Mission and objectives
Within the framework of Delivering as One UN in Rwanda, UNDP works closely with the Government, as well as with development partners and civil society, and all other UN agencies operating in the country to build institutional capacity and effect sustainable development. UNDP Rwanda support the Government of Rwanda effort to achieve the agenda 2030 for Sustainable Development (SDGs) through technical support that includes developing human and institutional capacities, demonstrating solutions, building partnerships, and raising funds for development. UNDP programme and activities respond to challenges facing the country achieve its short- and long-term development goals. UNDP also undertakes rigorous social and environmental screening of all projects. This process includes screening for gender parameters to ensure the full integration of gender sensitive approaches and results at every phase of programming. The objective is to guarantee that women as well as men in Rwanda benefit in equitable, concrete, and tangible ways from the programmes UNDP supports. UNDP also encourages and provides technical assistance to the National Implementing Partners to adopt Gender Responsive Planning and Budgeting.
Context
Under the guidance and supervision of the Finance Analyst/Specialist, the Finance Clerk will support the provision of financial services in COs ensuring high quality, accuracy and consistency of work. The Finance Clerk promotes a client-oriented approach consistent with UNDP rules and regulations.
Task description
Under the guidance and supervision of the Finance Analyst/Specialist, the UN Volunteer will undertake the following tasks: Ensure implementation of operational strategies and procedures, focusing on achievement of the following results: Full compliance of financial processes and financial records with UN/UNDP rules, regulations, policies, and strategies. Provision of inputs to elaboration of workplans Provide accounting and administrative support, focusing on achievement of the following results: Assistance in proper control of the supporting documents for payments and financial reports for NEX projects; payment execution. Processing of financial documentation (vouchers, supporting documents, telephone invoices, etc.) and maintaining internal expenditures control system by ensuring that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, monthly payment orders (MPOs) and other entitlements are duly processed. Provision of information for reports on financial status, procedures, exchange rates, costs and expenditures (incl. MIP) and potential funding problems. Follow-up with other United Nations agencies for information relating to payments. Preparation of routine correspondence memoranda and reports in accordance with CO SOP. Extracting, inputting, copying, and filing data from various sources. Maintenance of the proper filing system for financial records and documents. Support knowledge building and sharing in the CO, focusing on achievement of the following results: Participation in the training for the operations/projects staff on Finance. Contributions to knowledge networks and communities of practice. Take Lead in filing in preparation for audit Using existing checklists, ensure that all required documents are available on the shared drive. Follow up on subsequent requests Keep a calendar of forthcoming certifications and reporting Liaise with all units to ensure that all certifications and reporting are brought to the attention of the responsible units. Ensure all approvals for certifications and reports are obtained in time. Take Lead in filing in preparation for audit: Using existing checklists, ensure that all required documents are available on the shared drive. Follow up on subsequent requests
Eligibility criteria
Age: 27 – 80
Nationality
Candidate must be a national or legal resident of the country of assignment.
Required experience
3 years of experience in Specialized training in finance .

Required education level
Bachelor degree or equivalent in Finance or Accounting.
