Job Description
Duties and Responsibilities
Under the direct supervision and guidance of the School Construction Program Manager, the duties and responsibilities of the Environmental and Social Safeguards Officers include but are not confined to:
?Implement environmental and social safeguards related activities as outlined in the project Environmental and Social Management Framework (ESMF) and other documents;
?Work with Environmental Safeguards Specialist and Social Safeguards Specialist based at central level and School Construction Program staff to prepare necessary documents, such as environmental and social safeguards guidelines, tools and notes based on national and project funder relevant environmental and social safeguards policies, acts and regulations and disseminate them to the relevant stakeholders within the assigned Districts;
?Collaborate with District
– based School Construction Field Officers to ensure that construction sub
– projects implementation within assigned Districts comply with project ESMF process and procedures;
?Support environmental and Social screening of subprojects and activities, and prepare subprojects or activities specific Environmental and Social Management Plans (ESMPs);
?Organize environmental and social safeguards orientation, awareness, and training for construction sites labour and local community and participate in national level consultations with major stakeholders;
?Participate in review of sub
– projects and activity plan, design, cost and bid documents to ensure environmental and social factors and mitigations are incorporated, and sub
– projects documents are in harmony with environmental and social safeguards documents;
?Prepare monthly, quarterly, semi
– annual and annual reports in a manner understandable by non
– technical people for effective dissemination purpose and submit them to the Environmental Safeguards Specialist, Social safeguards Specialist and School Construction Program Manager for consolidation;
?Produce relevant summary documents in local languages for dissemination in construction sites at local levels;
?Participate in the conduct of Environmental and Social Impact Assessment (ESIA), prepare Environmental and Social Management Plan (ESMPs) and Resettlement Action Plans (RAPs) and implement them within the assigned Districts;
?In collaboration with the environmental safeguards specialist and social safeguards specialist based at central level, implement the design of communication strategy (Stakeholders Engagement Plan) and action plan to strategically communicate with project beneficiaries and organize a community profiling process to generate sufficient and accurate information;
?Work with Grievance Redress Committees levels to adequately address grievances of project beneficiaries and make proper grievance database to inform reports;
?Work closely with officials of Districts and Sectors in all processes of environmental and social safeguards for sub
– projects;
?Ensure that contractors follow the Codes of Conduct signed by the sub
– contractors and Employees during construction activities;
?Follow up the Prevention and Response Action Plan (PRAP) included in the project labour Management Procedures regarding Labor Influx, Sexual Exploitation and Abuse (SEA), Sexual Harassment (SH) and Gender Based Violence (GBV) and be part of community based training/raising awareness sessions on their prevention.

Selection Criteria
The following are the required education qualification and work experience for the Environmental and Social Safeguards Officers.
?Hold at least a Bachelor’s Degree in Environmental Management, Environmental Sciences, Natural Resources Management, Development Studies, Rural Development, Social Sciences, Sociology or Psychology;
?At least 2 years of relevant experience in environmental and social safeguards related field;
?Possession of driving license (Category A) will be an added advantage;
?Have relevant environmental and social safeguards implementation experience, preferably in construction projects;
?Possession of experience in the development and implementation of environmental and social safeguards instruments (ESMF, RPF, ESCP, SEP, LMP, RAPs, EIAs, ESIAs, ESMPs, etc) will be an added advantage;
?Have very good communication skills (written and oral) in English and Kinyarwanda. Good knowledge of French will be an added asset;
?Have planning and organization skills and good ability in working productively in a team environment of diverse backgrounds;
?Other skills: Quantitative and analytic skills, (ii)Working knowledge in Microsoft programs (Excel, Word, PowerPoint), (ii) Ability to manage priorities and be detail

5. Duty station
The School Construction Field Officers will be stationed in one specific District but will be assigned two close Districts and may be requested to assist the environmental and social safeguards officers assigned to the neighboring Districts as required by the workload.

The appointment will be on contract for a period of 1 year renewal based on performance.
Internal Audit Specialist AT MINISTRY OF EDUCATION : ( Deadline : 30 October 2019 )
Job Description
4. DETAILED DUTIES AND JOB RESPONSIBILITIES
The project accountant shall deliver on the following duties and responsibilities:
a. Ensuring that Corporate Governance principles are observed
b. Identify and evaluating SPIU’s projects risks in all auditable areas and prepare a risk
– based annual audit plan
c. Examines adherence to any policy, contractual, regulatory and legislative requirements both for the government of Rwanda and World Bank during the project implementations;
d. Conduct tax health check on quarterly basis for all more than 9 portfolio companies
e. Develop risk assessment strategies and advise management on the measures to be taken to mitigate various risks that the MINEDUC
– SPIU and its projects might face
f. Ensure that environmental and social safeguards mechanisms are continually monitored with minimal risk.
g. Examine financial records, information storage system and internal controls to ensure that there is no indication of mismanagement, unnecessary waste of resources or fraud
h. Review all records and information related to expenditures, taxes and internal controls to determine if the SPIU is secure and has a strong financial foundation
i. Summarize Internal Audit activities in a consolidated report to be submitted to the Audit Committee with copies to SPIU Coordinator, MINEDUC Permanent Secretary and the Office of the Government Chief Internal Auditor and represent internal audit in committee meetings;
j. Participates in significant initiatives and priorities and providing solutions to financial management and internal controls
k. Review efficiency and effectiveness of operations including non
– financial controls
l. Identify and discuss organizational risk issues
m. Develop an action plan to respond to identified risk issues
n. Obtain resources to assist with identifying and responding to risk issues
o. Educate all levels of the Institutions on risk management plans.

The minimum qualification and experience required for the Internal Audit Specialist are as follows:
? Bachelor’s degree with specialization in Accounting or Finance with 7 Years of relevant experience in the field of Auditing;
? Having Professional Qualifications like ACCA or CPA with 4Years of relevant experience in the field of auditing;
? Broad expertise in the financial management and Internal audit system of the Government of Rwanda

3. Duties and Responsibilities
Under the direct supervision and guidance of the SPIU Coordinator, the duties and responsibilities of the Capacity Building Specialist include but are not confined to:
• Coordinate the capacity building needs assessment for MINEDUC SPIU staff and other targeted trainees under specific projects
• Coordinate the preparation of the MINEDUC SPIU Annual Capacity Building Plan, including planning of trainings to be conducted under specific projects, on basis of the capacity needs assessment;
• Follow up on the capacity building to be provided by RDB
– CSO and provide regular progress reports
• Ensure the implementation of the developed Capacity Building plans including regular follow up with Rwanda Development Board
– Chief Skills Office for the capacity building plan submitted for implementation;
• Follow up the transfer of capacity building funds from MINEDUC SPIU to RDB
– CSO and work with RDB for getting financial reports;
• Facilitate the University of Rwanda
– College of Education for preparation, conduct and reporting on trainings to be offered under Rwanda Quality Basic Education for Human Capital Development Project;
• Produce regular capacity building/training reports; both technical and financial;
• Identify and organize collaborative partnership with selected trainers or capacity development experts to meet the set target;
• Carry out on a periodic basis the capacity needs assessment in order to collect the useful data pertaining to skills gaps to inform capacity building plans;
• Monitor the trainees and trainers to provide a relative report on the training process;
• Develop partnerships with networks of professionals to share experiences in the area of capacity development;
• Coordinate with trainers for preparation of training modules, guides and manuals in respect to planned trainings;
• Prepare the annual report on the impact resulting from capacity building trainings as demonstrated by trainings beneficiaries in their practices.

•Hold a master’s degree in Public Administration, Human Resource Management, Education or Management with at least 3 years of relevant working experiencein higher learning institutions or any other institution with proven experience in coordinating capacity building trainings; or a bachelor’s degree in Public Administration, Human Resource Management, Education or Management with at least 5 years of relevant working experience in higher learning institutions or any other institution with proven experience in coordinating capacity building trainings
•Knowledge of Capacity building procedures, techniques and strategies;
•Possession of general knowledge on Rwanda education system
•Have very good communication skills (written and oral) in English is compulsory, in Kinyarwanda is recommended. Good knowledge of French will be an added asset;

DETAILED DUTIES AND JOB RESPONSIBILITIES
The project accountant shall deliver on the following duties and responsibilities:
a. Receive all invoices and requests for payment
b. Verify the supporting documents prior to the preparation of payments
c. Prepare payments within reasonable time
d. Record accounting transactions in accordance with accounting standards and principles
e. Implement risk management strategies, by protecting accounting records from unauthorized access and inadvertent loss of information
f. Prepare withdraw applications as required by the funder.
g. Have an invoice register for all MINEDUC/REB
– SPIU invoices
h. Put in place a proper filing system
i. Ensure regular filing of accounting documents.
j. Assistance with preparation of annual Financial Statement and audit activities
k. Manage the reporting of financial information from all Project implementers
l. Participate in reviewing financial operations at the project level to ensure compliance with MINEDUC/REB
– SPIU guidelines on budgeting and implementation of projects
m. Assist in the development of budgeting, accounting, and payments progress reporting
n. Verify and reconcile actions for all expenditures and receipts
o. Prepare bank accounts reconciliation
p. Calculate VAT and taxes for service providers as wellas declaring them and paying on time
q. Fill in the RRA format for PAYE, VAT and withholding taxes on time
r. File RSSB contributions, PAYE, VAT, and withholding taxes declared on time
s. To prepare employees monthly payroll and ensure that staff are paid on time
t. Ensure that an up to date employees’ file and database is maintained.
u. Elaborate periodic inventory of fixed and non
– fixed assets to the competent authority on a regular basis
v. Monitor the delivery of material or equipment ordered
w. Keep the asset registers of all projects in MINEDUC
– SPIU and update them regularly

Job Profile

?Bachelor’s degree with specialization in Accounting or Finance with 6 Years of relevant experience in the field of accounting;
?Having Professional Qualifications like ACCA or CPA with 2 Years of relevant experience in the field of finance and accounting;
?Broad expertise in the management of finance in the public and/or private sector and use of the Government’s Integrated Financial Management System (IFMIS);
?Knowledge of concepts, principles and practices with the financial management system of the Government of Rwanda;
?Strong communication skills and persuasiveness in presenting, negotiating and resolving highly complex issues, both orally and in writing;
?Familiarity with financial internal control systems;
?Extensive knowledge of different public financial management systems covering all dimensions of public expenditure management, audit, ICT use in the public sector;
