Senior Inter-Agency Coordination Associate

Organizational Setting and Work Relationships
The Senior Inter-Agency Coordination Associate is a member of the Inter-Agency Coordination and Information Unit andreports to the (Senior) Inter-Agency Coordination Officer. The incumbent receives regular guidance and advice from the supervisor. S/he participates in meetings/working groups related to the Refugee Coordination Model and Structure to provide support on coordination work on common processes.
The Senior Inter-Agency Coordination Associate may supervise some support staff.

Duties

– Provide support to the supervisor to bridge between the Inter-Sector and the Sectors/Sub-sectors as well as the Task Forces.
– Contribute to the implementation at the Sector/Sub-sectors level of the comprehensive coordination strategies and empowerment of coordination mechanisms in line with the Inter-Sector Coordinator vision, strategy and guidance.
– Provide support to the inter-Sector and Sectors/Sub-sectors Coordinators in the preparation of Inter-Sector and Sector/Sub-sectors strategies, work plans, budgets and other planning documents which will feed into the main Regional Refugee Response plan.
– Support to optimize complementarity between the Inter-Sector and Sectors/Sub-sectors activities by supporting building on a series of common processes.
– Support promoting consistency in coordination standards and capacity between/among Sectors/Sub-sectors.
– Ensure cross-cutting issues, including gender equality programming, are properly reflected in Sectors/Sub-sectors activities.
– Coordinate, identify, process and elevate relevant topics/issues to the supervisor referring to UNHCR policy decisions and guidance, when needed.
– Coordinate quality, timely and effective support to the Inter-Sector and Sectors/Sub-sectors ensuring at the same time that gender equality and gender with age marker is part of the working/sub-working group’s agendas and work plans.
– Act as the information management focal point for the Sectors/Sub-sectors under responsibility, with duty to collect and compile data on activities, analyse and present information on the sector activities in a concise manner, and support the Inter-Sector and Sector/Sub-Sectors Coordinators in writing of sector specific reports as narratives and info-graphics.
– Facilitate the flow of information between the Inter-Sector and Sectors/Sub-sectors, update and maintain the relevant pages at the UNHCR information sharing portal and other support coordination tools of Inter-Sector and Sectors/Sub-Sectors, including the calendar of meetings, uploading of documents, updating sector relevant information and member information.
– Support the Inter-Sector and Sectors/Sub-sectors coordinators in organizing presentations, events, workshops, trainings in line with Inter-Sector and Sector//Sub-sectors work-plans and strategies.
– Encourage consistency on Inter-Sector and Sectors/Sub-sectors coordination standards, minimize duplication and develop synergies between Inter-Sector and Sectors/Sub-sectors.
– Organise visits, meetings and the annual consultations with relevant governmental donors, as well as for donor missions when required and give appropriate briefings, commentaries for visitors.
– Stay abreast of political, social, economic and cultural developments that have an impact on the working environment.
– Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
– Operationalize UNHCR’s inter-agency policies ensuring its effective response on all aspects of refugee response and maintain an inclusive inter-agency approach.

Job Description

Mission and objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems world-wide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org). The UNHCR Representation Office in Rwanda principally manages a refugee population (mainly refugees from the Democratic Republic of Congo who have been on the Rwan-dan territory since 1996 and Burundian refugees who have been arriving in the country further to the volatile situation in Burundi since April 2015) as well as a significant re-turnee population of Rwandan refugees returning after many years in exile. It is com-posed of the Branch Office in Kigali and Field Offices in Huye, Gicumbi, Rusizi, Rubavu, Karongi, Kirehe and Kabarore. It hosts approximately 155,749 refugees in three proracted refugee camps, namely Nyabiheke (managed by Kabarore Office) Gihembe (managed by Gicumbi Office) as well as Kiziba (managed by Karongi Office), three new refugee camps, namely Kigeme and Mugombwa (managed by Huye Office) as well as Mahama (managed by Kirehe Office), and urban settings (Kigali and Huye). Since April 2015, UNHCR is also supporting two additional reception centers in Bugesera and Nyanza districts for Burundian refugees. The existing transit center in Rusizi (Nyagatare Transit Centre) that was receiving Rwandan returnees has also started functioning as a reception center for Burundian new arrivals. As of December 2013, Rwanda hosted approximately 74,000 Congolese refugees. 99% of the refugee caseload is predomi-nantly composed of refugees from the Democratic Republic of Congo (DRC), with 84% originating from North Kivu and 11% from South Kivu.Context

The Associate Public Health Officer is a member of a multidisciplinary team and contributes to ensuring that UNHCR’s public health programmes meet minimum UNHCR and global health standards to minimize avoidable morbidity and mor- tality among forcibly displaced and stateless persons and towards the achievement of the Sustainable Development Goals (SDGs). Public health programmes include primary health care, secondary health care, sexual and reproductive health (including HIV), nutrition, mental health and psychosocial support (MHPSS). The incumbent provides effective guidance and support to partners on UNHCR’s responses in public health. S/he will contribute to advancing the concepts found in UNHCR’s Global Public Health Strategy as well as the Global Compact on Refugees (GCR) and the mainstreaming/inclu- sion of refugees into national health programmes and systems. Programme planning, monitoring and evaluation together with UNHCR partners to effectively address issues of public health importance, based on the principles of public health and Primary Health care in the refugee camps and transit centers as well as in the areas of return for returnees. Activities include supporting partners and the refugee community to: • Ensure the public health services provided by partner to refugees and returnees are complying with the required national and international standards. • Guide and support partners to use the UNHCR Health Information System and collect UNHCR statistics verifiying Core Standards and Indicators; review monthly health data; and compile tech- nical periodic reports as well as the Annual report on the health situation. • Ensure implementation of appropriate country protocols and guidance and adherence to UNHCR specific guidance for public health programming. • Support partners in the implementation of the Public health programmes, including reproductive health, HIV and mental health. • Provide guidance and follow up to partners in the implementation of UNHCR action plans including for malaria and HIV/AIDS. • Provide technical contributions during planning, implementation and monitoring and evaluation process in the UNHCR program cycle. • Ensure timely coordination and implementation of UNHCR led programmes 2. Coordination of services between UNHCR partners, National and international NGOs, other UN agen- cies, and Ministry of Health, and other sectors; ensuring early engagement of development agencies as appropriate. • Capacity building of partners and refugee health officials as appropriate in identified areas of weak- ness; facilitation of partners’ access to training activities conducted by other agencies, with a par- ticular focus on health information and disease surveillance; malaria management; safe mother- hood; integrated management of childhood Illness. • Participate in advocacy, information sharing and communication on the health situation of popula- tions of concern, within UNHCR and among partners, donors, other agencies, and the Govern- ment. • Acts as focal point for UNHCR for any health and medical matters in relation with the UNHCR strategy. • Participate actively in appropriate groups on the Health, population, HIV/AIDS, and other cross cutting working groups and or forums related to health and medical issues, with the aim to anchor refugees and returnees health concerns and needs into the ONE UN health program. • Coordinate and lead monthly health coordination meetings with implementing partners, in close coordination with the programme section.Competencies and values

Kirehe is designated as a family duty station. There are limited medical services, social and recreational amenities. There are not international schools at Junior or Secondary level. Kigali City is 2 and half hours away and most staff shop on weekends for additional supplies which are not found in Kirehe. A guest house is available in Kirehe which is reasonably priced with cheap rooms and is security cleared by UNDSS as well as low-cost housing. UNHCR has project partners and most of the Humanitarian staff live in Kirehe, with most nationals travelling to Kigali to be with families on the weekends. Water shortage is experienced frequently, and all homes require storage tanks. The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications, and other basic needs. Context

Refugee communities, particularly those in urban areas like Huye, face challenges in staying connected and have limited awareness of their own networks. The scarcity of resources forces them to prioritize seeking livelihood opportunities over community engagement. To address these challenges and enhance community protection mechanisms, UNHCR Rwanda has implemented a Community-Based Protection Project. This initiative, combined with an im-proved accountability framework and feedback mechanisms, aims to empower refugees to communicate more effectively with UNHCR. Concurrently, the operation seeks to enhance the quality of protection services, including targeted support for vulnerable refugees in both urban and camp settings. The UNV (Community Based Protection Associate) will support the project activities, facilitate communication channels between UNHCR and refugee communities and facilitate the roll-out of the project in urban settings and camps in Rwanda.

Task description

Under the direct supervision of Associate Protection Officer, the UN Volunteer will undertake the following tasks: • Draft preliminary assessment for individual case and peasant to Head of protection unit for review and further processing. • Morning and evaluate Community based protection partners to ensure community-based protection activities are delivery timely to PoCs and enable the referral procedure for dealing with individual case referrals. • Conducted protection desk/reception at urban setting and in the camp by Identifying person with specific need and refer them to HI for further assistance. • Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. Contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations • Provide advice on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation. • Ensure that UNHCR’s policies, standards and procedures are constantly and coherently ap-plied in the Area of Responsibility (AoR). • Assist in ensuring that the needs of persons of concern in the AoR are assessed and ana-lysed in a participating manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning. • Assist in ensuring that protection incidents and gaps in assistance are immediately identified and addressed. • Assist in identifying vulnerable groups or individuals who may need special attention or special arrangements and make recommendations on the needs of different groups of refugees. • Contribute to asset mapping of existing public facilities in area of responsibility and share the gathered information with the COVs and supervisor accordingly. • Contribute to continuous capacity building of the COVs and participate in various assessments and initiatives (Cash-based interventions, Livelihoods, etc.). • Assist, accompany and monitor the activities of the COVs on daily basis. • Assist the COVs in case management, referral and reporting. • Draft weekly and monthly reports and provide the statistics on case management. • Assist in developing and assist in maintaining relations with local authorities ensuring smooth negotiations in all aspects of UNHCR’s mandate for the benefit of refugees. • Convey appropriate information to the refugee community as per UNHCR guidelines and take active part in raising community awareness campaigns. • Provide orientation for newly identified COVs. • Case follow-up in Huye urban programme, as needed based on vulnerabilities identified by partners, executive committee members or other UNHCR staffs. • Coordination with partners, monitoring and reporting on implementation of youth activities in Kigeme and Mugombwa camps including Mind leaps project. • Assist in identifying durable solutions for the largest possible number of persons of concern through voluntary repatriation, local integration and where appropriate, resettlement. • Undertake other relevant duties as required

Organizational Setting and Work Relationships
The Driver in the UNHCR Office is normally supervised directly by the Administrative Officer/Associate/Assistant or another staff member when the scale of the Operation so require it. Besides driving, the incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organisation. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles.
