The Opportunity

As the PMI Evolve Entomology MEL Specialist, you will be responsible for managing and implementing monitoring, evaluation and learning functions for PMI Evolve entomology activities. You will play an important role in collecting, managing, and analyzing entomology data to inform evidence-driven decisions. Core Responsibilities

  • Ensure consistent and ongoing coordination and communication among project team members and/or subcontractors to support timely and high-quality data collection, data entry and data cleaning activities.
  • Manage entomological data entry and data cleaning activities, and regularly monitor data quality within the DHIS2-based data management system.
  • Support the maintenance of the project’s DHIS2-based data management system by regularly updating key documentation and communicating configuration requirements.
  • Support the testing and implementation of MEL tools and systems, including but not limited to mobile data collection, DHIS2-based programs, etc.
  • Provide support to the lead entomologist(s) in the development of summary data tables, figures and dashboard items for reports and presentations.
  • Lead training of data entry clerks, technicians, or other key stakeholders on the use of standard project MEL tools and practices
  • Work with key stakeholders and partner organizations to respond to entomological data requests and exports.
  • Support activities focused on capacity strengthening for relevant stakeholders and activities related to integration of entomology data into national systems.

Minimum requirements

  • Bachelor’s degree + 2 years of relevant experience, or master’s degree

Preferred qualifications

  • Proven track record in managing data collection, data management, analysis and reporting activities; experience with USAID-funded is projects preferred.
  • Demonstrated experience in using Excel is required.
  • Experience using DHIS2 and mobile data collection platforms (DHIS2, ODK, CommCare, or other similar programs) is highly desirable.
  • Strong analytic and quantitative database management skills and report writing.
  • Good interpersonal, communication and analytical skills
  • English language fluency and Kinyarwanda proficiency
  • Willingness to travel to the field to provide on-site support as needed.

The Opportunity

As the Rwanda Gender Equality and Social Inclusion (GESI) and Safeguarding Manager, you will be responsible for integrating GESI considerations across PMI Evolve activities in [country] and overseeing the development and implementation of safeguarding activities. Project Description

The PMI Evolve Project supports the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control strategy with the overall goal of reducing the burden of malaria while promoting equity to sustain malaria gains. Abt has implemented integrated vector control for PMI since 2011, delivering high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new approaches for larval source management (LSM). Additionally, Abt’s PMI-funded work manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to inform malaria vector control trends, strategies, and impact. Under the PMI Evolve Project, Abt will further its delivery of integrated vector control programs by partnering with local communities, organizations, and governments to co-design and co-implement tailored malaria vector control programs. The end goal is fighting malaria while strengthening local capacity to sustain malaria gains.

Core Responsibilities

  • In collaboration with the Global Support Team Safeguarding Specialist, develop a Safeguarding Action Plan with clear guidance and approaches for creating respectful work environments, protecting individuals from discrimination, and mechanisms for reporting any incidents.
  • Operationalize the Safeguarding Action Plan including raising awareness and building the capacity of the project staff, seasonal workers, and partners about Abt’s policies and protocols for protecting project staff, subcontractors, partners, and community members from harm.
  • In collaboration with Global Support Team staff, develop or adapt GESI and safeguarding trainings; lead GESI and safeguarding trainings for project staff and partners.
  • Lead sensitization of project staff, seasonal workers, partners, and community members on reporting and referral mechanisms whenever there are concerns of a possible violation of the safeguarding policies.
  • Collaborate with country teams to engage partners and host governments on GESI and safeguarding, ensuring that equity and inclusion are modeled throughout the project.
  • When necessary, support the investigation manager during investigations of safeguarding violations, including coordination of logistics for the investigation.
  • Lead the development of country specific GESI project activities in annual work planning.
  • Lead the integration of GESI into [country] project activities including increasing diversity of seasonal workers; identifying new opportunities to engage women in male dominated fields such as entomology; ensuring accessibility at IRS operational sites for men and women; increasing opportunities for inclusive community engagement; and implementing tailored vector control activities to reach the unreached.
  • Contribute to contractual reporting related to GESI and safeguarding.
  • Represent the project in internal and external safeguarding and GESI related meetings.

The Opportunity

As the IRS Coordinator, under supervision of the vector control manager, you will focus on programmatic and management oversight for all aspects of the PMI Evolve project’s indoor residual spraying (IRS) operations in your assigned district(s), including spray campaign planning, technical assistance and training, logistical and operational support and supervision, and activity tracking and reporting. Abt has implemented integrated vector control for PMI since 2011, delivering high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new approaches for larval source management (LSM). Additionally, Abt’s PMI-funded work manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to inform malaria vector control trends, strategies, and impact. Under the PMI Evolve Project, Abt will further its delivery of integrated vector control programs by partnering with local communities, organizations, and governments to co-design and co-implement tailored malaria vector control programs. The end goal is fighting malaria while strengthening local capacity to sustain malaria gains.

Core Responsibilities

  • Manage robust IRS campaign planning efforts in assigned geographical area, including quantification of insecticides and equipment needs; identification and recruitment of spray teams; logistical planning for IRS distribution and transportation; insecticide and equipment storage, security, and environmental safety; and coordination with provincial/district level Ministry of Health counterparts.
  • Work in collaboration with the malaria and IRS focal point persons at the Provincial or District Health Office to manage the planning and coordination of IRS activities.
  • Oversee the recruitment, training, and supervision of spray teams and IRS spray operators.
  • Supervise and track inventory distribution and storage of materials, work with the logistics and procurement team to support procurement of IRS materials.
  • Supervise IRS implementation and contribute to the trainings conducted in the assigned geographical area.
  • Ensure that routine program tracking and reporting are in place and delivered on time.
  • Supervise and monitor field data collection with project M&E team.
  • Manage the community mobilization and SBCC/IEC campaigns and data collection process in close coordination with IEC coordinator (as applicable).
  • Ensure that all risk prevention and environmental compliance measures are fully implemented and work closely with the project environmental compliance staff and district/province officers to address relevant issues.
  • Facilitate communication between the districts in the assigned geographic area and the project office.
  • Represent the program at meetings with community leaders and local steering committees.
  • Prepare weekly and other activity reports as directed by the project Vector Control Manager.
  • Assist with other activities in-country as needed.
  • Contribute, in close coordination with the Vector Control Manager, to the development and delivery of the country capacity building plan to transfer integrated vector control skills to local institutions.
  • Promote targeting, integration, and equity (gender equity, hard-to-reach populations, etc.) of project’s vector control strategies and activities.
  • The position requires frequent travel to field sites to support and oversee district and community level operations and activities.

Minimum Qualifications

  • High school diploma + 4 years or bachelor’s degree + two years of relevant experience, or master’s degree + zero years of relevant experience,

Preferred Qualifications

  • Bachelor’s degree in public health, Business Administration, or another relevant field.
  • At least two (2) years of relevant professional work experience, with significant amounts of experience directly in vector control.
  • Experience in regulatory and operational aspects of insecticide use and management.
  • Demonstrated ability to work with minimum direction and supervision.
  • Demonstrated ability to work both as a member of a team and as a team leader, with the ability to accept the inputs of other team members.
  • Strong management and planning skills of project tasks and budgets.
  • Demonstrated production of high-quality work in a timely, cost-effective manner and excellent writing skills.
  • Excellent interpersonal communications, and organizational skills.
  • Excellent computer skills, computer software programs, including MS Word, Excel, and PowerPoint.
  • Experience with USAID-funded programs and/or other international development experience.
  • English and Kinyarwanda language fluency.
