Job responsibilities

• Prepare and update annual work plan for the projects and update Monitoring and evaluation framework; • Monitor the implementation of the projects plan and action plan to provide advices to the management for the successful projects’ execution; • Providing recommendations on workflow processes and systems of projects; • Identify the project key indicators and present to Senior Management for approval; • Ensure the projects performance monitoring plan developed and implemented; • Update the reporting formats and procedures for projects reporting systems. • Identify performance indicators at outcome levels, units of measurement, data sources, method of data collection, analysis and reporting; • Provide leadership on data tracking and reporting for the preparation of quarterly and annual reporting; • Prepare weekly, quarterly, semi and annual progress reports on the implementation of the projects action plans; • Organize and conduct training on Monitoring and Evaluation systems development and maintenance; • Develop new systems, analyse and update the existing ones and recommend any change to the Senior Management; • Regularly identify, refine and validate with key stakeholders a set of appropriate measurable performance indicators • Ensure that staff at all levels of project implementation are trained and prepared to fulfil their roles in reporting; • Assess the capacity and skills of the project team to oversee monitoring system; • Conduct M&E training for project team and other stakeholders. • Implement the project’s Performance Management Plan according to the donor and government compliances; • Ensuring the SPIU structure is adequately supporting Projects’ mission and providing recommendations on the same; • Prepare all external reports especially to MINECOFIN and projects’ donor; • Lead data collection and facilitate learning & knowledge sharing; • Ensure gender mainstreaming consideration • Provide required reports to the SPIU Coordinator; • Perform any other activities that may be required from time to time and that are in line with the overall purpose of the VCRP/RWB-SPIU; • Perform any other duties as assigned by the supervisor.

Social Safeguards Specialist at Rwanda Water Resources Board (RWB): (Deadline 19 April 2024)

Job responsibilities

• Lead on social risk identification and implement related mitigation measures across VCRP project components. • Ensure effective integration of social considerations into all aspects of the project which include identification, consultation, planning, and implementation of activities. • Supervise implementation of social requirements in the Environmental and Social Management Framework (ESMF), Environment and Social Impact Assessment (ESIA), Resettlement Policy Framework (RPF) and subsequent site-specific Resettlement Action Plans (RAPs) prepared for selected project components. • Supervise and implement RAPs and Livelihood Restoration Plans (LRPs) and regularly report on implementation progress. • Lead in conducting consultations by ensuring inclusive engagement of key project stakeholders, including vulnerable persons. • Ensure gender mainstreaming in activities implemented by RWB through planning and monitoring. • Provide guidance to communities on sub-projects identification and ensure that the selection of sub-projects is done in accordance with the guidelines and procedures specified in the Project Implementation Manual (PIM) and align community priorities. • Monitor implementation of an effective Grievance Redress Mechanism (GRM) and support formation and training of grievance redress committees (GRC) at the project site level. • Ensure that social related modules are incorporated in the training and capacity building programs at all the levels targeted at direct project implementers and local level. • Organize and supervise participatory monitoring and auditing social compliance within project sites in collaboration with the Project (M&E) Specialist and other relevant project management unit team or SPIU team. • Support the project team to organize Steering Committee Meetings (twice by year or any other time deemed necessary) and National Technical Advisory Committee (quarterly basis or any other time deemed necessary); • Support the development of Village Land Use Actions Plans (VLUAPs) by ensuring consideration of the social aspects in the planning and implementation of the VLUAPs • Lead in the development of all social related reports for the project and ensure that progress across social indicators (as per the project results framework) are reported on a quarterly basis. • Prepare and participate in World Bank Supervision missions and other external supervision and evaluation missions-by screening and analyzing reports as well as by furnishing direct personnel knowledge on the ground situation. • Assist the SPIU Coordinator and the Program Manager in analyzing technical feasibility of subprojects during subproject review process, with particular emphasis on social issues. • Assist the SPIU Project Coordinator and the Program Manager to respond to the technical support requests from the Community- Based Groups (CBG), private operators, and other beneficiaries of the project and take necessary actions. • Perform any other activities directly related to the project objectives that will be assigned by the Supervisor.

Environmental Safeguard Specialist at Rwanda Water Resources Board (RWB): (Deadline 19 April 2024)

Job responsibilities

The Environmental Safeguards Specialist will assist the SPIU Coordinator and Program Manager at SPIU/RWB in ensuring and supervising the development and implementation of the Environmental and Social Management Framework (ESMF), Resettlement Policy Framework (RPF) and other Environmental and Social Framework instruments for activities to be implemented by RWB for the VCRP. The project activities include the construction of flood control measures, landscape restoration, and flood early warning system development. He / She will liaise with key project stakeholders to achieve the objective of the project in developing instruments related to Environmental and Social framework. • The duties and responsibilities of the Environmental Safeguards Specialist among others will include: • Assist the SPIU coordinator and Program Manager in supervising the implementation of the Environmental and Social Management Framework (ESMF), Labour Management Procedures (LMP), Stakeholder Engagement Plan (SEP), Occupational Health and Safety (OHS), Resettlement Policy Framework (RPF), Environmental and Social Management Plan (ESMP), Environmental and Social Impact Assessment (ESIA), and other related environmental and social risk & impact management activities. • Support the development and implementation of environmental and social framework instruments, such as environmental and social impact assessments, site specific environmental and social management plans, and stakeholder engagement plans. • Engage in comprehensive stakeholder consultations process related to the project’s logical framework and provide inputs for the stakeholder engagement to be included as part of the site specific ESMPs. • Conduct environmental and social safeguards screening of the project, identify possible risks and impacts, and develop mitigation strategies to anticipate, minimize, and compensate for these risks. Develop the relevant Environmental and Social Management Plan based on the results of the ESS screening and following World Bank Environmental and Social Framework, World Bank Environmental Health and Safety Guidelines, Green Climate Fund (GCF), and GoR Environmental and Social Safeguards policies applicable for the project, as per the ESMF. • Oversee the development of studies undertaken by VCRP Project and organize technical workshops to review and validate ESF-related project documents and studies. • Organize and supervise participatory environmental monitoring and auditing within project site in collaboration with Project monitoring and evaluation (M&E) Specialist, and the Social Risk Management Specialist throughout the project implementation. • Monitor and ensure compliance by contractors hired by the project, with environmental regulations, standards, and guidelines in the execution of their tasks. • Prepare terms of reference and assist in preparation of bidding documents for environmental studies to be undertaken under the project and coordinate their development, validation, approvals, and dissemination. • Support the development of Village Land Use Actions Plans (VLUAPs) by ensuring consideration of the environmental aspects in the planning and implementation of the VLUAPs. • In collaboration with the SPIU Coordinator, the Program Manager and the M&E Expert, organize Steering Committee Meetings (twice by year or any other time deemed necessary) and National Technical Advisory Committee (quarterly basis or any other time deemed necessary); • Prepare regular reports on environmental risk management activities and compliance status for submission to the World Bank and other relevant authorities. • Provide technical expertise and guidance on environmental and social risk management to project team members. • Provide support to the World Bank Supervision missions and other external supervision, evaluation or audit missions including the screening and analysis of reports as well as furnishing knowledge on the ground situation. • Develop and maintain relationships with key project stakeholders, including government agencies, local communities, and non-governmental organizations. • Collaborate with relevant departments to ensure the integration of environmental and social considerations into project planning and decision-making processes. • Conduct training programs for project staff, contractors, community members, and other stakeholders to mitigate all environmental risks identified in particular on ESMP implementation, monitoring and reporting, community health and safety, community awareness training on mitigation and management of ES in subprojects, esp. in livelihood enhancement schemes, biodiversity protection and management, human wildlife conflicts. • Report health and safety incidents or accidents related to project activities. • Perform any other activities directly related to the project objectives that will be assigned by the Supervisor.

Catchment Restoration and Flood Management Program Manager at Rwanda Water Resources Board (RWB): (Deadline 19 April 2024)

Job responsibilities

The program manager is responsible for the successful implementation of all project activities. • Providing overall direction and leadership of Project Implementation Team (PIT), undertaking management and coordination of VCRP; • Supervision and co-ordination of various Contracts contracted in connection with VCRP; • Management of the overall project schedule that incorporates Catchment management, Flood control, Civil Woks contractors; • Review and Supervision of Contractor’s quality assurance plans; • Liaising with all stakeholders and co-ordinating all activities in connection with the Project; • Chairing monthly meetings with contractors; • Regular reporting of the project progress of the VCRP to stakeholders and follow -up on timely preparation of Contractors’ Reports; • Ensuring timely Certification of all payments made in relation to the project; • Maintaining records of disbursements; • Monitor and report the Project Implementation Plan through Quarterly Reports to all Agencies and stakeholders; • Preparation of TAC and the Project Steering Committee meetings in collaboration with program coordinating entity staff to ensure the project is well coordinated and technical inputs are provided timely which will facilitate resolution of any internal delays to implementation; • Works closely with the user department to avoid any delay of the project implementation (Flood Management and Water Storage Development Division and Catchments Restoration and Erosion Control Division); • Coordinate project activities at district level and coordinate Hub offices; • Preparation of the Memorandum of Understanding with partner’s districts and revise them when required; • Preparation of ToRs for project staff, short term national and international Consultants; • Inform the line manager of substantial issues requiring additional or changes in resourcing and manage the response for continued effective implementation of the project; • Lead catchment restoration initiatives, collaborating with relevant agencies and local communities; • Maintain budget efficiency, seek additional funding opportunities; • Facilitate positive relationships with diverse stakeholders and involve residents in decision-making processes; • Perform any other activities that may be required from time to time and that are in line with the overall purpose of the VCRP/RWB-SPIU; • Ensure gender mainstreaming in the implementation of the Program; • Perform any other duties as assigned by the supervisor;
