Coordinator of the Joint Programme on Rural Women Economic Empowerment (JP RWEE) in Rwanda – IFAD: (Deadline 22 June 2022)
Organizational Setting
The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.
The Strategy and Knowledge Department (SKD) provides expert guidance on IFAD’s strategic direction, thematic priorities, and technical quality of IFAD’s operations. It plays a critical role in providing technical expertise to operational teams to enhance development effectiveness, by generating and disseminating IFAD’s development knowledge and evidence on strategic themes and encouraging innovative application of cutting-edge global knowledge and evidence in IFAD investments to support countries tackle their most complex development challenges in fostering inclusive and sustainable rural transformation. SKD is composed of the (i) Environment, Climate, Gender and Social Inclusion Division (ECG); the (ii) Sustainable Production, Markets, and Institutions Division (PMI); and the (iii) Research and Impact Assessment Division (RIA).
ECG takes the lead in mainstreaming cross-cutting themes of environmental sustainability and climate change resilience, nutrition-sensitivity, gender equality and women’s empowerment and inclusion of rural youth and indigenous peoples through an integrated approach.
What is the GTM – IFAD is establishing the Gender Transformation in Climate Change Adaptation (GTM) mechanism to help countries achieve their gender transformation in agriculture goals. The goal of the GTM is to inspire governments to invest in and scale up the capacities and activities needed to achieve gender-transformative results in their agricultural programs. Through the GTM, IFAD leverages the scale of its loans and grants, and builds on its experience of practices that have achieved gender transformation.
Job Role
IFAD is looking for a qualified consultant based in Kigali, Rwanda to coordinate the GTM initiative in Rwanda. The consultant’s contract will be for a maximum of 180 days per calendar year.
The consultant will be responsible for representing IFAD in the Joint Program “Accelerating progress towards rural women economic empowerment” – JP RWEE and SDF in Rwanda and for coordinating the implementation of activities under IFAD responsibility in the JP RWEE and SDF, facilitating communication with the gender team in Rome.
Key Functions and Results
The consultant will undertake the following tasks, under the general supervision of Technical Specialist and the specific supervision of the consultant for the implementation of JP RWEE activities under the responsibility of IFAD:
(i) Supervise the design and implementation of IFAD’s activities in the JP RWEE:
- development of programme of work and terms of reference for service providers
- preparation of documentation required for the procurement processes
- Technical and administrative follow-up with service providers
- Monitoring and evaluation of activities
- Knowledge management on good / bad practices related to the implementation of activities
(ii) Provide senior technical advice on gender equality and women’s empowerment, including on empowering methodologies, to the JP RWEE and IFAD portfolio of projects
(iii) Ensure regular communication and exchange of information at different levels (between JP coordination in the field, JP consultant, service providers IFAD office in Rwanda, as well as with IFAD country programs to ensure synergies and coordination). Insofar as possible support the coordination and synergies between the JP RWEE and IFAD portfolio, identifying opportunities of collaboration, scaling up pathways and joint events.
(iv) Contribute to JP RWEE regular functioning on behalf of IFAD.
- Submit IFAD inputs to JP RWEE joint documents (regular reports, workplan, etc)
- Streamline service providers’ inputs to the JP RWEEE monitoring system, ensuring collection of quality data, systematization of data and alignment with the performance monitoring framework
- Participation to selected coordination meetings and missions with JP RWEE partners
(v) Support Program Missions and conduct the in-country missions.
(iv) Other activities that the supervisor may require to ensure the smooth operation of the Program.
Key Performance Indicators
(I) Month reports containing (i) report of missions conducted ii)progress of activities under IFAD’s responsibility, (iii) identification of good / bad practices related to the implementation of activities, (iv) coordination with other agencies participating in JP RWEE Rwanda, including minutes from the national steering committee;
(II) Prepare IFAD contributions to joint progress reports; i) annual reports; ii) final report of JP RWEE on the progress of activities, iii) work plans ;
(III) Contribute to other documents necessary for the proper functioning of the Program;
(IV) Develop ToRs, procurement support documentation and workplans.
Job Profile Requirements
Education:
University degree from an accredited institution in the field of agriculture, rural development, rural management, social studies, gender studies, development studies, economics, management or, international relations.
Work Experience:
- At least ten (10) years of professional experience in the design, implementation, supervision and monitoring of development projects and investments;
- Proven experience in analyzing livelihood strategies, methodologies for poverty reduction, gender transformation and social inclusion strategies in different thematic investments;
- Strong report writing skills are essential. Experience with government and donor agencies is desirable;
- In-depth knowledge of Indian institutions and actors active in the field of agriculture, value chain development and gender equality.
Languages:
- Excellent written and verbal communication skills in English. Good knowledge of French or Kinyarwanda language is an asset.
Other Information
Applicants to this call for interest will undergo a first level screening and those candidates meeting the minimum requirements will undergo a more in-depth assessment, including written tests and interviews.
As per provisions on maximum contract duration under the Handbook on consultants and other persons hired by IFAD under a non-staff contract, the number of days in which services can be rendered in any 12-month period is limited to 240, and the number of days in which services can be rendered in any 60-month period is limited to 960.
This specific assignment is for 180 days over a one year period, with possibility of extension depending on performance, funding availability and overall ceiling, up to 240 days over a 12 month period.
Consultants are not considered staff of IFAD. An eventual consultancy assignment does not carry any expectation of employment, extension or conversion to another type of contract with the IFAD.
