Duties and ResponsibilitiesBackground:
The Economic Commission for Europe is implementing a UN Road Safety Funded project entitled “Safe helmets for Rwanda: building institutional capacity to support local manufacturing of helmets.” UNECE hosts the three global vehicle agreements that provide uniform provisions for technical regulations of motorized wheeled vehicles on vehicle parts and equipment. The 1958, 1997 and 1998 agreements are expected to be used as a basis for regulatory recommendations in the beneficiary countries. UNECE also hosts the Secretariat to United Nations Secretary-General’s Special Envoy for Road Safety and the Secretariat to United Nations Road Safety Trust Fund.
The Inland Transport Committee (ITC) strategy, adopted in 2019, highlighted road safety as “Special priority of global interest” which was further reinforced by the “ITC Recommendations for Enhancing National Road Safety Systems” adopted during the 82nd session of ITC.
The UN General Assembly has also adopted resolution A/RES/72/271 inviting member states to improve global road safety:
UNECE hosts WP29; the World Forum for harmonization of vehicle regulations which develops technical regulations, addressing the safety and environmental performance of wheeled vehicles. The World Forum or WP.29 is the only global forum for harmonizing vehicle regulations and rules on vehicle performance and on vehicle parts and equipment, vehicle safety, environmental pollution, energy efficiency, anti-theft and security. Build the capacity of the institution in charge of standards, implement behaviour change and sensitization campaigns, support legislation of a PTW helmet safety standard and certification protocols will be an asset for the activities of WP.29 as these elements will be based on existing activities and outputs and will expand the scope of their use.
The objective of the project is, as a part of the UNRSF-funded project “Tuwurinde”, to build the capacity of the institution in charge of standards (the RSB) for installation of helmet testing equipment in accordance with UN R.22.05 requirements and establishment of a national helmet testing center, implement behavior change and sensitization campaigns for PTW users to encourage appropriate helmet use and support legislation of a PTW helmet safety standard and certification protocols.
The consultant will be asked to perform the following tasks:
The international consultant will work to draft Powered Two Wheelers (PTW) helmet standards legislation, regulatory and enforcement frameworks based on UN Regulation No.22.05, deliver training on UN R22.05 helmet testing equipment and installation ordered, hiring, training and verification of staff competencies at the Rwanda Standard Bureau (RSB) and support the RSB during installation of the helmet testing equipment including training (co-finance). The international consultant will report on a periodic basis to the project manager. Based on the periodic progress reports the international consultant will prepare a final project report.
Experience: A minimum of ten years of experience in the field of passive safety and certification testing is required. Excellent knowledge of UN legal instruments on safe vehicles, especially the 1958 and 1997 Agreement is required. Experience in international cooperation is an advantage.
Language: Fluency (both written and spoken) in English is required.
