Purpose
Principal Technical officer in Charge of Statistics works with the revenue modeling and statistics team by contributing to the achievement of operational, objectives and targets of the team. S/He carry out individual work assignments aimed at verifying, inspecting and confirming internal and external customer’s requests of data addressed to Planning, Research and Statistics Division. This is done typically through analysis and strategic thinking by conducting research and analysis in order to identify performance gaps and solutions to business problems and to recommend innovations to improve business operations.
Key duties and responsibilities
Collect, clean, analyse, and produce timely reports of RRA frequently used statistical data (Arrears, Audits, Refunds) etc.,
Ensure proper backups and classification of statistical data on the RRA server,
Participate in Producing TADAT related statistics,
Collect and prepare data for Ad-hoc requests,
Contribute to populating data on the online portals used for International Publications (ISORA by IMF, ATO by ATAF, etc),
Perform any other duties related to RRA business as assigned by line manager.

Purpose
The Professional in charge of IT systems audit is a technical expert in IT audit. S/he is responsible for managing of internal Information Systems (IS) audit work plan and execution, as well as ensuring that internal, external, and OAG audit recommendations are implemented accordingly. The jobholder monitors the Authority’s Information System security, and review computer fraud to ensure the technology is in place and system controls are adequate to meet business objectives and customer needs.

Participates in development of the annual audit Plan for the unit determining work priorities and schedules.
Review IT audit programmes and testing procedures relevant to RRA strategic business objectives.
Prepare unit annual action plan, budgets and monitor their implementation.
Prepares timely audit reports for executive organ and the Board audit Committee.
Identify key business risks to RRA information systems, evaluate and test controls and make recommendations for improvement.
Communicate assigned tasks to audit teams in a clear and concise manner to ensure high quality, accurate and efficient results.
Monitor application of audit procedures and methodology and general accepted auditing standards to reviews to ensure adequacy of internal controls, compliance with policies, procedures and professiona

Review information systems facilities and services to determine the adequacy of the RRA’s logical controls, change control, backup and recovery procedures, and business continuity management
Evaluate information system controls to ensure that information management is accurate, adequate, and reliable for decision-making
Follow up on audit recommendations to ensure that implementation of recommendations is undertaken.

Build, test, and maintain database pipeline architectures
Build the infrastructure required for optimal extraction, transformation, and loading of data from a wide variety of RRA data sources using SQL and AWS ‘big data’ technologies
Create data tools for analytics and data scientist team members that assist them in building and optimizing product into an innovative industry leader
Develops and maintains scalable data pipelines and builds out new API integrations to support continuing increases in data volume and complexity
Collaborates with data science and business teams to improve data models that feed business intelligence tools, increasing data accessibility and fostering data-driven decision making across the organ

The job purpose for the Professional in Charge of Research and Policy Analysis is to: independently identify and document specific economic trends, revenue collection performance, prevailing challenges and opportunities and conduct relevant research and policy analysis to inform decisions on both tax policy and administrative measures to improve tax compliance, efficiency and effectiveness in tax administration and revenue collection.
Key duties and responsibilities
Conduct impact evaluation of RRA initiatives aimed at improving compliance, boosting revenues and modernizing the tax administration (Incl. Customer satisfaction and Taxpayer perception surveys)
Conduct research on widening the tax base and issues of tax compliance
Formulate tax policy proposals and perform both pre-and post-implementation impact analysis of various tax policies on revenue collection
Benchmark on evolving tax policy landscape with other countries and work with relevant stakeholders to formulate appropriate tax policy proposals
Ensure research recommendations are fully implemented
Provide guidance and support to junior researchers in the team
Ensure and adhere to proper planning and reporting of activities following RRA reporting requirements
