Job Description

 

• • Provide assistance to the implementation of the project activities, namely develop, support and assist with the organization of activities of the project including seminars, workshops, training sessions.
• Assist in the organization of meetings organized by the SPIU coordinator and Project Managers, attend and produce reports and follow up on actions decided during meeting.
• Maintain correspondences and project files for completed and on
– going activities, with electronic archive of program documents and reports
• Draft letters, notes for the record, meeting minutes, agendas, and hand
– outs for the meeting as required
• Maintain an updated list of all stakeholders such as steering committee, Technical committee, consultants etc., their addresses and phone numbers
• Manage and neatly maintain the office of the SPIU Coordinator;
• Read and verify the form and substance of documents submitted to the DG for signature;
• Assist SPIU coordinator in his/her administrative responsibilities;
• Performs such other related duties as may be assigned by the SPIU Coordinator; from time to time

 

Job Profile

 

• • Bachelor’s degree in Business Administration, Secretarial duties, Public Administration, Social Sciences.
In addition, the Position holder should have
• Conscientious, well organized, attentive to detail, and able to handle multiple complex tasks at once.
• Ability to work with minimal supervision, self
– starter, proactive, and a good communicator.
• Strong reporting and presentation skills
• Excellent speaking and writing skills in English and Kinyarwanda.
• A minimum of 3 years of professional work experience in administrative positions
• Computer skills in word processing, spreadsheets, and electronic communications

JOB AT MINISTRY OF ENVIRONMENT : COMMUNICATION AND OUTREACH SPECIALIST : ( Deadline : 02 August 2019 )

 

 

Job Description

• • Support the Ministry of Environment (MoE) in designing and implementing an effective communication strategy, reaching out to all relevant stakeholders
• Produce effective communications materials;
• Support in maintaining and updating the Ministry website especially;
• Support in organizing awareness
– raising events, media trips, Projects campaigns;
• Assist in development of Project publications, fact sheets, booklets, leaflets;
• Assist in organization of meetings/workshops and events at central and local levels;
• Maintain press clips/files clips, films, photos, promotion materials, leaflets, brochures, etc;
• Implement other activities identified in the communication strategy.
• Collaborate with mass media through activities such as organizing projects sites visits , facilitating photo coverage and TV footage and utilizing both web based and traditional media as appropriate
• Help establish, document, review and refine process of working collaboratively with partners, including meetings, joint projects, information sharing
• Support the Ministry to write stories, opinion pieces, press releases and news about important achievements to be placed in the National and international medias well as in local and regional websites
• Assist the MoE with advocacy activities including support to public events, launching ceremonies, celebration of environment and climate change themes, filed visits and workshops
• Assist in preparation of written materials including speeches, talking points, articles, press releases, responses to coverage about the Ministry in the media
• Assist in preparation, organization, and reporting of important sector events including the JSR, SWG, as well as high profile meetings with Government and Development Partners
• Social media: Generate content and management ; provide support to social media accounts in facebook, twitter, and youtube. Work with communications lead to draft and implement an online and social networking strategy which will support and emplify all of the above priority areas
• Produce MoE Annual Report (Edit, Design, Layout…)

 

 

 

Job Profile

 

• Master’s Degree in Communications, Multimedia communications, Marketing, Journalism, Public Relations and Communication, Languages.
• A0 with 5 years of experience in the above fields.

In Addition, the Position holder should have

• Excellence in written and in Oral Communication skills
• Fluency in English and Kinyarwanda
• Knowledge of French an added advantage
• Speaks clearly and persuasively in positive or negative situations;

Job Description

 

• Review and Audit the ENR RBM&E System for system improvement (resolve potential identified problems).
• Update features and capabilities of the ENR RBM&E System
• Work with MoE M&E, ICT teams to review Indicators, Meta data and data values in the system
• Review and redesign where necessary Subsector datasets to reflect revisions generated from both national and district level users
• Integrate geographical coordinates for tracking activities related to water catchment indicators, forestry indicators and other indicators as relevant
• Implement Security protocols including SSL certificate for the application.
• Work with MoE staff to implement a standard application backup mechanism to ensure the safety of the system.
• Build the capacities of the Sector ICT Staff

 

 

Job Profile

• Master’s Degree in computer engineering, information and communication technology, electronics and Telecommunication engineering. Certified in A+N+Linux+ and MCITP or MCSE, MCSA is required; Certification in CCNA and Server is an added advantage
• Or a Bachelor’s Degree with an experience of 5 years in the above fields
Key Technical Skills & Knowledge required:
• Knowledge of Rwanda’s ICT policies and strategies;
• Highly proficient with Microsoft Windows operating systems
• Proficient in Microsoft Office products
• Proficient in basic networking protocols and standards

• Generate analytical/graphical reports for reporting national and subsector level performance.

• • Elaborate and develop a comprehensive five
– year Sector organizational, institutional and individual capacity development plan in view of short and long term training and human development.
• Preparation of annual capacity development plans, budgets and performance contracts by the program and ensure a successful alignment to government’s strategic direction of transformative leadership and citizens’ engagement.
• Coordinate or align training modules to direct beneficiaries of the training on the basis of best practices and the principles of “learning by doing”.
• Provide support on partnership building on capacity building between the Ministry and other relevant government institutions in the country as well as various Legal Training Institutions within and outside the country.
• Develop an international benchmarking framework in collaboration with institutions to support international exposure and hands
– on
– skill development of ENR Sector Staff`
• Develop the required capacity development quality standards and progress monitoring framework across the Projects under the Ministry of Environment.
• Design a training needs assessment tool that can be used as a base
– line measurement and guide for Individual staff training and training plan design.
• Design and implement a strategy for delivering community capacity building and training in areas covered by Strengthening Capacities to ENR Sector Program for socioeconomic transformation of communities
• Ensure that national, local public institutions, Civil Society Organizations and Private Sector technical capacities are strengthened for effective and efficient management of green growth financing mechanisms through trainings.
• Enhance institutional and technical capacity to integrate climate resilience into trans
– boundary water catchment management through training
• Submit scheduled project progress reports on activities, results, resource utilization, and contributions to updating of issue/risk log on capacity building activities of the program.

 

 

 

Job Profile

 

• A Master’s Degree in Education, Human Resource Management, Management, Business Administration or Sociology with 3 years of experience in capacity building area
• Or a Bachelor degree with 5 years in the same field as above.
• Extensive experience in the context of capacity development including production of the required strategies, plans and monitoring frameworks;
• Experience in engaging stakeholders from private and public sectors both in the national and international development context;

Job Description

•Mobilize resources and work with different stakeholders to support Ministry of Environment activities
• Ensuring effective functioning and coordination of Ministry of Environment activities through sector working groups (SWGs) and technical /thematic working groups(TWGs)
• Take responsibility and oversee all technical, organizational and financial management aspects of the Strengthening Capacities to ENR Sector Program in line with the implementation strategies and ensure delivery of key milestones on time and on budget.
• Ensures timely reporting to all stakeholders in the Strengthening Capacities to ENR Sector Program implementation and with high standard of quality reports
• Provides exemplary leadership to staff of the Strengthening Capacities to ENR Sector Program with a high sense of motivation
• Organizing formal Program Management and Program Steering Committee meetings with various project stakeholders
• Providing briefing and support to the Permanent Secretary in her senior level engagement with various stakeholders
• Work with government and donor partners proactively to identify future areas of support in Environment and Climate Change
• Coordinate and ensure timely submission of annual action plans, budgets and procurement plans for all projects managed under Program;
• Monitoring the Program ‘s progress against the Work Plan prepared by the consultants
• Oversee the TAs and other MOE Staff involved in developing and implementation of the Program in the Ministry;
• Ensure regular and quarterly progress reports to facilitate smooth implementation of all programs’ activities
• Other Program Management related duties allocated to him/her from time to time may be assigned by the Permanent Secretary & Ministers

 

 

 

Job Profile

• • Master’s Degree in Business Administration, Economics, Finance, Environment economics, Public Administration, Management, Project management
• A minimum of 5 years of professional experience in project/program management in public, private or international development organizations

In addition, the Position holder should have
• Strong leadership and management skills;
• Good planning and organizational skills
• Able to provide policy and technical advice, and guidance on financial matters, commitment to quality; analytical and problem solving skills; good oral and written communication skills;
• Proficient in Project management software
• Should be fluent in English and/or French.
• Conversant with procedures used in managing Donor funded projects.
• Ability to work effectively both independently and in a team based environment
• Demonstrated willingness to be flexible and adaptable to changing priorities
