These positions will be based at various district locations in Rwanda.

8. Sector Storekeeper – 85 positions

Key Roles and Responsibilities:

Keep and update stock cards, ledger book for each item in the sector store, Stick barcode serial numbers on insecticide bottles/sachets and scan the barcode for each of the insecticide bottles or sachets you are giving out to the Team Leader, Submit weekly and monthly reports on the sector store, Take care of the cleanliness and the good maintenance of the sector store, Oversee daily store operations and maintain stocks according to prescribed inventory system, Ensure proper storage and identification of all IRS commodities, Keep track of receipts, records and withdrawals of all IRS commodities in the sector store, Ensure timely replenishment of needed supplies in consultation with the Logistics Assistant and District Storekeeper, Collaborate with Sector coordinator in facilitating training programs for IRS spray operators, line manage washers, pump cleaners and guards at sector level.

Key Roles and Responsibilities:

Manage robust IRS campaign planning efforts in assigned geographical area, including quantification of insecticides and equipment needs; identification and recruitment of spray teams; logistical planning for IRS distribution and transportation; insecticide and equipment storage, security, and environmental safety; and coordination with provincial level Ministry of Health counterparts, Oversee the recruitment, training, and supervision of spray teams and IRS spray operators and track inventory distribution and storage of materials, work with the logistics and procurement team to support procurement of IRS materials, Supervise IRS implementation and contribute to the trainings conducted in the assigned geographical area. Ensure that routine program tracking and reporting are in place and delivered on time, Supervise and monitor field data collection with project M&E team, Manage the community mobilization and SBCC/IEC campaigns and data collection process, Ensure that all risk prevention and environmental compliance measures are fully implemented and work closely with the project environmental compliance staff and district officers to address relevant issues, Prepare weekly and other activity reports as directed by the project Operations Manager.

The Side Effects Coordinator is responsible for safe transportation, storage, and use of all insecticide, and is responsible to effectively coordinate with District Coordinator, Environmental Compliance Officer and Operation Manager to ensure understanding and safety of all involved in IRS operations, Visit IRS operational sites to familiarize his/herself with safety information contained in the Material Safety Data Sheet (MSDS), ensure all health facility received a copy MSDS during IRS operations, in collaboration with EC Officer  facilitate safety training on the exposure to insecticides or accidental insecticide poisoning to health professional involved in IRS Campaign, Discuss all potential safety concerns and Emergency Plan, emergency equipment and explain emergency procedures, such as the fire extinguisher in case of fire with the Line Managers and key department heads to be followed during IRS spray campaign, Document any incident report occurred in field and share the report with the District coordinator, ECO and Operation manager, Work closely with storekeepers to ensure all the occupational health and safety procedures are followed, Work closely with operation site coordinators and supervisors to ensure insecticide mixing procedures are followed and that the insecticides containers are well handled and well stored for disposal, Continual supervision of spray operations throughout the spray season and completion of smartphone-based checklists as guided by the IRS Best Management Practices, Oversight of IRS solid and liquid waste management activities during IRS operations (waste handling, segregation, storage, and transportation) to be sure that the wastes are managed responsibly.

; Assist the spray team to achieve spray targets by diagnose common problems with the sprayer, identify the root causes; Perform the correct steps to fix common pumps problems and demonstrate proper calibration; contribute to good environmental compliance practices by ensuring proper maintenance and quick repairs of sprayer Pumps;  responsible of lifespan for the spray pumps  by ensuring the care and proper handling of sprayer pumps at operation sites; communicate with spray operators, supervisors to help the spray team to achieve spray targets

Preferred Skills / Prerequisites:

  • Excellent interpersonal communications and knowledge of Kinyarwanda is compulsory
  • Demonstrated knowledge of testing and calibrating the spray pump
  • Installation of Control Flow Valve and ability check the nozzle and the screen filters to ensure they are not clogged.

The Indoor Residual Spraying Project funded by the United States President’s Malaria Initiative (PM) through United State of Agency for International Development (USAID), provides support in planning and implementation of Indoor Residual Spraying (IRS) in Rwanda, in collaboration with the Ministry of Health (RBC/MOH), with the overall goal of reducing the burden of malaria. This is through conducting cost-effective commodity procurement and logistics systems, access to technical expertise, prevention, and management of undesired exposure to insecticide or accidental insecticide poisoning during the spray campaign, training, and timely implementation of IRS in districts affected by malaria. Abt Associates is seeking to fill various temporary district and sector positions for (IRS) project in PMI, Government of Rwanda and Global Fund supported districts as part of a large global-wide program funded by PMI/ USAID. These positions will be based at various district locations in Rwanda.

6. Sector Coordinator – 85 positions

Key Roles and Responsibilities:

Provide overall oversight, leadership, and management of IRS activities at sector level, Responsible for overseeing all daily administrative operations for the sector, including allocation of spray teams to sector supervisors and team leaders, Supervises and provides direction to staff at the sector, Responsible for managing sector level project deliverables including planning and coordination of all activities for IRS program in collaboration with District Coordinator, Lead efforts in facilitating activities at the sector level; ensure timely implementation and smooth operation of program spraying activities, Provide oversight on property management and inventory control at the sector, Collaborate with District Coordinator in facilitating and conducting training programs for IRS spray operators, mobilizers, washers, and guards at district level.

Preferred Skills / Prerequisites:

  • Must possess good communication and interpersonal skills
  • Knowledge of spoken and written English, French or of both, Proficiency in Kinyarwanda is compulsory
  • Willingness and flexibility to work long hours
  • Computer skills (Excel and Microsoft Word)
  • Prior IRS training and experience is an advantage

Organize district level mobilization campaigns for IRS activities in collaboration with district health officials and promote the IRS project in the community, Coordinate district IEC and public relation activities in the district, Coordinate training session for community mobilizers, Prepare District Mobilization plan for IEC activities, Supervise and monitor mobilization and IRS implementations in the district, Mobilize communities through organizing workshops in collaboration with local leaders, Document all mobilization activities and share results with the IRS team, Produce daily updates and submit weekly reports to District Coordinator.

Keep and update stock cards of each item in the district warehouse, Submit weekly and monthly reports on the district warehouse, Take care of the cleanliness and the good maintenance of the district warehouse, Oversee daily store operations and maintain stocks according to prescribed inventory system, Ensure proper storage and identification of all IRS commodities, Keep track of receipts, records and withdrawals of all IRS commodities in the district warehouse, Conduct weekly field supervisions in the sector stores and ensure proper recording of IRS materials at sector stores, Ensure timely replenishment of needed supplies in consultation with the Logistics Assistant, District Coordinator and Logistics Coordinator

Facilitate the purchase of required commodities in field stations, Ensure proper management of district warehouse in accordance with Abt Associates and USAID regulations, Submit inventory reports and other relevant after IRS spray campaign, Ensure vehicle log books are completed accurately by drivers, Oversees the district logistics operation in collaboration with the District Coordinator and Logistics Coordinator, Collect supply requests from project sites and liaise with the Logistics Coordinator and District Coordinator to monitor progress of dispatch of requested supplies to field warehouses and stores, Plan and organise daily and weekly projections of logistics needs and movement in the district, Assist in carrying out a quarterly inventory of all Abt Associates equipment and stocks and report to the Logistics Coordinator, Ensure regular follow up of the hired project vehicles in the field and solicit other vehicles when required for project activities in liaison with the District Coordinator and Logistics Coordinator.
