Main Purpose of the Job:

To supervise the day to day administrative and procedural affairs of the Legislative Assembly.

Duties and Responsibilities:

  1. Deputise for the Clerk
  2. Assist in drawing up Orders for Business, Agenda and order Paper for the Sittings of the Assembly and send copies to each Member of the Assembly;
  3. Assist in preparing the strategic programme of activities, budget, policy decisions and coordinate the general functioning of the assembly;
  4. Transmit and distribute documents and records of proceedings, and prepare all sectoral documentation and facilitation of Members of the Assembly;
  5. Participate in the selection, recruitment and induction, placement and training of EALA staff;
  6. Assist in transmitting to the Clerks of National Assemblies of Partner States, and to the Secretary General, copies of Bills, Acts and all records of relevant debates of meetings of the Assembly for information;
  7. Assist in planning the programme of activities for implementation of policy decisions as well as coordinating the general functioning of the Assembly;
  8. Responsible for the day to day administrative and procedural affairs of the Assembly;
  9. Carry out follow up action on Committee and Assembly decisions and other administrative and financial matters;
  10. Carry out research on different subjects relevant to Committees’ mandate and produce reports for Members of Committees;
  11. Provide technical support to Members when preparing Private Bills, Motions and Petitions;
  12. Serve as Head Clerk at the Table when the Assembly is in session; and
  13. Ensure preparation and production of annual reports of the assembly.

Qualifications and Experience:

  1. A Masters Degree in Public Administration, Law, Social Sciences or a related field with specialized training in Parliamentary procedures.
  2. 10 years of relevant experience with at least 5 years at senior level. Should have served in a Parliamentary setting at a rank not lower than Principal Clerk Assistant.

Skills and competencies :

Should be able to work independently and in a diverse cultural environment.

  2. At least fifteen (15) years working experience in a similar or related position preferably within a Parliamentary set – up. Should have served for not less than five years at the level of Deputy Clerk.

Skills and competencies :

Should have strong pro-active, drafting and organizational skills. Should have good skills in management and the ability to deal with people in different capacities.

He/she is responsible for the entire report production process from Recording of the proceedings to Editorial, printing, publishing, Publication and Reporting.

Duties and Responsibilities:

  1. Develop and implement departmental strategies, programmes, policies and procedures for the department.
  2. Identify departmental activities for funding, prepare budget proposals and make work plans for the department.
  3. Produce accurate and timely Official Report of the Assembly in Plenary and that of Committees, recorded in audio format.
  4. Transcribe audio recordings using a word processing programme.
  5. Disseminate reports to designated recipients by printing and distributing hard copies and publishing the Reports on the web.
  6. Provide technical support to staff of EALA outside plenary and Members of the Assembly in the areas of research, documentation and dissemination of information.
  7. Perform any other duties as may be assigned by management from time to time.

Qualifications and Experience:

  1. A Bachelor’s Degree in Mass Communication; Linguistics or a related field and a Master’s Degree or equivalent in the related field;
  2. A minimum eight (8)years’ experience in a Court or Parliamentary environment three (3) of which should be senior level.

Skills and Competencies :

Good command of the English language, Good understanding of parliamentary rules of procedure, high typing speed, good interpersonal skills, good conceptual, analytical andreport writing skills. S/He should be computer literate.

Main purpose of the job:

To provide technical support in research, documentation and dissemination of information to staff and Members of the East African Legislative Assembly.

Duties and Responsibilities:

  1. Support the Assembly to establish effective research, documentation and information dissemination systems.
  2. Document and disseminate on-going research findings
  3. Provide support to staff and Members of the Assembly in building in-house research
  4. Conduct research and write papers on varied subjects for the use of the Committees of the Assembly.
  5. Organize and catalogue the work and output of the Assembly.
  6. Provide service to Standing Committees as and when necessary.
  7. Perform any other duties as may be assigned by Management.

Qualifications and Experience:

  1. Bachelor’s Degree in Economics, Social sciences or related fields.
  2. Minimum five (5) years relevant work experience in the field of research in a busy and reputable organization.
  3. Postgraduate qualifications in research methods and knowledge of computer-based            statistical packages will be an added advantage.

Skills and Competencies:

The ideal candidate should have good interpersonal, communication, research and report writing skills.

Duties and Responsibilities:

  1. To analyse, design, develop, implement and maintain applications of software in accordance with established IT standards;
  2. Obtain and analyse needs of the users for developing or modifying  website software systems;
  3. Develop, improve and maintain EALA website and coordinate with other players to ensure the websites smooth operations;
  4. Prepare and maintain up-to-date systems and user documentation;
  5. Evaluate existing information systems and procedures and recommend solutions for improvement;
  6. Construct or modify software to meet designed solutions, using modern software tools;
  7. Test and implement new and revised application software systems to ensure that they meet user requirements;
  8. Implement software systems, including acceptance testing, user training and preparation of documentation;
  9. Provide software maintenance and technical support for all existing software systems ;
  10. Develop and implement proper backup procedures for data files stored on EAC servers and maintain up-to-date electronic copies of data at an offsite location; and
  11. Provide computer training and user support to ensure that technology is best utilised.

Qualifications and Experience:

  1. Masters Degree in Computer Science, information, technology, Telecommunications, electrical/electronic Engineering plus relevant professional qualifications .
  2. Minimum of 8 years of relevant experience . Proven experience in incorporating IT systems/networks.
