitoring all communications systems/networks and responding when required. Check the SOC email continuously;
  3. Ensuring that all missions to/from the field are logged and are in the mission tracking sheet. All ‘closed’ mission tracking records are saved.
  4. Ensuring all messages received/sent either by phone (landline/sat phone/cellphone) or radio are logged before being dispatched and after receipt;
  5. Ensuring that Security Adviser is informed of any loss of contact with a mission or any other communication failure;
  6. Notifying the Security Adviser of any incident/accident reported via any means;
  7. Advising SOC Technician   immediately on faults in the telecommunication networks and undertake all necessary action to provide a prompt reestablishment of service;
  8. Providing necessary assistance to all UN personnel as requested;
  9. Maintaining strict confidentiality of all information sent and received through all communications means.
  10. Maintaining the radio log archive;
  11. Ensuring that a complete handover/takeover is carried out and remaining on duty until properly relieved. (The outgoing SOC Assistant must brief the incoming SOC Assistant of all events, especially the status of missions in progress, pending cases and actions to be taken. Note any deficiencies or unserviceable equipment in the occurrence and handover notes);
  12. Ensuring all radio communications users comply with standard radio procedures, call signs, and that radio discipline is strictly maintained;
  13. Receiving, processing, recording and passing all security related information to the appropriate locations/authorities;
  14. Maintaining email communications.
  15. Communicating with all other applicable UN networks, ensuring radio communications for operational and security purposes are in place;
  16. Conducting radio checks as required and reporting to the Security Adviser / Local Security Assistant;
  17. Establishing and maintaining contact with wardens once warden system is activated and supporting staff accounting;
  18. Monitoring major international and local news, TV channels and sharing news summaries with the management team.
  19. Provide communications support during emergencies/security incidents such as MEDEVAC and MCI
  20. Provide security alerts through the SMS and eTA systems
  21. Assist in the Management of UN ground passes (“UN-ID”), staff counts and lists of personnel;
  22. Other tasks related to Security Communications as instructed by the UNDSS Security Advisor;
