How can you make a difference?
The purpose of this assignment is to strengthen the work of IZU cadre, including coordination of their work with other actors in the CP system and CP service providers, both at national and sub-national level. The Individual Contractor will be dedicated to supporting the coordination of the activities between NCD Agency, UNICEF and other actors working in operationalizing the IZU cadre.
Scope of Work:
The scope of the assignment will be to strengthen the role of IZU in provision of relevant child protection services in the communities by building capacities to coordinate, prevent, monitor and report/refer cases of child protection concerns with the involvement of appropriate authorities. Specifically, the Individual Contractor will strengthen coordination, linkages and facilitate supportive supervision arrangements between IZU and key child protection actors at district, sector, and cell levels, including developing and implementing referral protocols. The work will involve supporting the development, consolidation and cascading of training programmes through national facilitators as well as overseeing awareness creation activities and other IZU initiatives implemented at the community levels.
The Individual Contractor will support mainstreaming of IZU activities in District plans, supported by evidence from an analysis of IZU needs such as job-aid materials, analysis of monthly and quarterly reports to identify trends on agreed indicators and data from database on IZU mobility replacement and performance management strategies. The Individual Contractor will facilitate transition of IZU reporting tool from paper-based to real time system to make available, timely data on IZU work.
- Organize and facilitate monthly and quarterly coordination fora with other actors of the Child Protection system and other social service providers to strengthen the role of IZU in identification and referral of cases as well as to develop referral protocols.
- Coordinate the strengthening of the linkages, including support supervision arrangements between the para-professional social workers and the Child Protection and Welfare Officers at District level, as well as with District, Sector and Cell authorities.
- Ensure the periodic capacity building of IZU by leading training activities of the national facilitators team, coordinating and supporting cascade trainings and supporting the ongoing development and consolidation of training materials.
- Support the transition from paper-based to real-time monthly reporting of the IZU and the continuous improvement of the quality of data collected.
- Monitor and analyze the monthly and quarterly results of the IZU reports and inform local authorities of the trends identified, supporting informed and evidence-based planning.
- Oversee and support the awareness generating activities carried out at community level by the paraprofessional volunteers, ensuring quality, contextuality and coherence of the activities.
- Collect data on status of job materials for IZU one a year.
- Facilitate finalization of a safeguarding system for all the paraprofessional child protection social workers.
- Support the mainstreaming of IZU activities in District plans.
- Periodically update the database of the IZU, advise on their mobility and replacement strategies and on innovative performance management.
- Support/guide the Child protection community initiatives regularly initiated by IZU and control the IZU saving groups.
- Document lessons learnt in the implementation of the IZU operationalization work during the assignment.
Deliverables/Outputs:
The selected Individual Contractor will be expected to produce the following deliverables in collaboration with government of Rwanda, UNICEF and other key stakeholders.
- Report and minutes of coordination meetings and draft referral protocols.
- Report and minutes of meetings and coordination strengthening activities carried out at the decentralized level.
- IZU capacity building plan.
- Standard data fields for IZU reporting developed and approved by NCDA.
- Data analysis report with disaggregated trends (age/sex/geographical location).
- Documentation of prevention and awareness raising activities by IZU at community level.
- Annual status of IZU Job-Aid materials submitted to NCDA and UNICEF.
- Safeguarding guidelines validated and disseminated to IZU.
- Reports and minutes of meetings with District authorities.
- Recommendations on mobility, replacement strategies and performance management submitted to NCDA.
- Reports and minutes of meetings of community initiatives.
- Final assignment report.
To qualify as an advocate for every child you will have…
- Bachelors’ degree is required in Social Sciences (Sociology, Psychology and Social Work), Development Studies, Community Development or Project Management. An advanced degree in the above fields is an added advantage.
- At least 5 years of relevant professional work experience in child protection, preferably at community support level. Experience in coordination and management of social work interventions, as well as in capacity-building is an asset
- At least 2 years of experience in a multi-sectoral management and partnership management as well as practical experience of community development
- Sound understanding and past working experience of participatory community principles and practices
- Experience in working with Local Government, (I)NGOs or Development Partners is required
- Excellent writing skills, presentation skills, strong strategic and analytical skills, computer skills, negotiations skills, interactive and interpersonal communication skills.
- Ability to work with Government Officials at national and district levels as well as with international and national development partners.
- In depth knowledge of social service workforces and welfare and protection systems in Rwanda
