Context:
Under the overall supervision of the Chief of Mission (CoM) and the general supervision of the Chief Migration Health Officer (CMHO) and direct supervision of Laboratory supervisor the incumbent will be responsible for technical support to laboratory services with respect to Migration Health Assessments (HAP) and other programs implemented by the IOM Migration Health Division in in Kigali, Rwanda.
Core Functions / Responsibilities:
- Perform laboratory procedures as assigned by the laboratory supervisor for pre-examination, examination, and post-examination activities through the use of the standard relevant equipment.
- Contribute to the implementation of laboratory quality management systems under the guidance of the laboratory supervisor. Take on the focal point role for one or more quality system essentials (QSE) as requested by the laboratory supervisor.
- Ensure standards and the quality of laboratory procedures by strictly following the Standard Operating Procedures (SOPs).
- Adhere to biosafety measures adopted in the laboratory, being responsible for the safety of oneself and others.
- Organize and operate activities on assigned station for accurate, efficient and timely delivery of results.
- Perform quality control and quality assurance activities for assigned stations and document results as required.
- Facilitate laboratory equipment maintenance to ensure these are in good working order and operate equipment appropriately following SOPs.
- Facilitate laboratory stock management and monitor that the equipment and consumables are sufficient for the anticipated work.
- Alert the laboratory supervisor to any problems related to operations, including equipment, stock management and biosafety.
- Facilitate maintenance of established systems of organized record keeping and information management for timely delivery of results, data collection, analysis and reporting for laboratory monitoring and facilitation of operational research.
- Develop and/or update SOPs in coordination with the laboratory supervisor.
- Participate in the improvement of the service system according to the adopted work plan in the laboratory.
- Manage and meet client expectations by prioritising interests and providing services with guiding principles of patients’ dignity, beneficence, and non-maleficence in courteous manner.
- Ensures compliance with IOM instruction INS 278 and undertakes all designated mandatory trainings.

Required Qualifications and Experience
Education
- Bachelor’s degree or Diploma from an accredited academic institution in Medical (Clinical) Laboratory Sciences, Microbiology or a related discipline in countries where the scope of responsibilities is fulfilled according to national regulations.
- A valid license to practice, if applicable
Experience
- Three years for bachelor’s degree holder and five years for diploma holders of relevant clinical laboratory experience in a busy institution, preferably in a laboratory;
- Relevant technical knowledge and practices to personnel and laboratory operations.
- Knowledge and experience in clinical laboratory techniques.
- Knowledge of laboratory quality management systems.
- Knowledge of the principles and practices laboratory biosafety.
- Computer literate with understanding of accurate data collection and analysis for monitoring and continuous improvement of laboratory services and performances; and,

The role of the administrative assistant is to support the Migration Health Assessment Clinic (MHAC) in the smooth running of its administrative duties.
Core Functions / Responsibilities:
The role of the Administrative Assistant is to:
- Maintain various internal office administrative support procedures such as document tracking, filing, archiving and monthly reporting.
- Assist in maintaining order in the e-archiving system for medical files, blood test results and follow-ups.
- Prepare mail out lists for the embassies; liaise with the embassies regarding the processing status of immigrants and dispatch of the documents.
- Set up and maintain an orderly storage system for Chest X-rays and keep hard copies of medical documents (informed consent, radiologist’s report, sputum smear results, pregnancy test results etc.).
- Photocopy and scan medical documents as necessary.
- Suggest improvements to strengthen internal control mechanisms; provide inputs for new procedures to complement or to improve existing instructions/standard operating procedures in order to achieve streamlined efficiencies.
- Receive all completed medical deferrals/furtherance, x-rays and other documents from MHD, update the reception of the same in the database and forward to the migration health physician for clearance.
- Provide feedback on staff allocation to the various units within the MHAC.
- Maintain an inventory and organize timely, cost-effective and appropriate procurement and storage of stationaries, IT equipment and consumables, hygiene products, medical supplies and equipment, as needed for the MHAC.
- Coordinate the acquisition, renovation, refurbishment and regular maintenance of the MHAC facility with the MHAC Supervisor and Administrative Assistant Supervisor if applicable.
- Administer the office’s petty cash and submit the necessary reports to supervisor. Ensure reconciliation of service fees and bank statements.
- Assure correctness of travel authorization and advise on allowances for staff members leaving on duty travel.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- Bachelor’s degree in administration management/ Medical Administration or a related field from an accredited academic institution with at least two years of relevant working experience.
OR
- Secondary School Diploma with at least four years of relevant working experience.
Experience
- Knowledge and experience in administration, procurement or accounting;
- Working with refugees/migrants in a medical setting is an advantage;
- Previous working experience with NGOs or international organizations is an advantage;

- Provide information and detailed explanations to the migrants and/or refugees in relation to:
- The migration health assessment process; and,
- Treatments and referrals.
- Ensure proper identification and follow-up by:
- Comprehensive history taking;
- Accurate and thorough Biodata collection;
- Ensuring ID verification for each step of the health assessment process; and,
- Keeping a register of applicants who undergo health investigations and testing.
- Follow and implement the Health Assessment Programme’s check lists and SOP’s and maintain standard universal precautions within MHAC.
- Verify samples of sputum, blood or others are properly transported to the laboratory or previously designated location.
- Maintain and monitor the MHAC pharmacy, stock, medical kits and emergency kits within the MHAC and for medical escorts if applicable.
- Provide pre and/or post counselling to migrants or refugees on TB or HIV education, prevention, and management as appropriate.
- Prepare administrative reports and program updates as necessary.
- Support the planning and execution of mobile missions if applicable.
- Assist with pre-departure documents, briefings and preparations as necessary.
- Perform medical escort duties when required to ensure migrants receive continued care throughout all phases of migration (before departure, during the journey and at the final destination).
- Maintain collaborative relationships with various partners to facilitate the follow up and relevant information sharing. Partners include internal IOM departments, other health providers, panel physicians, embassies other UN agencies or NGO’s and others as applicable.

Required Qualifications and Experience
Education
- Bachelor’s degree or Diploma in Nursing from an accredited academic institution in Nursing in countries where the Diploma allows to fulfil the full scope of responsibilities defined in PDs.
- A valid license to practice nursing in the country of duty station.
Experience
- For Bachelor’s Degree holder a minimum of three years of relevant clinical experience and for Diploma holder a minimum of five years of relevant clinical experience.
- Excellent technical skills, including in phlebotomy.
- Training or working experience in the areas of Tuberculosis management, mass immunizations, communicable diseases, laboratory testing or public health is an advantage.
- Knowledge of and experience in clinical nursing.
- Excellent bedside manner.
- Knowledge of principles of preventive care and disease control.
- Knowledge of and experience in implementation of patient safety and infection prevention and control.
- Computer literacy required: MS Office suite (Word, Excel, Access)
