Associate Protection Officer Organizational Setting and Work Relationships The Associate Protection Officer reports to the Protection Officer or the Senior Protection Officer. Depending on the size and structure of the Office, the incumbent may have supervisory responsibility for protection staff including community-based protection registration, resettlement and education. S/he provides functional protection guidance to information management and programme staff on all protection/legal matters and accountabilities. These include: statelessness (in line with the campaign to End Statelessness by 2024), Global Compact on Refugees (GCR) commitments, age, gender, diversity (AGD) and accountability to affected populations (AAP) through community-based protection, Child protection, Gender-Based Violence (GBV) prevention and response, gender equality, disability inclusion, youth empowerment, psycho-social support and PSEA, registration, asylum/refugee status determination, resettlement, local integration, voluntary repatriation, human rights standards integration, national legislation, judicial engagement, predictable and decisive engagement in situations of internal displacement and engagement in wider mixed movement and climate change/disaster-related displacement responses. S/he supervises protection standards, operational procedures and practices in protection delivery in line with international standards. The Associate Protection Officer is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern, ensuring that operational responses in all sectors mainstream protection methodologies and integrate protection safeguards. The incumbent contributes to the design of a comprehensive protection strategy and represents the organization externally on protection doctrine and policy as guided by the supervisor. S/he also ensures that persons of concern are meaningfully engaged in the decisions that affect them and support programme design and adaptations that are influenced by the concerns, priorities and capacities of persons of concern. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, authorities, protection and assistance partners as well as a broader network of stakeholders who can contribute to enhancing protection. Nature of Position:
Field Office Karangi is one of the field offices the UNHCR Representation Office in Rwanda that provides assistance to a refugee population mainly refugees from the Democratic Republic of Congo who have been on the Rwandan territory since 1996 and Burundian refugees who moved to Rwanda due to the volatile situation in Burundi since April 2015. Field Office Karongi manages Kiziba refugee camp (hosting 17,000 Congolese refugees) and two transit centres of Nyarushishi and Kijote. P2, Associate Protection Officer reports to the Head of Field Office. He/she will provide functional protection guidance to information management and programme staff on all protection/legal matters and accountabilities in line with the two Rwandan returnees border points with DRC of Ruzizi and Rubavu. The position supervises two AWF and 4 national staff involved in child protection, refugee reception, detention, and returnee monitoring.
Living and Working Conditions:
Field Office Karongi is designated as a family duty station, category C. Security situation in Karongi district is generally good with no reported security incidents. Local transport to the capital city of Kigali is easily accessible. Accommodation is readily available with good standards with rent ranging reasonably from 250 to 1000 USD. Basic health care services are available in the district hospital although staff travel to Kigali for better or specialized services at the UN Dispensary and other hospitals. Groceries are also always available at the local markets and shops in the district. There are no international schools in schools in Karongi.

Nature of Position:
The Associate Resettlement & Complementary Pathways Officer position will be located at UNHCR Kabarore Field Office in Gatsibo District, Eastern Province, Rwanda. The field office oversees humanitarian activities and interventions in the Nyabiheke refugee camp, which hosts approximately 13,400 Congolese refugees from the DRC, who are in a protracted situation. By virtue of their profile, a vast majority of the refugees in Nyabiheke camp meet the criteria for resettlement. Other alternative durable solutions are however being pursued for this population in order to bring an end to their refugee situation.
Under the direct supervision of the Resettlement & Complementary Pathways Officer in Kabarore Field Office, the incumbent’s primary role is to support in resettlement case processing to attain the allocated resettlement quotas. The incumbent will take part in assessing cases for resettlement and conducting resettlement case interviews and reviews, as well as monitoring procedural compliance and quality of case submissions. The incumbent will also provide continuous support to resettlement activities by ensuring that resettlement polices are correctly implemented and that the operation is supported in establishing comprehensive protection and solutions strategies. The incumbent’s role may involve managerial responsibilities in supervising, coaching and training junior staff, and assisting in implementing organizational objectives and priorities.
Desired Candidate Profile
Incumbent should have solid experience in refugee casework; i.e., ability to interview refugees, assess their resettlement eligibility and need, and draft high quality reports. The incumbent should also demonstrate ability to review RRFs and build capacity of junior staff through continuous coaching. The ability to work to meet the set target in a high-paced environment through effective written/ oral communication skills and ability to coordinate amongst different units on cross-cutting issues.
Living and Working Conditions:
Location
Kabarore Field Office in Gatsibo District, Eastern Province, Rwanda. The distance from Kigali is approximately 120 KM and takes about 2 ½ – 3 hours by road. There is no alternative means of travel.
Transport
The office is located along a major highway and easily accessible using public transport. It is within walking distance from any part of the town. There is reliable and affordable public transport between Kabarore and Kigali. Most staff members opt to travel to Kigali most during weekends.
Security
The security situation in Kabarore-Gatsibo District is generally good and designated as family duty station. Few incidents of house break ins have been reported where the compounds are not well secured.
Accommodation and amenities
Houses of good standards are generally not available. However, the few that are available are already occupied with rent ranging from 250 USD to 1000 USD. Due to the limited number of furnished houses, landlords may demand advance payment of rent to enable them to furnish and/or upgrade the house to a desired standard.
Basic health care services are available in the district hospital although staff travel to Kigali for better or specialized services at the UN Dispensary and other hospitals. Local pharmacies are not well stocked.
Groceries are available at the local markets and shops within the district; however, the variety is limited and staff requiring very specific items often have to source them in Kigali.
There are no international schools in schools in Kabarore.
Social life
There is no hang out or recreation facility in Kabarore. However, staff members who enjoy outdoor sport including biking or hiking can always enjoy the scenic views around Kabarore.
Places of worship are many in Kabarore but the main language of communication is Kinyarwanda.

The Associate Resettlement & Complementary Pathways Officer position will be located at UNHCR Kabarore Field Office in Gatsibo District, Eastern Province, Rwanda. The field office oversees humanitarian activities and interventions in the Nyabiheke refugee camp, which hosts approximately 13,400 Congolese refugees from the DRC, who are in a protracted situation. By virtue of their profile, a vast majority of the refugees in Nyabiheke camp meet the criteria for resettlement. Other alternative durable solutions are however being pursued for this population in order to bring an end to their refugee situation.
Under the direct supervision of the Resettlement & Complementary Pathways Officer in Kabarore Field Office, the incumbent’s primary role is to support in resettlement case processing to attain the allocated resettlement quotas. The incumbent will take part in assessing cases for resettlement and conducting resettlement case interviews and reviews, as well as monitoring procedural compliance and quality of case submissions. The incumbent will also provide continuous support to resettlement activities by ensuring that resettlement polices are correctly implemented and that the operation is supported in establishing comprehensive protection and solutions strategies. The incumbent’s role may involve managerial responsibilities in supervising, coaching and training junior staff, and assisting in implementing organizational objectives and priorities.
Desired Candidate Profile
Incumbent should have solid experience in refugee casework; i.e., ability to interview refugees, assess their resettlement eligibility and need, and draft high quality reports. The incumbent should also demonstrate ability to review RRFs and build capacity of junior staff through continuous coaching. Location
Kabarore Field Office in Gatsibo District, Eastern Province, Rwanda. The distance from Kigali is approximately 120 KM and takes about 2 ½ – 3 hours by road. There is no alternative means of travel.
Transport
The office is located along a major highway and easily accessible using public transport. It is within walking distance from any part of the town. There is reliable and affordable public transport between Kabarore and Kigali. Most staff members opt to travel to Kigali most during weekends.
Security
The security situation in Kabarore-Gatsibo District is generally good and designated as family duty station. Few incidents of house break ins have been reported where the compounds are not well secured.
Accommodation and amenities
Houses of good standards are generally not available. However, the few that are available are already occupied with rent ranging from 250 USD to 1000 USD. Due to the limited number of furnished houses, landlords may demand advance payment of rent to enable them to furnish and/or upgrade the house to a desired standard.
Basic health care services are available in the district hospital although staff travel to Kigali for better or specialized services at the UN Dispensary and other hospitals. Local pharmacies are not well stocked.
Groceries are available at the local markets and shops within the district; however, the variety is limited and staff requiring very specific items often have to source them in Kigali.
There are no international schools in schools in Kabarore.
Social life
There is no hang out or recreation facility in Kabarore. However, staff members who enjoy outdoor sport including biking or hiking can always enjoy the scenic views around Kabarore.
Places of worship are many in Kabarore but the main language of communication is Kinyarwanda.

Head of Field Office Organizational Setting and Work Relationships Head of a UNHCR Field Office (HoFO) is a senior managerial position within a given country operation. The incumbent carries the full delegated authority of the UNHCR Representative (or the country Manager or Head of Sub-Office) of the country, who will exercise entire supervisory managerial responsibility over the position. The position, on the other hand, provides all information on developments in relation to the protection (legal protection issues relating to the persons of concern to UNHCR), security (Physical security in relation to the UNCR staff and the persons of concern to UNHCR) and operational matters (programme and office management / administration) within the domain of its geographical area of responsibility to the UNHCR Representative (or the country manager) on a regular and timely manner. Subject to the specific legal or socio economic or security developments in the Area of Responsibility (AOR), Representative will direct and guide the Head of Field Office to take the most appropriate course of action. Concerning overall physical security concerns, HoFO will liaise directly with the competent UN security coordinator while keeping the UNHCR Representative fully informed. Since 2019, UNHCR Rwanda is providing protection and assistance to refugees and asylum seekers evacuated from Libya to the Gashora Transit center (Nyamata Field Office).
Libya is a major transit route for refugees hoping to reach safety in Europe through the Mediterranean Sea. The unstable situation combined with periodic fighting has further muddied the situation and caused widespread suffering. Many refugees and asylum seekers in the country have been held under dire conditions, including detention, where abuse is rife and violence a potent threat. UNHCR has been at the forefront in efforts to assist the most vulnerable, including relocating refugees and asylum seekers to safe and secure places outside Libya.
Through the MoU signed in 2019, UNHCR in collaboration with the Government of Rwanda (GoR) and the African Union (AU) established an Emergency Transit Mechanism (ETM) in Gashora Sector, Bugesera District, Rwanda. This followed the establishment of a similar centre in Niger in 2017. The ETM can currently support up to 700 refugees and asylum seekers (at any given time). Its main aim is to temporarily host refugees and asylum seekers who have undertaken voluntary evacuation from Libya. While in the ETM, asylum seekers go through refugee case processing undertaken by UNHCR to determine if they meet the requirements for durable solutions which mainly involves resettlement to a third country.
The ETM remains an important mechanism to provide legal remedies for refugee and asylum seeker departure from Libya which is a challenge for UNHCR in view of the absence of asylum legal framework and lawful refugee status in the country.
The Head of Field Office Nyamata reports to the Deputy Representative (Operations), ensures that the following main areas of responsibilities are effectively and efficiently handled:
- Co-Coordinate with the government counterpart the Refugee Coordination Mechanism.
- Coordinate delivery of protection and assistant to people we serve directly by UNCHR and through the project-partners;
- Ensure effective case processing (including, Registration/Verification, Refugee Status Determination and Resettlement) in safe environment;
- Explore and implement Durable Solutions in favor of the People we Serve,
- Ensure safety and security for humanitarian workers (UNHCR and partners) as well as for the People we Serve at the Workplaces as well as at the ETM Centre;
- The incumbent will need to have strong proven leadership, monitoring and planning, negotiating as well as communication skills to lead large team of staff and to interact with the various levels of government authorities and partners
Living and Working Conditions:
Nyamata Field Office is in Nyamata town, which is the headquarter of Bugesera District, Eastern Province of Rwanda. It is about 36 km away from Kigali, Rwanda’s capital, and is accessible by public transport. It is considered as part of the larger Kigali metropolitan area and has been earmarked as the location for a possible new international airport (currently under construction) to serve Kigali and the rest of the nation, replacing Kigali International Airport.
The area has a higher average daytime temperature than the Rwandan average, and lower precipitation, which sometimes lead to droughts. It is situated along one of the major highways connecting Rwanda to Burundi.
Nyamata town is still developing and has one market where local traders bring their vegetables and fruits on two days of the week. The local market may not offer variety, as most of the residents are involved in subsistence farming. There are several grocery stores but are often not adequately stocked with international products. As such, staff would normally do most of their shopping in Kigali during the weekends.
The residents of Nyamata are generally friendly, but most of them are only able to communicate in the Kinyarwanda language. Housing is not a big challenge, although the available houses may need adjustmentss. As such, it may take staff up to a few weeks to identify a suitable house. There has been no security incident reported concerning international staff.
There are 2 banks available in Nyamata: COGEBANK and Bank of Kigali, and one Visa enabled ATM machine, which only dispenses Rwandan francs. There is FOREX bureau in Nyamata, and staff can convert their currency locally or while in Kigali. Other major banks such as I & M Bank and KCB are however accessible in Kigali

Since 2019, UNHCR Rwanda is providing protection and assistance to refugees and asylum seekers evacuated from Libya to the Gashora Transit center (Nyamata Field Office).
Libya is a major transit route for refugees hoping to reach safety in Europe through the Mediterranean Sea. The unstable situation combined with periodic fighting has further muddied the situation and caused widespread suffering. Many refugees and asylum seekers in the country have been held under dire conditions, including detention, where abuse is rife and violence a potent threat. UNHCR has been at the forefront in efforts to assist the most vulnerable, including relocating refugees and asylum seekers to safe and secure places outside Libya.
Through the MoU signed in 2019, UNHCR in collaboration with the Government of Rwanda (GoR) and the African Union (AU) established an Emergency Transit Mechanism (ETM) in Gashora Sector, Bugesera District, Rwanda. This followed the establishment of a similar centre in Niger in 2017. The ETM can currently support up to 700 refugees and asylum seekers (at any given time). Its main aim is to temporarily host refugees and asylum seekers who have undertaken voluntary evacuation from Libya. While in the ETM, asylum seekers go through refugee case processing undertaken by UNHCR to determine if they meet the requirements for durable solutions which mainly involves resettlement to a third country.
The ETM remains an important mechanism to provide legal remedies for refugee and asylum seeker departure from Libya which is a challenge for UNHCR in view of the absence of asylum legal framework and lawful refugee status in the country.
The Head of Field Office Nyamata reports to the Deputy Representative (Operations), ensures that the following main areas of responsibilities are effectively and efficiently handled:
- Co-Coordinate with the government counterpart the Refugee Coordination Mechanism.
- Coordinate delivery of protection and assistant to people we serve directly by UNCHR and through the project-partners;
- Ensure effective case processing (including, Registration/Verification, Refugee Status Determination and Resettlement) in safe environment;
- Explore and implement Durable Solutions in favor of the People we Serve,
- Ensure safety and security for humanitarian workers (UNHCR and partners) as well as for the People we Serve at the Workplaces as well as at the ETM Centre;
- The incumbent will need to have strong proven leadership, monitoring and planning, negotiating as well as communication skills to lead large team of staff and to interact with the various levels of government authorities and partners
Living and Working Conditions:
Nyamata Field Office is in Nyamata town, which is the headquarter of Bugesera District, Eastern Province of Rwanda. It is about 36 km away from Kigali, Rwanda’s capital, and is accessible by public transport. It is considered as part of the larger Kigali metropolitan area and has been earmarked as the location for a possible new international airport (currently under construction) to serve Kigali and the rest of the nation, replacing Kigali International Airport.
The area has a higher average daytime temperature than the Rwandan average, and lower precipitation, which sometimes lead to droughts. It is situated along one of the major highways connecting Rwanda to Burundi.
Nyamata town is still developing and has one market where local traders bring their vegetables and fruits on two days of the week. The local market may not offer variety, as most of the residents are involved in subsistence farming. There are several grocery stores but are often not adequately stocked with international products. As such, staff would normally do most of their shopping in Kigali during the weekends.
The residents of Nyamata are generally friendly, but most of them are only able to communicate in the Kinyarwanda language. Housing is not a big challenge, although the available houses may need adjustmentss. As such, it may take staff up to a few weeks to identify a suitable house. There has been no security incident reported concerning international staff.
There are 2 banks available in Nyamata: COGEBANK and Bank of Kigali, and one Visa enabled ATM machine, which only dispenses Rwandan francs. There is FOREX bureau in Nyamata, and staff can convert their currency locally or while in Kigali. Other major banks such as I & M Bank and KCB are however accessible in Kigali

Nature of Position:
The UNHCR Representation Office in Rwanda principally consists of a refugee population mainly from the Democratic Republic of Congo who have been on the Rwandan territory since 1996 in addition to Burundian refugees who moved to Rwanda due to the volatile Burundi situation since April 2015. There is also a small population of Rwandan refugees returning after many years in exile. The operation comprises the Country Office in Kigali, Sub office Kirehe, Field office Karongi, Kabaroroe as well as Huye. Rwanda operation is currently undertaking a voluntary repatriation to Burundi.
Kigali office supports a workforce of approx. 335 staff members in Rwanda with the incumbent of the position being expected to work under the direct supervision of the Senior Admin Officer supervising a team of 4 national staff ‘ 1 national officer and 3 general staff. UNHCR Rwanda is provided protection service and assistance to about 127,221 to assist (as at 01/10/2022). This statistic includes mainly refugees from the Democratic Republic of the Congo (76,238 persons) and from Burundi (50,291 persons); about 9,500 people at risk of statelessness are recorded. The Operation is also providing emergency protection solution to refugees and asylum seekers evacuated from Libya; this group is hosted in an emergency transit center (586 persons hosted at the end of September).
Refugees are hosted in five refugees camps and in the emergency transit center (ETM). About 10% of refugees are living in urban areas. UNHCR has 1 Sub-Office (Kirehe), 3 field offices (Huye, Nyamata and Kiziba) and 1 Field Unit (Kabarore).
The Programme Unit in Kigali is supervising all the programme activities. The unit has 16 staff including a programme officer and various technical experts (health, WASH, Shelter, CBI, Energy/Environment).
In 2022 UNHCR Rwanda has 11 partnership agreements with 11 partners including 3 national NGO and a Government entity. A consolidation of partners was done for 2023, leaving the Operation with 8 partners for 2023.
The Government policies towards refugees are inclusive and provide an opportunity for refugees to be included in the socio-economic tissue. Refugees are allowed to work and settlement out of camps if they could sustain themselves. UNHCR is co-chairing the refugee coordination meetings with the Ministry in Charge of Emergency Management (MINEMA).
