In implementing its social protection activities, WFP Rwanda is supporting the Government of Rwanda’s efforts to extend the coverage, comprehensiveness, adequacy, and quality of its national social protection system. The objective is to ensure that all people have access, throughout their lives, to strengthen national social protection systems that should help individuals to meet their food security, nutrition and associated essential needs, and to reduce and address the risks and shocks they face. WFP activities also have a particular focus on advancing national efforts at shock-responsive social protection by strengthening linkages between disaster risk management and the national social protection system to address the contribution of disasters to poverty and food insecurity.

  • Support in delivering an international conference on social protection and disaster risk management in collaboration with various units in the Country Office as well as external suppliers and international guest speakers;
  • Support in the coordination of partnership meetings and development of communication and engagement materials such as briefs, case studies, and documentation of lessons learnt in WFP Rwanda’s work in social protection;

The internee will be responsible for the field implementation of key smallholder-farmer (SHF) related activities, including (but not limited to): The Farm to Market Alliance (FtMA), Master Card Foundation project (MCF), SMART, SAPMP, and PBF project.
In Rwanda, WFP currently supports more than 160 farmer cooperatives with membership of more than 50,000 farmers. WFP takes the lead in coordinating this market access support for smallholder farmers through an extensive partnership with value chain stakeholders. WFP Rwanda helps the government enhance the national capacity to manage and innovate, but also to tackle more immediate humanitarian needs and provides a path to self-reliance, ensuring no one is left behind while facilitating national ownership. The primary mission of the Vulnerability Assessment and Mapping (VAM) unit is to identify food insecure populations and their needs, provide early warning, and generate information/knowledgebase to guide in the formulation of durable and better-targeted food security and livelihood solutions.   •  Support in the monitoring of cash transfer, collect and analyze CBT data, receive, and collate comments and feedback from beneficiaries, develop data visualizations, analytical reports, and support in drafting of documents/briefs support identifying CBT related issues with a view to improve implementation and delivery of cash transfer.
  • Facilitate replenishment of Bank agents during the cash transfer cycle, support quarterly bank registrations, organize regular meetings on CBT, provide tools, information, training and capacity building sessions to refugee CBT committee and Bank agents.

JOB PURPOSE

The World Food Programme (WFP) office in Rwanda is currently operating under its 2019-2023 Country Strategic Plan (CSP). Strategic Outcome 4 of the CSP, relates to the support of smallholder farmers in Rwanda: ‘Smallholder Farmers have increased marketable surplus and access agriculture markets through efficient supply chains by 2030’ and its execution is led by The Smallholder Agricultural Market Support (SAMS) Unit.  SAMS Unit activities support smallholder farmers through the Farm to Market Alliance (“FtMA”), which was established by multi-stakeholders including WFP, Alliance for Green Revolution in Africa, Yara, Rabobank and other private sector stakeholders, with the purpose of creating systemic demand-led change along agriculture value chains that promotes the inclusion of smallholder farmers.  The goal of the Alliance is to create an environment that will facilitate smallholder farmers to formally and commercially have access to sustainable market systems to meet the demand of international and local food procurement companies, government reserves, and WFP. WFP is a lead coordinator and operational agency of the Alliance in Rwanda.
The intern will contribute to strengthening the monitoring, evaluation, reporting and knowledge management of the SAMS Unit initiatives, with a special focus on the activities from the Joint Programme of FAO, IFAD, UN Women and WFP on “Accelerating Progress towards the economic empowerment of rural women” (JP RWEE).
The JP RWEE aims to economically empower rural women and initiated activities in 2014 in seven piloting countries: Ethiopia, Guatemala, Kyrgyzstan, Liberia, Nepal, Niger and Rwanda. The coalition of FAO, IFAD, UN Women and WFP is generating synergies that capitalize on each agency’s mandate, comparative advantage and institutional strength to generate more lasting and wider-scale improvements in the living conditions and rights of rural women and girls in the context of sustainable rural development. The JP RWEE focuses on four key outcomes for rural women: 1) improved food and nutrition security, 2) increased incomes to sustain livelihoods, 3) enhanced leadership and participation in rural institutions and in shaping laws, policies and programmes, and 4) more gender-responsive policy environment for the economic empowerment of rural women.
